Abstract

<P>PROBLEM TO BE SOLVED: To provide a cashless seating and betting system in a publicly-managed race allowing a member getting a seat reservation to have a seat and cashlessly bet using a membership card. <P>SOLUTION: This cashless seating and betting system is provided with a central control device 1 performing a seat reservation management, a member management, a betting management and an account management, a member registration terminal 4 connected to the central control device 1 via a communication line 2, a plurality of automatic teller machines 5, and a betting terminal 3 for every seat. This system opens a one-day account effective for that day alone for a regular member or a provisional member getting the seat reservation, allows the member to bet within the balance in the one-day account when the regular member or the provisional member getting the seat reservation inserts the membership card in the betting terminal 3 of the seat, updating and recording an increase/decrease of the balance in the account by the betting and winning of the member in a regular member data file 1a or a provisional member data file 1b corresponding to the one-day account, and settles the one-day amount of the member by cashing the balance when the membership card is inserted in the automatic teller machine 5. <P>COPYRIGHT: (C)2004,JPO

【発明の属する技術分野】
本発明は、競馬、競輪、競艇、オートレース等の各種公営競技場において特観席等の座席を利用するファンが、本人認証可能な会員カードを使用してキャッシュレスで在席投票を行い得るようにした、公営競技におけるキャッシュレス在席投票システムに関するものである。

【従来の技術】
競馬、競輪、競艇、オートレース等の各種公営競技場で従来から実施されているファンサービスとしては、会員サービスがある。この会員サービスは、登録されたファンに対して会員カードを発行しておき、会員が入場する毎に会員カードを提示することにより当該会員の会員カードにサービスポイントを累計記録し、累計されたサービスポイントが所定数以上になったときにポイント数に応じた品物等を提供するものである。

公営競技場に来場したファンが特観席等の座席に座ってレースを楽しみながら投票券を購入するためには、特観席等の座席指定券を購入してその指定券に対応する指定席に着席してレースを楽しみ、投票券を購入するときにわざわざ発売窓口まで行って、そこで所望の投票券を購入する必要がある。発売窓口で投票券を購入する際には、所望の投票券が買えるだけの現金を持参する必要があり、またその投票券が的中して払戻しを受ける際にも、わざわざ払戻窓口まで行ってそこで払戻金を受け取る必要がある。

【発明が解決しようとする課題】
上記従来の会員サービスは、ファンが入場する毎に所有する会員カードにサービスポイントを付加するポイントサービスや入場サービスのみに限定されているため、ファンは、この会員サービスの会員カードを所有しても上記のような限られたサービスしか受けることができず、メリットが少ない。他方、この会員サービスを提供する施行者にとっては、他システムと共用できない会員カードを製作することになるため、ランニングコストの増大を招いてしまう。また、この会員サービスでは、ファンが特観席等の座席指定を受ける際に会員カードを流用できないため、別途指定席券を発行することとなり、さらにランニングコストの増大を招くことになる。

また、上記従来の会員サービスでは、座席指定された特観席等の座席の利用時に、在席のままで投票を行うことができないため、投票券を購入したり的中した投票券の払戻しを受けたりするファンは、会員であっても窓口まで出向かなくてはならず、その都度レースを推理する楽しみが中断されることになるとともに、投票券の購入のために必要な現金の保持や管理に気を取られることになる。

本発明は、座席指定を受けた会員が在席のままで本人認証可能な会員カードを使用してキャッシュレスで投票し得るようにした、公営競技におけるキャッシュレス在席投票システムを提供することを目的とする。

