【発明の属する技術分野】
本発明は、放射性物質、特に核燃料の原料物質である濃縮六ふっ化ウランの輸送に使用する容器のバルブまたはプラグ用カバー、これを備える容器、及び放射性物質の密封方法、保管方法、輸送方法に関する。

【従来の技術】
上記の容器は、図1に示すように、円筒の両端に略半球面状の壁部2a、2bを設けた構成の容器本体2を有しており、放射性物質の出し入れを行うために、容器本体2の一端を構成する壁部2aにはバルブ3が設けられ、他端を構成する壁部2bにはプラグ4が設けられている。これらバルブ3及びプラグ4は、容器本体2からの長手方向の突出量を少なくして容器の全長を短くするため、端部を構成する略半球面状の壁部2a、2bにおいて偏心位置に設けられている。
そして、壁部2a、2bには、落下時等に容器本体2の両端及びバルブ3、プラグ4を保護するための筒状のスカート5が、容器本体2と同心にして設けられている。
この容器1は、放射性物質を取り扱う関係上、十分な安全性を確保するため、管理機関等の規格によってその構造、材質等が定められており、容器一つ一つについて、規格に適合しているかどうかの検定が行われる。

【発明が解決しようとする課題】
この容器1は、現在の規格においても、内部から放射性物質が漏出しないよう、強度的、構造的に十分な安全性を持たせているが、より高い安全性を確保するため、バルブ3やプラグ4からの放射性物質の漏出を防止するための構造を設けることが望ましい。
しかし、この容器1はすでに大量に使用されているので、この容器1を新たに製造した容器と入れ替えると大量の放射性廃棄物が生じることとなり、その保管、管理にかかる労力やコスト等を考えると現実的ではない。このため、上記の課題に対しては、現在使用している容器1の改造で対応する必要がある。

一方、容器1の改造を行うにしても、容器1において密封境界など安全性に関わる部分に手を加える場合には、管理機関に改造のための申請手続きを行い、さらに改造後に安全性に関する検定を受ける必要があり、この改造作業も、汚染管理区域内で厳重な管理の下で行う必要がある。また、容器1の一部を交換する改造を行う場合には、放射性廃棄物を発生させてしまう。
このため、改造を行うにしても、容器1において安全性に関わる部分には手を加えずに済ませることが求められている。

本発明は、このような事情に鑑みてなされたものであって、現行の容器に容易に設置可能なバルブまたはプラグ用カバー、これを備える容器、及び放射性物質の密封方法、保管方法、輸送方法を提供することを目的としている。

【課題を解決するための手段】
上記課題を解決するために、本発明にかかるバルブまたはプラグ用カバー(以下、単にカバーとする)は、容器のバルブまたはプラグの周囲を囲うカバーであって、リング形状をなし、径方向内側に前記バルブまたはプラグが位置するようにして軸方向の一端を容器本体に接続される台座と、該台座の他端に着脱可能にして装着されて前記台座とともに前記バルブまたはプラグの周囲を囲む蓋部と、前記台座及び前記蓋部に対して着脱可能にして設けられてこれらを固定する固定具とを有し、前記台座及び前記蓋部には、外周にフランジが設けられており、前記固定具は、円弧形状をなし内周面に前記フランジの外周部を受ける係合凹部が設けられる複数の係合部材と、これら係合部材を前記フランジの外周部に係合させた状態でこれら係合部材同士を締め付け固定する締結具とを有していることを特徴としている。

本発明にかかるカバーは、容器においてバルブまたはプラグが設けられる部位に装着されるリング形状の台座と、この台座に装着される蓋部とを有しており、容器に対しては、台座を容器本体に接続するだけで設置することができる。
これら台座と蓋部とは、それぞれの外周に設けられるフランジと係合する固定具によって固定される。このため、台座に設けられるフランジの径方向外側への突出量は、固定具の係合部材に設けられる係合凹部との係合が可能な程度に確保されていればよい。
現行の容器において、バルブ及びプラグは、前記のように容器本体の略半球面状をなす壁部において偏心位置に設けられており、これらバルブ及びプラグとスカートとの間には、わずかな隙間しか残されていないが、本発明にかかるカバーは、上記のように容器本体に接続される台座の最大外径を最小限に抑えることができるので、現行の容器においても、台座の周囲に、容器本体への接続作業を行う空間を確保することができる。

