A handling and lifting device (3), made of stainless steel, shaped in the form of a loop is anchored in the hard and heavy core and traverses the core for facilitating fixation of a snap hook with a ground tackle. A base (6) of the stabilizing unit is horizontal and plane and constitutes a rest and a stable support on a deck of a boat.
