CONTENEUR DE DECHETS RADIOACTIFS ET SON PROCEDE DE FERMETURE DEFINITIVE DESCRIPTION Domaine de l'invention L'invention se rapporte au domaine du confinement des déchets radioactifs avec protection radiologique ; ces déchets sont issus de démantèlements d'installations nucléaires ou de déchets issus de l'exploitation de ces installations. Elle concerne, en particulier, à la fois le stockage à très long terme, c'est-à-dire pluriséculaire, de ces déchets, entre autres, en surface, mais aussi les contrôles préalables par prélèvements des déchets contenus dans leurs conteneurs respectifs. Art antérieur et problème posé Dans le cadre du stockage à très long terme des déchets radioactifs, des colis, c'est-à-dire des conteneurs contenant de tels déchets, sont stockés, entre autres, dans des centres de stockage en surface conçus à cet usage et qui peuvent être classés en deux catégories, qui sont : - les colis à enveloppes périssables, qui doivent être bétonnées dans les ouvrages de stockage ; et - les colis à enveloppes durables, qui peuvent être stockées dans des ouvrages, dont les espaces entre les colis sont comblés par des gravillons. Pour les colis de déchets, dont l'activité radiologique dépasse une certaine valeur, appelée en France « limite d'enrobage », des exigences concernant le confinement des matières radioactives contenues par ces colis sont imposées, soit sous la forme d'une fraction annuelle maximale d'activité relâchée par les déchets stockés. For waste packages, whose radiological activity exceeds a certain value, called in France "coating limit", requirements for the containment of radioactive material contained in these packages are imposed, either in the form of an annual fraction maximum activity released by the stored waste.
Le confinement est effectif vis-à-vis de la migration des nucléides vers l'extérieur des déchets. Ceci est le cas des déchets homogènes, immobilisés dans une matrice, soit sous la forme d'une épaisseur minimale 15 d'un matériau de confinement entourant le bloc de déchets conditionnés. C'est le cas des autres déchets et notamment des déchets hétérogènes. Jusqu'à présent, les conteneurs de déchets à enveloppes durables ont été principalement réalisés 20 avec une enveloppe en béton et de forme généralement cylindrique. Cette enveloppe en béton répond à une double fonction de durabilité mécanique et de confinement des déchets radioactifs. La durabilité mécanique est définie par la tenue mécanique aux 25 sollicitations du colis, en situation de stockage, pendant une durée de 300 ans. Cette fonction de durabilité mécanique complète la tenue mécanique classique en situation d'exploitation et de transport du colis avant stockage. 30 Il est également connu d'utiliser le métal pour constituer le corps et le couvercle des colis de déchets radioactifs. On pense, en particulier, à la fonte et à l'acier. Généralement, les déchets sont placés à l'intérieur de l'enveloppe, soit par une enceinte interne, métallique ou non, contenant les déchets radioactifs, soit par une matrice dans laquelle sont noyés ces déchets. Or, il subsiste un espace entre la surface supérieure de la matrice ou de l'enveloppe de déchets et la surface interne du couvercle, une fois qu'il est posé sur l'enveloppe. On constate toutefois que les parois des conteneurs métalliques sont plus étanches que celles des colis en béton. Ainsi, un conteneur en fonte est intrinsèquement plus étanche que si il est réalisé en matériau cimentaire. Néanmoins, il apparaît utile de rechercher une possibilité d'améliorer la qualité du système de fermeture du conteneur en fonte, vis-à-vis du confinement des radionucléides contenus dans les déchets sur une période de 300 ans. Toutefois, on souhaite apporter ladite amélioration au concept des colis contrôlables, au niveau des déchets contenus, avant leur mise en stockage. Résumé de l'invention L'invention permet d'améliorer la maîtrise des colis de déchets en situation de stockage et leur contrôlabilité : elle consiste à assurer une qualité de durabilité mécanique et de confinement du colis en comblant, par une opération spécifique, l'espace se trouvant sous la surface inférieure du couvercle et au-dessus de l'ensemble de déchets contenus dans l'enveloppe du conteneur, ou de l'enceinte contenant ces déchets et placée, elle-même, dans