Il sistema telematico e satellitare consente di connettere in rete un utente 5 ed il proprio Istituto Bancario al fine di formalizzare e convalidare operazioni di contenuto finanziario, opportunamente delimitate, destinate ad Enti istituzionali depositari del mandato legislativo atto a trasformare le operazioni stesse in atti formali di contenuto economico. Per quanto concerne le possibili varianti funzionali relative ai giochi, nel caso di scommesse del Totocalcio e Totogoal gestite dall'Ente Istituzionale del C.O.N.I., l'istituto bancario autorizzato dal C.O.N.I. gestisce il flusso finanziario delle scommesse con una opportuna connessione dedicata. L'Istituto Bancario, secondo l'invenzione, è collegato tramite computer con la società di servizio, vera interfaccia con l'utenza che emette la giocata; le relazioni fra le varie entità sono regolate in modo da dare all'utenza la massima garanzia sulla segretezza e sulla integrità dell'operazione anche in caso di vincita.