ここで、このカバーにおいて、台座と蓋部との間に封止材を設け、フランジと係合部材の係合凹部とのうち少なくとも一方には、他方との係合部位に、軸線に対して傾斜する傾斜面を設けて、締結具による係合部材の締め付け力がフランジ同士を近接させる向きに作用する構成としてもよい。
この構成では、台座に蓋部を固定する際の締結具による締め付け力が台座及び蓋部のフランジ同士を近接させる向きに作用して、台座と蓋部とが互いに近接させられる。このため、台座と蓋部との間に設けられた封止材が台座及び蓋部に密着することとなり、カバー内の空間が気密、液密に封止される。

また、このカバーにおいて、台座と蓋部との間に、封止材として径の異なる複数のリング状の封止材を台座と同心にして設け、台座と蓋部とのうちのいずれか一方に、一対の封止材間に位置する部位から外表面まで通じる通気路を設けてもよい。

この構成では、台座に蓋部を装着、固定することで、台座と蓋部との間に形成される空間が複数の封止材によって仕切られる。そして、これら複数の封止材のうち、径方向内側に位置する封止材によってカバー内の空間が封止され、台座と蓋部との間に形成される空間のうち、一対の封止材間に位置する空間は、台座または蓋部に設けられる通気路によってカバー外に連通される。
このカバーにおいては、通気路に排気装置を接続して、通気路を通じて一対の封止材間に位置する空間内の空気を排気してその内圧を大気圧よりも低くし、排気を停止した状態でしばらくおいた後にこの空間の内圧が上昇したかどうかを調べることで、この空間への外気の流入の有無を検出して、封止材によるカバー内の空間の封止が完全であるかどうかを知ることができる。

なお、ここでいう保管とは、一時的な保管から、長期間の保管(貯蔵)も含むものである。
また、本発明にかかる放射性物質の輸送方法では、請求項4記載の容器に放射性物質を収納し、該容器を前記バルブまたはプラグを用いて密封し、該バルブまたはプラグを、前記バルブまたはプラグ用カバーを用いて覆った状態で、前記容器を輸送するので、容器は、バルブまたはプラグの保護、もしくは、バルブまたはプラグの保護及びその密封が行われた状態で輸送される。

【発明の実施の形態】
以下、本発明の一実施形態について、図を用いて説明する。ここで、図2は本発明の一実施形態にかかる容器におけるバルブ用カバーの設置形態を示す縦断面図、図3は本実施の形態にかかるバルブ用カバーの縦断面図、図4は本実施の形態にかかるバルブ用カバーの平面図、図5は図3の一部拡大図、図6は本発明の一実施形態にかかる容器におけるプラグ用カバーの設置形態を示す縦断面図、図7は本実施の形態にかかるプラグ用カバーの構成を示す縦断面図である。

本発明にかかる容器10は、本発明にかかるバルブ用カバー及びプラグ用カバーを、図1に示す現行の容器1に対して設置したものである。
本発明の一実施形態にかかるバルブ用カバー11は、図2及び図3に示すように、容器1のバルブ3の周囲を囲うカバーであって、リング形状をなし、径方向内側にバルブ3が位置するようにして軸方向の一端12aを容器本体2の一端2aに接続される台座12と、台座12の他端12bに着脱可能にして装着されて台座12とともにバルブ3の周囲を囲む蓋部13と、台座12及び蓋部13に対して着脱可能にして設けられてこれらを固定する固定具14とを有している。

図3に示すように、台座12は、その一端12aを容器本体2の一端2aに対して溶接することによって取り付けられるものである。
蓋部13は、台座12の他端12bから突出する部分を内部に収容することができるよう、台座12との接続端側が開口するカップ状に形成されている。

台座12の外周にはフランジ16が設けられており、蓋部13の外周にもフランジ17が設けられている。本実施の形態では、これらフランジ16、17は、それぞれ台座12、蓋部13において互いの接続端の外周に同心にして設けられており、台座12に蓋部13を接続した状態では、図5に示すように、これらフランジ16、17の一端面16a、17aが突き合わされるようになっている。また、台座12と蓋部13とは、互いに対する嵌め合い部を有しており、これによって台座12と蓋部13との位置決めが行われるようになっている。本実施の形態では、蓋部13において台座12との接続端に、軸方向に突出する突条13aが設けられており、この突条13aが台座12の径方向内側にはめ込まれるようになっている。