le conteneur. A cet effet, un premier objet principal de l'invention est un procédé de fermeture définitive d'un conteneur contenant des déchets radioactifs, le conteneur étant constitué principalement de : - un fût surmonté de : - un couvercle, le conteneur étant rempli de déchets, de manière à ce qu'il subsiste un espace entre la partie supérieure de l'ensemble de déchets et la surface inférieure du couvercle. Selon l'invention, le procédé consiste à combler cet espace entre l'ensemble de déchets et le couvercle, avec un matériau de blocage injecté par au moins un orifice d'injection prévu dans le couvercle et grâce à au moins un orifice d'évacuation prévu dans le couvercle pour évacuer l'air, lors du remplissage. Ceci permet de faire des contrôles en tout point de la surface supérieure des déchets avant ce comblement. Pour favoriser le remplissage de l'espace à combler et améliorer les performances de confinement des déchets, une mise en oeuvre préférentielle du procédé selon l'invention consiste à prévoir une gorge annulaire dans la partie supérieure de la paroi interne du fût, juste en dessous l'emplacement où le couvercle doit être placé, pour permettre au bouchon formé par le matériau de blocage, d'avoir un diamètre supérieur au diamètre du reste de la paroi interne du fût. La seconde phase, réalisée juste avant le stockage définitif, est donc l'injection du matériau cimentaire, à travers le couvercle 20, par l'orifice d'injection 28, l'air de l'espace vide s'échappant par le trou d'évacuation 29. Cette phase d'injection permet d'assurer le scellement en matériau cimentaire entre le fût 1 et le couvercle 20. Le remplissage est bien entendu obtenu par l'écoulement du matériau cimentaire depuis l'intérieur du couvercle 20 jusqu'à la gorge annulaire 4 du fût 1. Le choix d'un matériau cimentaire à faible 30 retrait, associé avec les orifices de passage 22, aménagés dans l'épaulement 21 du couvercle 20, permet d'éviter une fissuration du matériau cimentaire par retrait empêché. Cette performance permet d'élargir le domaine d'application du conteneur selon l'invention, notamment pour des déchets dont le conditionnement n'est pas assez performant vis-à-vis des critères de confinement requis pour le stockage. Dans le cas d'un conteneur en fonte, la complémentarité avec le matériau cimentaire du bouchon améliore l'imperméabilité de l'ensemble. Le comblement des vides internes du colis à l'intérieur du conteneur permet d'améliorer le comportement global du stockage. La masse du conteneur en fonte est minimisée grâce cette conception qui permet d'optimiser le volume du couvercle en fonte et son interface avec le fût ; en effet, le couvercle est encastré et une partie de son volume est rempli par du matériau cimentaire en lieu et place de la fonte, ce qui réduit la masse du couvercle. L'invention s'appuie sur un ensemble fût et couvercle boulonné amovible. The method and the container according to the invention make it possible to reconstitute an optimal confinement, after having carried out a check on the package of waste, by coring and thus to avoid a repackaging of the whole package, after this destructive expertise. The blocking plug thus constitutes an intimate connection between the concrete constituting the envelope containing the waste, the barrel 1 and the lid 20 of the container, thus ensuring a continuity of the cementitious material, in line with the closure of the container. In the case of a cast iron container, the complementarity with the cement material of the plug improves the impermeability of the assembly. Filling the internal voids of the package inside the container improves the overall behavior of the storage. The mass of the cast iron container is minimized by this design which makes it possible to optimize the volume of the cast iron lid and its interface with the drum; indeed, the lid is recessed and part of its volume is filled with cementitious material in place of the cast iron, which reduces the weight of the lid. The invention is based on a set barrel and removable bolted cover. The use of a removable cover may allow if necessary to have a first cover for the waste filling phase (for example cementing radioactive effluents), and a second lid more adapted to ensure the quality of the closing then the storage phase.
