本発明は、処理炉内において被処理物を加熱して溶融処理する燃焼装置を設けてある溶融処理設備に関する。

【従来の技術】
かかる溶融処理設備は、廃棄物を焼却処理して排出された焼却灰や、廃棄物を乾留処理して排出された乾留残渣や、埋立処分場を再び掘り起こした再処理物等の被処理物を、処理炉内の燃焼装置により加熱溶融処理して減容化し、溶融スラグを排出する。

また、溶融処理設備から排出された溶融スラグは、アスファルトやセメント骨材の代替品として再利用することが検討及び実施されており、このように溶融スラグを再利用する場合には、溶融スラグから亜鉛、鉛、カドミウムなどの低沸点重金属の溶出を抑制するために、溶融処理において低沸点重金属の揮発性を向上し、溶融スラグに低沸点重金属を閉じ込めないことが重要である。
そこで、溶融処理設備において低沸点重金属の揮発を向上するために、処理炉内の温度を重金属の沸点よりも充分に高温化することに加えて、処理炉内の酸素分圧を低下させて還元雰囲気に維持することが重要である。

【発明が解決しようとする課題】
しかし、溶融処理設備において、処理炉の耐熱性等の問題から、処理炉内を高温化するには限度がある。また、耐熱性の問題を改善したとしても、処理炉内に燃焼用空気を供給することで、空気中に多く存在する窒素などの熱容量により、高温化することが阻害されることがある。
また、上記のように処理炉内を還元雰囲気とする方法としては、処理炉内において燃料を燃焼させて被処理物を加熱溶融処理するバーナにおける空気比を1以下の所定の低空気比範囲に設定する方法があるが、このような方法においては、被処理物中の可燃物の割合等の質の変化等により、処理炉内の酸素分圧が一定せず、例えば、処理炉内の酸素分圧が一時的に高くなって、低沸点重金属の揮発率が低下し、溶融スラグ中の低沸点重金属の残存量が増加することがあり、被処理物中の低沸点重金属の含有量によっては、溶融スラグの再利用性が低下してしまう。

従って、本発明は、上記の事情に鑑みて、被処理物を溶融処理する溶融処理設備において、被処理物からの低沸点重金属の揮発を充分に促進させると共に、安定的に、溶融スラグ中に残存する低沸点重金属を極めて少ないものとすることができる溶融技術を確立することを目的とする。

【課題を解決するための手段】
この目的を達成するための本発明に係る溶融処理設備の第一特徴構成は、特許請求の範囲の欄の請求項1に記載した如く、前記処理炉内を還元性雰囲気に維持するように前記燃焼装置を制御する制御機構を設けてある点にある。

さらに、上記酸素供給機構を設けることにより、上記処理炉内にある被処理物に酸素富化ガス又は純酸素ガスを供給して、被処理物中の可燃物の自己燃焼を促進して、酸素バーナにおける燃料消費量を節約しつつ処理炉を高温化することができる。
そして、このように処理炉内を高温化することにより、低沸点重金属の揮発性を一層促進することができる。さらに、上記酸素バーナへの酸素富化ガス供給量又は純酸素ガス供給量を調整することにより処理炉内を還元性雰囲気に維持して、溶融スラグ中に閉じ込められる低沸点重金属を極めて少ないものとすることができる。

【発明の実施の形態】
上記本発明の溶融処理設備の実施の形態について、以下に、図面を参照しながら説明する。
図1に示す溶融処理設備は、廃棄物を焼却処理して排出された焼却灰や、廃棄物を乾留処理して排出された乾留残渣や、埋立処分場を再び掘り起こした再処理物等の廃棄物(被処理物の一例)を溶融処理して溶融スラグとして回収する溶融処理炉10と、溶融処理炉10から排出された排ガスを冷却するガス冷却装置13と、ガス冷却装置13から排出された排ガス中の飛灰を捕集するダスト捕集装置14と、ダスト捕集装置14から排出された排ガスに同伴する粉塵を回収する排ガス濾過装置16とを、溶融処理炉10からの排ガスを煙突19に導く煙道11に順に設けてある。

