Abstract

本発明は、産業廃棄物や焼却残灰等の廃棄物を埋立処理し、又は焼却炉や集塵処理装置等の環境処理装置を解体処理する密閉空間内における廃棄物の処理方法及びその処理施設に関するものである。

【従来の技術】
従来より、産業廃棄物や焼却残灰等の廃棄物については、一般に山間の谷地を切り開いて造成した埋立地に、この廃棄物と覆土とを交互に投棄して埋立処理している。この場合、廃棄物に含まれた有害成分が雨水によって埋立地の周囲に漏出し、河川水や地下水、或いは周辺の土壌、生物を汚染する公害が多発していた。そこで、有害成分が雨水によって埋立地外に漏出しないように対策を講じる必要がある。

この有害物質の漏出を防止するために種々の埋立処理方法が提案されている。例えば、埋立地の内面をゴムシートや合成樹脂シート等の遮水シートで覆うことにより、廃棄物中に雨水が浸透しても埋立地外に漏れ出ないようにする処理方法がある。また、埋立地の周縁に側溝を設けて、雨水が埋立地内に流れ込むのを防止する方法がある。このような単純な処理方法では、何らかの理由で遮水シート等に穴が開いた場合、雨水による有害物質の漏出は防止できなかった。

そこで、埋立地の内面に下部遮水シートを敷設することに加えて、最上層の仕上げ層中に上部遮水シートを埋設し、更に、埋立地の底面に排水溝を設ける埋立処理方法が提案されている。この埋立処理方法では、雨水が廃棄物層中に浸透することを上部遮水シートによって防止することに加えて、仮に上部遮水シート及び下部遮水シートが破れても、安全性を向上させるために、下部遮水シートの穴から漏れ出た水を排水溝に集めて処理するようになっている。

しかし、上述した従来の埋立処理方法では、最上層の仕上げ層まで廃棄物の埋立が完了するまで、その埋立を露天で行っているため、埋立処理工程中に埋立地からダイオキシン類の有害物質が飛散して周囲の環境に悪影響を及ぼしていた。特に、風により有害物質、悪臭又は粉塵を広範囲に飛散させやすいという問題を有していた。

本発明は、上述した問題点を解決するために創案されたものである。すなわち本発明の目的は、フレキシブルな膜構造の屋根を用いることにより、廃棄物を埋立処理するとき又は環境処理装置を解体するときに生じるダイオキシン類等の有害物質の飛散を防止すると共に、雨水の浸入を防止することにより埋立地の土壌、地下水への汚染を防止することができる密閉空間内における廃棄物の処理方法及びその処理施設を提供することにある。

【課題を解決するための手段】
本発明の埋立処理方法によれば、廃棄物(2)を埋立処理するために埋立地(1)を窪地状に造成し、該窪地状の埋立地(1)の内面を遮水シート(4)で覆い、前記埋立地(1)の底面に、廃棄物(2)等から浸出する液体を集めて該埋立地(1)の外部に排出するための下部排水路(9)を設け、前記埋立地(1)の全体を覆い、内部の気圧を維持するように吸排気しながら密閉空間を形成する膜構造の屋根(10)を設け、前記埋立地(1)に廃棄物(2)と覆土(3)とを交互に積層し、最上層に仕上げ層を盛り土し、該最上層に水平排水層(15)を設ける、ことを特徴とする密閉空間内における廃棄物の処理方法が提供される。

以下、本発明の好ましい実施の形態を図面を参照して説明する。なお、各図において、共通する部分には同一の符号を付し重複した説明を省略する。

本発明の密閉空間内における廃棄物の処理方法は、図1と図2に示すように、一般廃棄物や産業廃棄物等を埋設する埋立地1内に廃棄物2と覆土3とを交互に積層し、最上層に仕上げ層を盛り土することにより廃棄物2を処理する方法である。