固定具14は、図3及び図4に示すように、略円弧形状をなし、内周面に台座12のフランジ16の外周部及び蓋部13のフランジ17の外周部を受ける係合凹部19が設けられる複数の係合部材18と、これら係合部材18をフランジ16、17の外周部に係合させた状態で締め付け固定する締結具20とを有している。
本実施の形態では、係合部材18は、フランジ16、17の外周部のほぼ半周を受ける略半円弧形状とされており、二つの係合部材18によってフランジ16、17の外周部のほぼ全周を受けるようになっている。係合部材18の両端には、その径方向外側に突出する張り出し部18aが設けられており、張り出し部18aには、この位置における係合部材18の接線方向に連通させて挿通孔18bが設けられている。

締結具20は、張り出し部18a同士を対向させた状態で配置される係合部材18において対向する張り出し部18aのうちの一方から他方の張り出し部18aに向けてこれら張り出し部18aの挿通孔18bに挿通されるボルト20aと、両挿通孔18bを通じて他方の張り出し部18aから突出されたボルト20aの先端と螺合されるナット20bとを有している。本実施の形態では、図3に示すように、ナット20bとして六角ナットを用いたが、これに限られることなく、蝶ナットを用いてもよい。この場合には、レンチ等の工具を用いずに締結具20の操作を行うことが可能となる。

フランジ16、17と係合部材18の係合凹部19とのうちの少なくとも一方には、他方との係合部位に、軸線に対して傾斜する傾斜面が設けられて、締結具20による係合部材18の締め付け力がフランジ16、17同士を近接させる向きに作用する構成とされている。
本実施の形態では、フランジ16、17において接続端側の端面16a、17aとは反対側の端面16b、17bが、径方向外側から径方向内側に向かうにつれて接続端から離間する傾斜面とされており、係合部材18の係合凹部19は、その内側面19a、19bが径方向外側から径方向内側に向かうにつれて互いに離間する傾斜面とされている。

これら台座12と蓋部13との間には、封止材21が単数または複数設けられる。封止材21としては、Oリング等のリング状の封止材が用いられ、この封止材21は、例えば台座12と蓋部13とのうちのいずれか一方を他方と対向する面に環状溝22が設けられる構成とし、この環状溝22にはめ込むことによって台座12または蓋部13に対して装着される。ここで、封止材21を複数設ける場合には、径の異なる複数の封止材21を同心にして配置する。
本実施の形態では、封止材21として、小径の封止材21aと大径の封止材21bとを用いており、蓋部13を、フランジ17においてフランジ16に対向する端面17aの全周にわたって、小径の環状溝22aと大径の環状溝22bとが同心にして設けられた構成とし、小径の環状溝22aには小径の封止材21aが、大径の環状溝22bには大径の封止材21bがそれぞれはめ込まれている。

台座12と蓋部13とのうちのいずれか一方には、一対の封止材21間に位置する部位から外表面まで通じる通気路23が設けられている。
本実施の形態では、図5に示すように、蓋部13は、小径の封止材21aと大径の封止材21bとの間に位置する部位から外表面まで通じる通気路23を有しており、通気路23において外表面側の端部には、後述する検査装置が接続される検査ノズル23aが設けられている。検査ノズル23aはめねじ部を有しており、このめねじ部に、検査装置の配管が螺合されるようになっている。ここで、検査ノズル23aには、検査装置を接続していない状態では、異物の進入を防止するためのプラグ(図示せず)が装着される。

本実施の形態では、蓋部13のフランジ17を、端面17aの一対の封止材21間に位置する部位から端面17bまで通じる貫通孔Hを有する構成とし、片面側には検査ノズル23aが設けられ他面側には一端から検査ノズル23aまで通じる溝24aが設けられるノズル部材24を、蓋部13に対して、他面を蓋部13の外周面に気密に接続し、一端をフランジ17の端面17bに気密に接続し、かつ溝24aの一端側の開口端がフランジ17の端面17bの貫通孔Hに対向させて取り付けており、貫通孔Hと、蓋部13の外周面と溝24aによって形成される空間、及び検査ノズル23aによって通気路23を構成している。