【課題を解決するための手段】
上記目的を達成するため、請求項１に記載の第１発明は、競馬、競輪、競艇、オートレース等の各種公営競技場において本人認証可能な会員カードを使用して、特観席等の座席指定管理、会員管理、投票管理および口座管理を行う中央制御装置と、該中央制御装置内に設けられる正会員データファイルおよび簡易会員データファイルと、前記中央制御装置に通信回線を介して接続される会員登録端末と、前記中央制御装置に通信回線を介して接続される複数台の現金自動取引機と、特観席等の座席のそれぞれに設けられ前記中央制御装置に通信回線を介して接続される投票端末とを具備し、正会員カードを所有する正会員または正会員カードを所有しない簡易会員が座席指定を受ける際に残席が存在する場合には、正会員に対しては所定の座席を指定するとともに当日のみ有効な一日口座を開設し、簡易会員に対しては所定の座席を指定し当日のみ有効な一日口座を開設するとともに当日のみ有効な簡易会員カードを発行し、座席指定を受けた正会員または簡易会員が当該座席に設けられた投票端末に所有する会員カードを挿入した場合に当該会員に対して投票権限を付与して、前記投票端末における当該会員の一日口座の口座残金範囲内での投票を許可し、当該会員の投票に伴う口座残金の減少および前記投票の的中に伴う口座残金の増加を前記一日口座に対応する正会員データファイルまたは簡易会員データファイルに更新記録し、前記現金自動取引機に当該会員カードが挿入されたときに口座残金がある場合には、当該会員の一日口座の口座残金を現金化する精算処理を行うことを特徴とする。

第１発明によれば、各種公営競技場において、予め正会員カードを所有している正会員または正会員カードを所有しておらず当日のみ会員になる簡易会員が、特観席等の座席を利用するために会員登録端末を用いて座席指定を受けた場合、当該会員に対して当日のみ有効な一日口座が開設されるとともに簡易会員に対しては当日のみ有効な簡易会員カードが発行され、座席指定を受けた正会員または簡易会員が当該座席に設けられた投票端末に所有する会員カードを挿入した場合には、前記会員登録端末および投票端末に通信回線を介して接続される中央制御装置によって当該会員に対して投票権限が付与され、前記投票端末における当該会員の一日口座の口座残金範囲内での投票が許可される。そして、当該会員が座席指定を受けた座席で行う投票に伴う口座残金の減少および前記投票の的中に伴う口座残金の増加が前記一日口座に対応する正会員データファイルまたは簡易会員データファイルに更新記録され、さらに、前記現金自動取引機に当該会員カードが挿入されたときに口座残金がある場合には、当該会員の一日口座の口座残金を現金化する精算処理が行われる。したがって、座席指定を受けた会員は、この公営競技におけるキャッシュレス在席投票システムを利用することにより、在席のままで本人認証可能な会員カードを使用してキャッシュレスで投票することができ、キャッシュレス運用により安全性が向上するとともに投票の利便性が向上する。

請求項２に記載の第２発明は、前記投票端末における当該会員の投票に伴う口座残金の減少および前記投票の的中に伴う口座残金の増加を当該会員の会員カードにも更新記録することを特徴とする。

【発明の実施の形態】
以下、本発明の実施の形態を図面に基づき詳細に説明する。図１は本発明の第１実施形態の公営競技におけるキャッシュレス在席投票システムの全体構成を例示するブロック図である。本実施形態の公営競技におけるキャッシュレス在席投票システム（以下、キャッシュレス在席投票システムという）は、競馬、競輪、競艇、オートレース等の各種公営競技場に設置されており、図１に示すように、中央制御装置１と、中央制御装置１に通信回線２を介して接続される複数台の投票端末３と、中央制御装置１に通信回線２を介して接続される会員登録端末４と、中央制御装置１に通信回線２を介して接続される所定台数の現金自動取引機５とを具備して成る。

上記中央制御装置１は、会員カードを使用して、特観席等の座席指定管理、会員管理、投票管理および口座管理を行うものである。上記中央制御装置１としては、例えばホストコンピュータを用いるものとするが、代わりにパーソナルコンピュータ等を用いることも可能である。中央制御装置１には、正会員に関する各種情報を記録する正会員データファイル（データベース）１ａおよび簡易会員に関する各種情報を記録する簡易会員データファイル（データベース）１ｂが内蔵されており、正会員データファイル１ａおよび簡易会員データファイル１ｂは例えばハードディスクを用いて構築するものとする。なお、中央制御装置１は、一般的には、各種公営競技場の特観席等とは異なる場所（各種公営競技場の特観席以外の場所や、各種公営競技場に通信回線２を介して接続される、後述する会員サービスを提供する施行者の建物等）に設置するものとする。

