L'installation comprend également des moyens de pilotage et de régulation de l'installation, et notamment : - un moyen pour réguler le débit du premier fluide circulant dans le panneau thermique - un moyen pour réguler le débit du deuxième fluide et le taux de compression du compresseur, et - un moyen pour gérer la fourniture d'énergie électrique au compresseur et optimiser la charge de la batterie d'accumulateur. Le débit du premier fluide est régulé en fonction notamment des conditions climatiques que sont la température, l'ensoleillement, l'hygrométrie au niveau du panneau, etc. Le débit du premier fluide est régulé pour - optimiser la température de fonctionnement du panneau photovoltaïque pour optimiser son rendement, - sécuriser le fonctionnement du panneau photovoltaïque, notamment en garantissant une température du panneau photovoltaïque supérieure à la température du point de rosée, et en dégivrant le panneau si nécessaire. Le débit et le taux de compression du deuxième fluide sont régulés (via un régulateur 22) en fonction notamment du débit du premier fluide et des besoins en énergie pour maintenir la température dans le ballon d'eau chaude à la température souhaitée. Le débit du deuxième fluide est optimisé pour optimiser le rendement de la pompe à chaleur. L'énergie électrique fournie par le panneau photovoltaïque est fournie, en fonction de l'énergie disponible et dans l'ordre de priorité : - au compresseur de la pompe à chaleur, - à la batterie d'accumulateurs, - au réseau de distribution d'énergie électrique. Le ou les panneaux sont de préférence orientés pour un fonctionnement optimal de l'installation en période hivernale. Le ou les panneaux seront donc positionnés de préférence plein sud et de manière à avoir des rayons du soleil perpendiculaires aux panneaux en période hivernale. En période hivernale, l'énergie ambiante disponible est la plus faible de l'année et il est donc particulièrement important d'en récupérer la phis grande quantité. DESCRIPTION OF AN EMBODIMENT OF THE INVENTION The installation shown in the single figure essentially comprises a photovoltaic solar panel 1, a solar thermal panel 2 placed under the photovoltaic panel closest to the latter, and a heat pump. The photovoltaic panel is connected to a solar charger 3 connected on the one hand to a storage battery 4 and on the other hand to a power distribution network. The charger 3 recovers the electrical energy produced by the panel, manages the electric charge of the storage battery 4, supplies the compressor and the regulation device with electrical energy and transfers the electrical energy not used by the installation to the network. electricity distribution. The heat pump comprises an evaporator 10, a compressor 20, a condenser 30 and a pressure reducer 40. The thermal panel forms the cold source. An output of the heat pump is connected to a hot water tank (not shown) which forms the hot source of the heat pump. The evaporator 10 is in the example a plate heat exchanger, an upstream circuit 11 is connected to a fluid circuit 12 of the thermal panel through a circulator 13 to form a first fluid circuit. A first fluid circulating in the thermal panel and in the upstream circuit 11 of the evaporator is, for example, brine, and the fluid flow rate is adapted (via the control of the circulator 13) so that the temperature at the input of the thermal panel is about 0 ° C for an ambient temperature of about 20 ° C and the temperature at the output of the thermal panel is of the order of 15 ° C. A downstream circuit 14 of the evaporator is connected in series to the compressor, to an upstream circuit 31 of the condenser and to the expander to form a second fluid circuit. In the evaporator 10, a second fluid is vaporized using the energy supplied by the first fluid. The second fluid is for example a refrigerant gas, for example tetrafluoroethane gas (R134) or a mixture of fluorine-based gas such as R407. At the outlet of the evaporator, the second fluid has for example a temperature of the order of 15 ° C. Powered by electrical energy from the photovoltaic panel, a compressor motor 20 compresses the vaporized fluid and thus raises its pressure and temperature. The temperature of the fluid at the outlet of the compressor is for example of the order of 60 ° C. In the condenser 30, the compressed fluid liquefies in the upstream circuit 31 of the condenser, yielding its energy to the fluid flowing in the downstream circuit 32. An input and an output of the downstream circuit 32 are respectively connected to the return circuit and the circuit inlet of the hot water tank. By entering the downstream circuit 32, the fluid has for example a temperature of the order of 50 ° C; the fluid is heated in the downstream circuit 32 to reach a temperature of the order of 60 ° C output, the desired temperature for the hot water of the hot water tank. In the expander 40, the pressure of the liquefied fluid leaving the upstream circuit 31 of the condenser 30 is lowered. The temperature of the outlet fluid of the expander is of the order of 0 ° C. The installation also comprises means for controlling and regulating the installation, and in particular: a means for regulating the flow rate of the first fluid flowing in the thermal panel; means for regulating the flow rate of the second fluid and the compression ratio; the compressor, and - a means for managing the supply of electrical energy to the compressor and optimizing the charge of the accumulator battery. The flow rate of the first fluid is regulated depending in particular on climatic conditions such as temperature, sunshine, hygrometry at the panel, etc. The flow rate of the first fluid is regulated to - optimize the operating temperature of the photovoltaic panel to optimize its efficiency, - secure the operation of the photovoltaic panel, in particular by guaranteeing a temperature of the photovoltaic panel greater than the dew point temperature, and de-icing the panel if necessary. The flow rate and the compression ratio of the second fluid are regulated (via a regulator 22) as a function, in particular, of the flow rate of the first fluid and the energy requirements for maintaining the temperature in the hot water tank at the desired temperature. The flow rate of the second fluid is optimized to optimize the efficiency of the heat pump. The electrical energy supplied by the photovoltaic panel is provided, according to the available energy and in order of priority: - to the compressor of the heat pump, - to the storage battery, - to the distribution network of the 'electric energy. The panel or panels are preferably oriented for optimal operation of the installation in winter. The panel or panels will therefore be positioned preferably facing south and so as to have sunlight perpendicular to the panels in winter. In winter, the available ambient energy is the lowest of the year and it is therefore particularly important to recover the largest amount.