溶融処理炉10は、表面溶融炉10Aで構成してあり、処理炉内10bで生成した燃焼排ガスを、スラグポート下空間10c及び誘導路10dを介して後燃焼室10eに導き、この後燃焼室10eで二次空気を供給して完全燃焼させるように構成してある。
そして、後燃焼室10eからの排ガスをガス冷却装置13に導く煙道11に、後述する溶融処理炉10へ供給する純酸素ガスや後燃焼室10eへ供給する二次空気を予熱する空気予熱器12を配置して排ガスが保有する顕熱の回収を図っている。

詳しくは、図2に示すように、溶融処理炉10は、周囲に内筒37を立設した天井部38と、底板41にスラグポート41aを形成してある有底の外筒40とを備え、外筒40を内筒37の外側に配して、外筒40を内筒37に対してスラグポート41aの回りに相対回転させるように駆動機構(図示せず)を設けておく。

内筒37と外筒40との間に形成される環状の空間を、供給機構36からの廃棄物を天井部38と底板41との間の空間に形成される処理炉内10bに供給する環状供給路42に構成し、その環状供給路42の上方を覆う環状板体からなる天井部43を、内筒37及び外筒40とは別体に設け、内筒37との間及び外筒40との間に夫々シール機構44を設けて前記環状供給路42を気密に形成する。尚、供給機構36へは、固形可燃物が含まれる廃棄物が送り込まれる。この構成により、内筒37が前記外筒40に対して相対的に上下移動可能になり、処理炉内10bでの廃棄物の単位時間当たりの処理量を変化させることが可能となる。つまり、廃棄物の逆円錐面状に形成される処理炉内表面の面積を変化させ、表面の燃焼量並びにスラグ化の量を調節できるようになる。スラグポート41aの下方には下空間10cを形成し、その下空間10cからの燃焼ガスを誘導案内する誘導路10dを後燃焼室10e接続すると共に、前記下空間10cの下方にスラグ回収槽を配置して、前記処理炉内10bで生成した溶融スラグを前記スラグポート41aから滴下させ、回収するように構成する。

前記天井部43には、開口を設けて被処理物供給口39を形成し、この供給口39は外部の廃棄物供給機構に対して気密に連結されている。

また、天井部38には、処理炉内10bで供給された燃料を純酸素ガスにより燃焼させて火炎を形成する燃焼装置としての純酸素バーナ59(酸素バーナの一例)が設けられ、バーナ59には、燃料を燃焼させるための純酸素ガスが調整弁60の流量調整を伴って供給される。
さらに、天井部38には、前記処理炉内10bの廃棄物に表面に純酸素ガスを直接吹き付けて廃棄物の自己燃焼を促進するための酸素ノズル61(酸素供給機構の一例)が設けられている。
また、この酸素ノズル61には、後述の制御装置50により制御される調整弁54により供給量が調整された純酸素ガスの内、上記酸素バーナ59に供給されない純酸素ガスが供給される。

このように、処理炉内10bに空気ではなく、純酸素ガスを供給することで、処理炉10bへの酸素以外の窒素等の不活性ガスの供給を防止し、その不活性ガスの加熱のために熱が消費されることを抑制することができる。結果、処理炉内10bは高温化され、廃棄物中の低沸点重金属の揮発性が促進される。
尚、本実施形態においては、処理炉内10bに供給する酸素含有ガスとして純酸素ガスを供給したが、別に、酸素含有ガスとして、空気よりも酸素を富化させた酸素富化ガスを供給することでも、処理炉10bへの不活性ガス供給量を低減させて、処理炉内10bを高温化することができる。

また、上記処理炉内10bの高温化により、上記天井部38及び上記底板41等が熱損傷することを防止するために、天井部38及び上記底板41内に冷却水ジャケット(図示せず)を形成し、その冷却水ジャケットに冷却水を流通させることで、上記天井部38及び上記底板41を強制冷却することができる。

