An elastic sleeve 9 prevents ballooning of the wire 14 as it is drawn off the package 3 over a fixed ring 6 positioned radially outwardly of the reel winding or package and over the flange 4. The sleeve 9 may be of a material produced from soft polyvinyl chloride moulding compositions.