次に、本発明の一実施形態にかかるプラグ用カバー31について説明する。ここで、このプラグ用カバー31は、図6及び図7に示すように、前記バルブ用カバー11とほぼ同じ構成であって、カップ状の蓋部13の代わりに、円板状の蓋部33を用いたものである。
蓋部33は、蓋部13と同様に、その外周にフランジ17が設けられている。本実施の形態では、フランジ17において台座12のフランジ16に対向する端面17aに小径の環状溝22aと大径の環状溝22bとが同心にして設けられており、小径の環状溝22aには小径の封止材21aが、大径の環状溝22bには大径の封止材21bがそれぞれはめ込まれている。
また、フランジ17において接続端側の端面17aとは反対側の端面17bが、径方向外側から径方向内側に向かうにつれて接続端から離間する傾斜面とされている。

さらに、蓋部33には、小径の封止材21aと大径の封止材21bとの間に位置する部位から接続端とは反対側を向く端面33aまで通じる通気路23を有している。通気路23において端面33a側の端部には、めねじ部を有する検査ノズル23aが設けられている。ここで、蓋部33においても、検査ノズル23aには、検査装置を接続していない状態では、異物の進入を防止するためのプラグ(図示せず)が装着される。

このように構成されるバルブ用カバー11及びプラグ用カバー31は、容器本体2において、バルブ3、プラグ4が設けられる部位に、それぞれ台座12を装着することで、容器1に設置される。
この設置作業は、容器1の内容物を取り出して内部を洗浄した後、プラグ4は装着したままで、バルブ3を取り外してバルブ3の取付口を仮の閉止プラグで閉塞した状態で行われる。ここで、現行の容器1においては、プラグ4として、取付口から一部が突出するいわゆる浮きプラグが用いられているが、プラグ4の突出量を少なくしてプラグ4の先端とスカート5の先端との間に形成される隙間、すなわちプラグ用カバー31の蓋部33が設置される隙間を十分確保するために、プラグ4はいわゆる沈みプラグに交換することが好ましい。

台座12は、その一端12aをその内外周縁の全周にわたって容器本体2に溶接されるものであり、これによって容器本体2との間は気密、液密に封止される。また、この溶接作業は、容器1の密封境界の外側に対して行われるものであり、容器1の密封境界に手を加えるものではない。
ここで、現行の容器1において、バルブ3及びプラグ4は、前記のように容器本体2の略半球面状をなす壁部2a、2bにおいて偏心位置に設けられており、これらバルブ3及びプラグ4とスカート5との間には、わずかな隙間しか残されていない。このため、例えば台座12と蓋部13、または台座12と蓋部33とをボルト止めによって接続する構成とした場合には、台座12にはボルト穴を形成する必要があるため、台座12の外径が大きくなってしまい、スカート5が邪魔となって台座12の溶接作業を行うことができない。

これに対して、本実施形態にかかるバルブ用カバー11、プラグ用カバー31では、台座12と蓋部13、または台座12と蓋部33とは、互いのフランジ16、17を固定具14によって固定することで接続される構成であり、台座12は、その外周にフランジ16が形成されているだけであるので、このフランジ16は、固定具14の係合部材18に設けられる係合凹部19との係合が可能な程度に確保されていればよく、台座12の最大外径を最小限に抑えることができる。
このため、本発明にかかるバルブ用カバー11、プラグ用カバー31は、容器本体2に台座12を取り付ける際に、台座12の周囲に、容器本体2への接続作業を行う空間を確保することができるので、スカート5を取り外すことなく、容易に台座12の溶接作業を行うことができる。

さらに、台座12のフランジ16は、蓋部13または蓋部33との接続端側の端面16aとは反対側の端面が、径方向外側から径方向内側に向かうにつれて接続端から離間する傾斜面16bとされているので、台座12において一端12aの周囲により大きな空間が確保されることとなり、より接続時の作業性が向上する。

以上のように、本実施形態にかかるバルブ用カバー11、プラグ用カバー31によれば、現行の容器1の一部を交換もしくは取り去ることなく容器1に取り付けることができ、放射性廃棄物を生じさせずにて本発明にかかる容器10を得ることができる。また、プラグ3を沈みプラグに交換したとしても、放射性廃棄物はごく少量とすることができる。
また、容器1の安全性に関わる部分には手を加えないので、改造のために管理機関に対して行う手続きも簡単なものとすることができる。

このように容器1に台座12を接続して得られた容器10は、仮の閉止プラグをバルブ3に付け替え、容器10内に放射性物質を充填した後、台座12に対して、蓋部13及び蓋部33を接続し、これらを固定具14によって固定することで、バルブ3及びプラグ4の保護及びその密封を行う。