上記投票端末３は、競馬、競輪、競艇、オートレース等の各種公営競技場の特観席等の座席においてファンが在席のまま投票する際に使用するものであり、ここでは図示しないが、会員カード挿入部と、挿入された会員カードから各種情報を読み出したり各種情報を会員カードに記録したりするカード情報入出力部と、投票券を購入するための所望の購入情報の入力および訂正等を行うためのボタン等から成る操作部と、投票券を購入するために必要な情報であるオッズ情報を表示したり、投票対象とする馬や騎手をキーワードにして検索したときの過去の実況情報や成績情報等を含むレース情報を表示したり、前記所望の購入情報を確認するために表示したりする表示部と、前記会員カードの各種情報やレース情報や所望の購入情報等を通信回線２を介して中央制御装置１との間で入出力するための入出力インタフェースと、前記各構成要素の動作を制御する制御部等を具備して成る。上記投票端末３は、各種公営競技場の特観席６の座席に１台ずつ設置するものとする。

上記会員登録端末４は、会員登録、会員カードの発行、座席指定および一日口座開設を行うものであり、ここでは図示しないが、新規に会員カードを発行する会員カード発行部と、会員カード挿入部と、挿入された会員カードから各種情報を読み出すカード情報入力部と、特観席等の座席に残席があるときの残席情報等を表示する表示部と、所望の残席を選択する座席指定入力等を行うためのボタン等から成る操作部と、新規登録した会員に関する情報や前記座席指定入力により選択された残席に関する情報等を通信回線２を介して中央制御装置１との間で入出力するための入出力インタフェースと、前記各構成要素の動作を制御する制御部等を具備して成る。上記会員登録端末４は、原則として各種公営競技場の特観席６の所定の場所に１台だけ設置するものとするが、特観席の規模に応じて複数台設置するようにしてもよい。

上記会員登録端末４によって発行する会員カードとしては、正会員になることを希望したファンに対して発行する正会員カード７−１と、正会員になることを希望せず当日だけ特観席等の座席を利用して在席投票することだけを希望したファンに対して発行する簡易会員カード７−２とがある。正会員カード７−１は、会員登録を希望したファン（以下、正会員という）が、会員登録に必要な各種情報（当該ファンの住所、銀行口座情報等）を記入した申込用紙を提出するとともに本人認証のための書類（運転免許証等）を提示した場合に発行され、簡易会員カード７−２は、特観席等の座席指定を希望したファン（以下、簡易会員という）に対して発行される。上記正会員カード７−１および簡易会員カード７−２としては、例えばＩＣカードを用いるものとするが、代わりに磁気カード等のデータ保持可能なカードを用いてもよい。なお、正会員カード７−１には、簡易会員カード７−２には無い特典（口座残金がある場合の非精算時の繰り越し処理やポイントサービス上の優遇等）があり、それによって正会員と簡易会員とを差別化している。

上記現金自動取引機５は、当該会員に対して開設された一日口座への入金や前記一日口座に残金がある場合にその残金を現金化して払出す精算を行うためのものであり、ここでは図示しないが、会員カード挿入部と、挿入された会員カードから各種情報を読み出したり各種情報を会員カードに記録したりするカード情報入出力部と、当該会員カードの一日口座の残金情報等を表示する表示部と、入金操作や精算操作等を行うためのボタン等から成る操作部と、挿入された会員カードの一日口座の残金情報等を通信回線２を介して中央制御装置１との間で入出力するための入出力インタフェースと、前記各構成要素の動作を制御する制御部等を具備して成る。上記現金自動取引機５は、特観席６の座席とは異なる場所に設けられた現金自動取引コーナー８内に複数台設置するものとする。

