Abstract

A non-destructible metal identification plate for vehicles is provided that allows access to an owner's or occupant's personal details, e.g. name, address, driving license number, medical information, next of kin, etc. Access to these personal details may be by telephone or computer. A micro-chip may be embedded in the identification plate. The plate is preferably located in a prominent place and is for use in particular by the emergency services to obtain the identies and vital medical information on the owner, driver and occupants of the vehicle in the event of an accident or illness.

Description

( BENEFITS
By central registration, Emergency Services would be enabled with a central number to quickly identify the occupant(s) of motor vehicles for roadside access to their medical details and to give more effective First Aid and medical assistance.
DISTRIBUTION
Existing car owners, motorcycle owners, HGV companies, coach tour operators, disabled drivers and for the future, vehicle manufacturers who could install the plates at the time of construction and the first purchasers could then allocate their details upon completion of the acquisition of the motor vehicle. Upon re-sale, the plates would be retained in the vehicle, the seller would be required to cancel their details and the acquirer would register their details on purchase. Failure to do so by the seller, could result in problems of identification if a subsequent owner has an accident. Therefore, in the contract by Auto Aider, there would be a specific clause that in the event of a sale not being registered and details cancelled, the original Member may become liable for damages if the subsequent purchaser is involved in a road traffic accident and wrongly identified as a result of non-notifcation.
Therefore, the subsequent purchaser or seller of the vehicle would be required to register the new ownership, driver and family details as part of their registration through DVLC.
In the event of total destruction of the vehicle as being declared a write-off by the Insurance Company, the Membership will be formally cancelled and not re-allocated by way of the type of vehicle or registration number unless reasons are given by the insurance Company declaring the vehicle not to be a write-off and justifying its restoration to being in roadworthy condition.
It is anticipated that all Emergency Services, Paramedics and Doctors are likely to be equipped with portable computers enabling them to have telephone access to patients' records and a natural development of this Scheme would involve the installation within the medical tag of a microchip which could enable them to have computer access via an Internet link to the Central Agency and upon the Central Agency confirming that the enquirer is either a member of the Emergency Services teams, Paramedic or Doctor, Central Agency would then transmit full medical details to the enquirer. If there were to be any material particular provided to the Central Agency by the enquirer which differs from Auto Aider's computer records, access would be denied and a request given for telephone access only.
CENTRAL AGENCY
All details acquired at Central Agency will be protected by the Data Protection Act and a written undertaking to Members that no information would be disclosed to any third party unless the Central Agency are satisfied that the enquirers are members of the Emergency Services, Paramedic or Doctor. Central Agency will consist of operators inputting initial data and thence issuing registration plates or by the Members acquiring plates over the counter and registering their details with Central Agency.
Central Agency will be manned on a 24-hour basis by operators who should be able to respond within moments to emergency requests through access to computer databases.
APPLICATIONS
Whilst this should be considered as an application for the United Kingdom, it is envisaged that this could develop into a European or Worldwide database with respective countries having their own central database at suitable locations.

Claims submission A UTO AIDER
1. Title of the Invention:
Auto Aider.
2. Nature of the Invention: A non-destructible metal identification plate with and without microchip impregnation to be fitted into motor vehicles, heavy goods vehicles, motorcycles, Motability vehicles or disabled scooters to be affixed in a prominent place on the respective vehicles as a means of access by the Emergency Services to obtain vital medical information on the owner(s), driver(s) and occupant(s) of the vehicle in the event of accident or illness.
3. Use For use by the Emergency Services to gain immediate access from the Central Agency of the identities of owner(s), driver(s) and occupant(s) of motor vehicle(s) involved in a road traffic accident which will enable the Emergency Services to have telephone or computer access to the driver's and family members as regular passengers as set out below, of the vehicle involved in the accident so that faster emergency and medical aid can be applied.
4 Type The plate will be of a non-destructible high-tensile metal (not exceeding 3/" x 2") which cannot be destroyed by fire and would contain the following details.
i) Registration and Type of Vehicle ii) Membership of the Central Agency iii) Number to be contacted in the event of an emergency Private Cars Membership of the Central Agency by car owners will be by initial purchase of the plate from retail sources or from Central Agency and each member will be required to complete the following essential details: a) Principal driver Full Name Date of Birth b) Driving Licence Number c) Current Address d) Next of kin e) Name and Address of General Practitioner and Dentist f) Blood Group g) Details of any allergies or known disabilities h) Organ donor, if applicable i) Religion
Second driver of the NIember will be required to complete the following essential details: a) Named driver Full Name Date of Birth b) Driving Licence Number c) Current Address d) Next of kin e) Name and Address of General Practitioner and Dentist f) Blood Group g) Details of any allergies or known disabilities h) Organ donor, if applicable i) Religion Details of children likely to be carried in the motor vehicle; essential details to be supplied: a) Name b) Current Address c) Next of kin d) Name and Address of General Practitioner and Dentist e) Blood Group f) Details of any allergies or known disabilities g) Organ donor, if applicable h) Religion Heavy Goods Vehicles Scheme Same principles as above. However, if Fleet Vehicles, the operator will be required to confirm with Central Agency the name of the driver operating within the vehicle or log the names and addresses and medical details of persons in their employ to be covered by the Scheme.
C.ar Fleet Operators Same as above. Similar registration with principal drivers being registered on the acquisition of the vehicle or at any change of driver's details.
Motorcycles Complete details of principal rider or operator, as above.
Motability Vehicles and Disabled Scooters Complete details as above. Registration details of registered operator including all medical details and nature of disability.
Coache Each Coach to carry an identifying plate and at the commencement of journeys and the nominated driver s details to be registered at Central Agency.