次に、溶融処理設備の特徴構成について説明する。
溶融処理設備には、処理炉内10bを還元性雰囲気に維持する制御機構51と、制御機構51の異常状態の判定を行う異常判定機構52とが設けられている。また、これら制御機構51及び異常判定機構52における演算処理及び制御等はコンピュータからなる制御装置50により行われる。

誘導路10dに、処理炉内10bから排出された燃焼排ガス中の一酸化炭素濃度を検出するための一酸化炭素濃度検出機構としての一酸化炭素センサ56と、排ガス中の酸素濃度を検出するための酸素濃度検出機構としての酸素センサ57とが設けられており、これらセンサ56,57で検出された一酸化炭素濃度及び酸素濃度は、制御装置50側に出力される。

そして、制御機構51は、一酸化炭素センサ56により検出された燃焼排ガス中の一酸化炭素濃度が比較的高い所定の設定一酸化炭素濃度となり、燃焼排ガスの還元度が適度なものとなるように、制御装置50により調整弁54を働かせて、処理炉内10bへの純酸素ガス供給量を調整し、処理炉内10bを適度な還元性雰囲気に維持して、処理炉内10bにおいて廃棄物中の低沸点重金属の揮発を促進するように構成されている。

即ち、制御機構51は、一酸化炭素センサ56で検出された一酸化炭素濃度が上記設定一酸化炭素濃度よりも低下した場合には、調整弁54により、処理炉内10bへの純酸素ガス供給量を低下させて、処理炉内10bの還元度を高めて重金属の揮発を促進させ、逆に、一酸化炭素センサ56で検出された一酸化炭素濃度が上記設定一酸化炭素濃度よりも上昇した場合には、調整弁54により、処理炉内10bへの純酸素ガス供給量を上昇させて、処理炉内10bの廃棄物の溶融を促進させて、燃焼排ガス中の一酸化炭素濃度を所定の設定一酸化炭素濃度とする。

このように、制御機構51により処理炉内10bを還元性雰囲気に維持することで、誘導路10dを流通する燃焼排ガス中の一酸化炭素濃度は上記設定一酸化炭素濃度となり、その燃焼排ガス中の酸素濃度は殆ど0に等しくなっているはずである。しかし、もし、燃焼排ガス中に酸素が確認された場合には、上記制御機構51自身又は制御機構51で利用する一酸化炭素センサ56又は調整弁54の故障により、処理炉内10bが還元性雰囲気に維持されていない可能性がある。

そこで、上記異常判定機構52は、酸素センサ57により検出された酸素濃度が0又は極めて0に近い値になっているかを制御装置50により確認し、もし、酸素センサ57で燃焼排ガス中の酸素濃度が所定の設定酸素濃度以上であることを検出した場合には、制御機構51が異常状態であると判定するように構成されており、制御装置50は、異常判定機構52により制御機構51が異常状態であると判定した場合には、警報の発呼等の異常通報等を行なうように構成されている。

よって、本溶融処理設備の管理者は、上記のように警報の発呼したことを認識することで、早期に制御機構51等の修繕等の対応を実施し、制御機構51の異常状態により低沸点重金属が多く閉じ込められた溶融スラグが生成されることを抑制することができる。

尚、上記一酸化炭素センサ56は、上記一酸化炭素濃度を検出するものではなく、上記所定の設定一酸化炭素濃度以上の一酸化炭素が燃焼排ガス中に存在するかを検出するものであってもよく、この場合、制御機構51は、上記一酸化炭素センサ56により、燃焼排ガス中に設定一酸化炭素濃度以上の一酸化炭素が存在しないことを検出したときに、調整弁54により、処理炉内10bへの純酸素ガス供給量を低下させるように構成される。