次に、本実施形態のキャッシュレス在席投票システムにおける各種処理を図２〜図７に基づいて説明する。
図２は第１実施形態のキャッシュレス在席投票システムの会員登録端末４により実行される正会員カードの発行処理を示すフローチャートである。まず図２のステップＳ１では、ファンが正会員登録を希望しているか否かを判定し、ファンが正会員登録を希望していれば処理を次のステップＳ２に進め、ファンが正会員登録を希望していなければそのまま終了する。ステップＳ２では、会員登録に必要な各種情報（当該ファンの住所、銀行口座情報等）を記入した申込用紙の提出および本人認証のための書類（運転免許証等）の提示の有無を判定し、なされたときに処理を次のステップＳ３に進めて正会員カード７−１を発行する。なお、この正会員カード７−１の発行時には、中央制御装置１において、当該正会員に関する各種情報や座席指定情報等が正会員データファイル（データベース）１ａに記録されることになる。

上記のようにして発行される正会員カード７−１は、係員等が必要に応じて所有者に運転免許証等の提示を求めることにより本人認証が可能であるため、「本人認証が可能な会員カード」となり、正会員の銀行口座のセキュリティ保護が図られることになる。また、簡易会員カード７−２は、後述するようにして「座席指定を希望したファン」に対して発行されるため、「所有者＝本人」と見なすことができるので、「本人認証が可能な会員カード」として扱うことができる。
なお、上記正会員登録時に正会員カード７−１にファンが希望する暗証番号を設定しておき、少なくとも一日口座の残金の精算時に暗証番号の入力を要求するようにすれば、正会員の銀行口座の更なるセキュリティ保護が図られることになる。また、このような暗証番号の設定を、簡易会員カード７−２に対しても実施するようにすれば、簡易会員の銀行口座のセキュリティ保護が図られることになる。なお、上記簡易会員カード７−２の発行時には、中央制御装置１において、当該簡易会員に関する座席指定情報等が簡易会員データファイル（データベース）１ｂに記録されることになる。

図３は第１実施形態のキャッシュレス在席投票システムの会員登録端末４により実行される座席指定処理、一日口座開設処理および簡易会員カード発行処理を示すフローチャートである。まず図３のステップＳ１１では、特観席６の残席の有無を判定し、残席が無ければそのまま終了し、残席があれば処理をステップＳ１２に進める。ステップＳ１２では、正会員か否かを判定する。この正会員か否かの判定では、会員登録端末４の会員カード挿入部に正会員カード７−１が挿入された場合には正会員と判定し、正会員カード７−１が挿入されない場合には正会員ではないと判定するものとする。その際、原則として正会員カード７−１の所有者は本人であると見なし、必要に応じて、係員によって当該ファンに「本人認証のための書類（運転免許証等）の提示や本人が設定した暗証番号等の明示」を要求するようにできるものとする。上記ステップＳ１２で正会員と判定された場合は処理をステップＳ１３に進めて正会員カード７−１から各種情報を読み取り、正会員でないと判定された場合は処理をステップＳ１４，ステップＳ１５に進めて簡易会員登録および簡易会員カード７−２の発行を行う。

上記ステップＳ１３，ステップＳ１５の次のステップＳ１６では、残席の内から当該ファンの希望する座席に関する情報（例えば座席番号）が入力されるのを待ち、当該ファンの希望する座席に関する情報が入力されたとき、ステップＳ１７で座席指定登録処理を行う。この座席指定登録処理により、中央制御装置１において、当該座席は座席指定済みに登録されることになる。次のステップＳ１８では、当該会員に対して当日のみ有効な一日口座を開設した後、ステップＳ１９では当該会員カード（正会員カード７−１または簡易会員カード７−２）を返却する。

以上の処理により、座席指定を受けた正会員が正会員カード７−１を指定された座席に設置されている投票端末３の会員カード挿入部に挿入した場合または、座席指定を受けた簡易会員が簡易会員カード７−２を指定された座席に設置されている投票端末３の会員カード挿入部に挿入した場合には、投票端末３に通信回線２を介して接続される中央制御装置１によって当該会員に対して投票権限が付与されるので、座席指定された座席の投票端末３における当該会員の一日口座の口座残金範囲内での投票が許可されることになる。その際、投票端末３においてオッズ表示や過去の実況、成績等のレース情報の検索および検索したレース情報の表示ができるので、ファンは、投票時に所望のレース情報を得ることができる。