台座12に対する蓋部13または蓋部33の固定は、次のようにして行われる。以下では、バルブ3の周囲に設けられる台座12に対する蓋部13の固定手順を示すが、プラグ4の周囲に設けられる台座12に対する蓋部33の固定もこれと同様の手順で行われる。
まず、台座12の他端12b側に、蓋部13の突条13aをはめ込んでこれらを位置決めする。この状態では、図5に示すように、これらフランジ16、17の一端面16a、17aが突き合わされる。

この状態で、固定具14により、台座12と蓋部13とを固定する。すなわち、固定具14の係合部材18を、その内周面に形成される係合凹部19がフランジ16、17の外周部と係合するようにしてフランジ16、17に装着し、これら係合部材18を締結具20によって締め付け固定する。
締結具20による係合部材18の締め付け固定は、張り出し部18a同士を対向させた状態で配置される係合部材18の張り出し部18a同士を、ボルト20aとナット20bによって締結することで行われる。

ここで、フランジ16、17と係合部材18の係合凹部19とのうちの少なくとも一方には、他方との係合部位に、軸線に対して傾斜する傾斜面が設けられて、締結具20による係合部材18の締め付け力がフランジ16、17同士を近接させる向き、すなわち台座12に対して蓋部13を近接させる向きに作用する構成とされている。
台座12と蓋部13との間には、封止材21が単数または複数設けられているので、このように締結具20によって係合部材18を締め付けることで、台座12と蓋部13とが近接させられて封止材20が台座12及び蓋部13に密着することとなり、バルブ用カバー11内の空間が気密、液密に封止される(プラグ4の周囲に設けられる台座12に蓋部33を固定した場合には、プラグ用カバー31内の空間が気密、液密に封止される)。

本実施の形態では、封止材21として、小径の封止材21aと大径の封止材21bとを同心にして配置しているので、これら一対の封止材21a、21bのうち、径方向内側に位置する小径の封止材21aによって、バルブ用カバー11内、プラグ用カバー31内の空間がそれぞれ封止されて、プラグ3及びバルブ4が密封される。
さらに、台座12と蓋部13との間に形成される空間、及び台座12と蓋部33との間に形成される空間のうち、これら封止材21a、21b間に位置する空間は、蓋部13、33に設けられる通気路23によってバルブ用カバー11外、プラグ用カバー31外にそれぞれ連通される。

蓋部13、33には、これら封止材21a、21bとの間に位置する部位から外表面まで通じる通気路23がそれぞれ設けられている。
このため、この通気路23に、排気装置と圧力測定装置とを有する検査装置を接続し、通気路23を通じて一対の封止材21a、21b間に位置する空間内の空気を排気してその内圧を大気圧よりも低くし、排気を停止した状態でしばらくおいた後にこの空間の内圧が上昇したかどうかを調べることで、この空間への外気の流入の有無を検出して、これら封止材21a、21bによるバルブ用カバー11内の空間の封止、及びプラグ用カバー31内の空間の封止が完全であるかどうかを知ることができる。

ここで、台座12と蓋部13、33との接続端同士が当接されている状態でも、これらの間にはごくわずかな隙間が形成されるので、上記検査を行うための空間が確保されているが、台座12または蓋部13、33において封止材21a、21b間に位置する部位に溝等を形成して、上記検査を行うための空間を形成してもよい。

このように、バルブ用カバー11及びプラグ用カバー31によって容器10のバルブ3及びプラグ4の保護及び密封を行うことで、容器10からの放射性物質の漏洩が防止されて、放射性物質をより安全に保管することができ、またこの容器10を用いることで、放射性物質の運搬も安全に行うことができる。

【発明の効果】
上述のように、本発明にかかるバルブまたはプラグ用カバーは、現行の容器の一部を交換もしくは取り去ることなく容器に取り付けることができ、放射性廃棄物を生じさせずに済む。
また容器の安全性に関わる部分には手を加えないので、改造のために管理機関に対して行う手続きも簡単なものとすることができる。
また、本発明にかかるバルブまたはプラグ用カバーを、その内部の空間の密封機能を有する構成とすることで、輸送や施設内での搬送等において、容器内の放射性物質の外部への漏出をより確実に防止することができ、安全性をより一層向上させることができる。