次に、溶融処理設備における他の構成について、図1に基づいて説明する。
ガス冷却装置13は、塔内を流通する排ガスに水を噴霧し、粉塵を沈降させると共に、苛性液等の酸性ガス中和剤を排ガスに噴霧供給して塩素分を除去するように構成されている。また、沈降した粉塵はロータリーバルブ等により外部に対して気密に維持した状態で、ダスト処理装置22に排出される。

ダスト捕集装置14は、導入された排ガス中の飛灰を沈降させて、排ガスから飛灰を捕集するように構成されており、捕集した飛灰はロータリーバルブ等により外部に対して気密に維持した状態で、ダスト処理装置22に排出される。

また、前述の後燃焼室10e及び空気予熱器12においても、沈降した飛灰が、ロータリーバルブ等により外部に対して気密に維持した状態で、ダスト処理装置22に排出される。
そして、このようにダスト処理装置22に排出された飛灰は、固体成分のダイオキシン類を含まない状態であり、飛灰中に含まれる重金属は、非鉄精練用原料として分離回収され、山元還元処理される。
また、上記のように排出された飛灰は、キレート処理により無害化し、廃棄処分しても構わない。

前記後燃焼室10eからの燃焼排ガスは約950℃程度で煙道11に排出され、空気予熱器12では、導入された排ガスは、前記処理炉内10bへの純酸素ガス及び前記後燃焼室10eへの二次空気を加熱して600℃程度に温度低下し、前記ガス冷却装置13で前記水噴霧機構13bからの水の蒸発潜熱を奪われて約200℃まで冷却され、下流側の煙道11に排出されて、前記ダスト捕集装置14に至る。そして、ダスト捕集装置14から排出された排ガス温度は約150℃にまで低下する。

そして、このように温度が低下した排ガスは排ガス濾過装置16に供給され、排ガス中の粉塵が回収される。
また、排ガス濾過装置16と溶融処理炉10の被処理物投入部10aとの間には、前記排ガス濾過装置16で回収した粉塵を、処理炉内10bに循環供給する回収粉塵循環路21を設けてある。前記排ガス濾過装置16でダイオキシン類を捕集し、前記溶融処理炉10に循環供給することで、前記捕集したダイオキシン類を再分解するのである。

また、ダスト捕集装置14と排ガス濾過装置16との間の煙道11には、活性炭素粒を供給する活性炭供給機構15を設ける。活性炭供給機構15は、活性炭素粒として廃棄物を熱分解処理する熱分解炉20から排出された炭素質熱分解固形物を煙道11に供給する炭素質熱分解固形物供給路15aを設けて構成する。つまり、この溶融処理設備は、焼却灰等の焼却残渣を溶融処理すると同時に、可燃性廃棄物を熱分解炉20で熱分解処理した後、その熱分解残渣を溶融処理炉10で焼却すると共に、その焼却残渣を溶融処理するように構成するのである。

焼却残渣である炭素質熱分解固形物を、活性炭素粒として活用して、前記排ガス濾過装置16の上流側の煙道11に供給することで、前記煙道11内の排ガス中に含有されるダイオキシン類を吸着させ、固体粒子に固定するのである。活性炭供給機構15は、下流側の排ガス濾過装置16で排ガスを濾過する濾布から捕集粉塵が剥離しやすくするための濾布コーティング剤(Ca(OH)2、珪藻土等)を同時に供給するようにコーティング剤供給路15bも備えており、濾布で捕集した粉塵を容易に回収できるようにしてある。

以上のように構成してあるから、溶融処理設備においては、仮に系内においてダイオキシン類が生成したとしても、排出ガスにはダイオキシン類の排出を防止でき、しかも、ダイオキシン類の含有量が極めて少ない飛灰を取り出して有害不純物質を殆ど含まない有価金属を回収できる。

尚、上記実施の形態に於いては、溶融処理炉10を表面溶融炉で構成した例について説明したが、前記溶融処理炉10は異なる形式の溶融処理設備であってもよく、例えば旋回溶融炉であってもよく、また、ロータリキルン炉形式の溶融処理設備であってもよい。