なお、座席指定を受けた正会員または簡易会員が当該会員カードを座席指定を受けた座席とは異なる座席に設置されている投票端末３の会員カード挿入部に挿入した場合には、投票権限を付与せずに警告を発する「エラー処理」を行うものとする。また、投票端末３の会員カード挿入部に挿入した会員カードは、安全のため、離席時（食事やトイレ等の用足し時）には、ファン本人が所定ボタンを操作することにより取り外して持ち歩くものとする。

図４は第１実施形態のキャッシュレス在席投票システムの投票端末３および中央制御装置１により実行される投票処理およびポイントサービス処理を示すフローチャートである。まず、図４のステップＳ２１において会員カードが挿入されると、次のステップＳ２２では、当該ファンの一日口座の残金の有無が確認される。このとき、残金が無ければそのまま終了し、残金があれば、次のステップＳ２３で、当該会員の一日口座の口座残金範囲内での投票（投票券の購入）が行われたか否かを判定する。この判定において、口座残金を越える金額の投票券の購入である場合には、次のステップＳ２４で警告を発して口座残金範囲内に収まるように購入金額の訂正を促し、口座残金内の金額の投票券の購入である場合には、処理をステップＳ２５に進めて投票データの書込処理を行う。

上記投票データの書込処理は、投票端末３から通信回線２を介して当該投票に関する各種情報（ファンが希望するレース番号、賭式、組番、購入金額等）を入力された中央制御装置１において、正会員データファイル（データベース）１ａまたは簡易会員データファイル（データベース）１ｂを更新することにより実施され、それにより当該会員の一日口座の残金情報が更新されるとともに、当該会員カードにも同一情報が書き込まれることになる。

次のステップＳ２６では、当該会員に対する上記投票時の購入金額に応じたサービスポイントの付与を行う。このステップＳ２６で付与されたサービスポイントは、次のステップＳ２７で、上記正会員データファイル（データベース）１ａまたは簡易会員データファイル（データベース）１ｂおよび当該会員カードに累計記録されることになる。なお、本実施形態では、購入金額に応じたサービスポイントのみを付与するようにしているが、これに加えて、正会員の場合に限り当該正会員カードを使用した入場日数（または入場回数）に応じたサービスポイントを付与するようにして、正会員を簡易会員よりも優遇するようにポイントサービスの差別化を図ってもよい。

図５は第１実施形態のキャッシュレス在席投票システムの投票端末３および中央制御装置１により実行される的中処理を示すフローチャートである。まず図５のステップＳ３１では、当該投票が的中したか否かを判定し、的中した場合に限り、次のステップＳ３２で中央制御装置１において当該会員の一日口座に払戻金を加算して口座残金データを書き込む（更新する）。次のステップＳ３３では、更新された口座残金データを中央制御装置１から通信回線２を介して投票端末３で受信し、次のステップＳ３４で、当該会員カードにも口座残金データを書き込む。

図６は第１実施形態のキャッシュレス在席投票システムの現金自動取引機５および中央制御装置１により実行される資金追加処理および精算処理を示すフローチャートである。まず、図６のステップＳ４１において会員カードが挿入されると、次のステップＳ４２では資金追加か精算かを識別し、新規会員登録時や資金不足時等であるため資金追加を行う場合であれば処理をステップＳ４３以降に進め、精算を行う場合であれば処理をステップＳ４６以降に進める。ステップＳ４３で資金追加（現金自動取引機５への現金の投入）がなされた場合、次のステップＳ４４では、中央制御装置１が管理する当該会員の一日口座に追加資金金額を追加し、ステップ４５では追加資金金額を当該会員カードに書き込む。なお、上記ステップＳ４２の識別は、例えば、現金自動取引機５の「資金追加ボタン」が押下された場合に資金追加とし、「精算ボタン」が押下された場合に精算とすることにより行うものとする。

上記ステップＳ４２において精算時と識別された場合に処理が進むステップＳ４６では口座残金の有無を確認し、口座残金が無ければ処理をそのまま終了し、口座残金がある場合には処理をステップＳ４７に進める。ステップＳ４７では、現金自動取引機５において口座残金を現金化して払い出す精算処理を行い、次のステップＳ４８で中央制御装置１が管理する当該会員の一日口座データをクリアした後、次のステップＳ４９で当該会員カードの一日口座データをクリアする。その後、ステップＳ５０では正会員カードか否かを判定し、正会員カードであればステップＳ５１で当該正会員カードを返却し、簡易会員カードであればステップＳ５２で当該簡易会員カードを現金自動取引機５内に回収する。

なお、一日口座は当該会員に対して当日のみ有効な口座であるので、当該会員が簡易会員であるのに精算を行わなかった場合にはその一日口座を自動的にキャンセルするようにしているが、当該会員が正会員である場合には、精算を行わなかった場合であっても当該一日口座の残金金額をその正会員に対して登録された銀行口座に自動的に振り込んで次回の正会員カードの口座残金として繰り越す処理を行うことにより、正会員を優遇するようにしている。

図７は第１実施形態のキャッシュレス在席投票システムにより実行されるポイントサービス処理を示すフローチャートである。まず、図７のステップＳ６１において会員カードが挿入されると、次のステップＳ６２では当該会員カードに累計記録されているサービスポイントが所定ポイント以上であるか否かを判定し、所定ポイント以上である場合に限り、処理をステップＳ６３に進めてポイントサービスの要求がなされたか否かを判定する。

ここで、当該会員カードを所有する会員がポイントサービスの要求を行った場合（例えば現在溜まっているサービスポイントで取得可能な品物等が存在し、かつ、その品物等の中から欲しいものを指定した場合）には、ステップＳ６４で該当品物等を提供するポイントサービスを実施し、ステップＳ６５でその品物等に設定されているサービスポイントを現在溜まっているサービスポイントから削減した後、ステップＳ６６で当該会員カードを返却する。なお、上記ステップＳ６３においてポイントサービスの要求がなされなかった場合（例えば現在溜まっているサービスサービスポイントで取得可能な品物等が存在するがその品物等の中に欲しいものが無い場合や、もっとサービスポイントを溜めてより高ポイントの品物等の取得を目指す場合）には、上記ステップＳ６２の判定において所定ポイント未満であるためポイントサービスを受けられない場合と同様に、処理をステップＳ６６に進める。それにより、当該会員カードはそのまま返却されるので、当該会員カードに付与されたサービスポイントは次回以降に持ち越されることになる。

本実施形態のキャッシュレス在席投票システムによれば、座席指定を受けた正会員または簡易会員は、特観席等の座席に設置された投票端末３に所有する会員カードを挿入することにより、在席のままかつキャッシュレスで、当該会員の一日口座の口座残金範囲内で投票（投票券購入）することができるようになり、キャッシュレス運用により安全性が向上するとともに投票の利便性が向上する。

また、本実施形態のキャッシュレス在席投票システムでは、投票端末３における当該会員の投票に伴う口座残金の減少および前記投票の的中に伴う口座残金の増加は当該会員の会員カードにも更新記録されるから、現金自動取引機５に当該会員の会員カードを挿入することにより当該会員の一日口座の口座残金を現金化して精算することができ、当該会員の払出しの手間が大幅に軽減されて利便性が向上する。また、上記のようにして口座残金が更新された会員カードは、投票以外の当該システムに接続されていない場所での運用、例えば食堂などでの支払いにおいても電子マネーとして活用することも可能になり、当該会員の利便性が向上する。

また、本実施形態のキャッシュレス在席投票システムでは、会員カードを用いて座席指定およびチケットレス投票を行うので、座席指定券や投票券等の消耗品を無くすことができ、ランニングコストを低減することができる。また、座席指定券や投票券等がなくなるため、座席指定券や投票券等の使用に伴い発生するゴミの量を減少させることができ、場内のクリーン化も図ることができる。
