Abstract
Conmutador de distribución de tiempo. Se divulgan sistemas y procedimientos para detectar el fallo de una fuente de tiempo de precisión usando una fuente de tiempo independiente. Adicionalmente, se divulga la detección del fallo de una fuente de tiempo de precisión basada en GNSS basándose en una localización calculada de un receptor GNSS. Además, el sistema puede estar adicionalmente configurado para distribuir un tiempo, derivado de la fuente de tiempo de precisión, como referencia de tiempo de precisión para dispositivos dependientes del tiempo. En el caso de un fallo de la fuente de tiempo de precisión, el sistema puede estar configurado para distribuir un tiempo, derivado de una segunda fuente de tiempo de precisión, como señal de tiempo de precisión durante un periodo de aplazamiento.
Description
un oscilador de cesio, un oscilador entrenado, un dispositivo microelectromecánico (MEM), y/u otro dispositivo capaz de rastrear el paso del tiempo. Una señal de tiempo es una representación del tiempo indicado por una fuente de tiempo. Una señal de tiempo puede constituir cualquier forma de comunicación para comunicar
5 información de tiempo. Se contempla una amplia variedad de tipos de señales de tiempo, incluyendo un protocolo de Grupo de Instrumentación Inter-Rango (IRIG), un sistema global de navegación por satélite (GNSS, tal como, por ejemplo, el sistema de posicionamiento global (GPS), el GLONASS, o similares), una emisión de radio tal como una emisión del Instituto Nacional de Ciencia y Tecnología (NIST) (por ejemplo, emisoras de radio WWV,
10 WWVB y WWVH), el protocolo IEEE 1588, un protocolo de tiempo de red (NTP) codificado en RFC 1305, un protocolo de tiempo de red simple (SNTP) en RFC 2030, y/u otro protocolo
o sistema de transmisión de tiempo. En el presente documento puede usarse indistintamente fuente de tiempo y señal de tiempo. El fallo de una fuente de tiempo de precisión y/o una señal de tiempo de precisión, tal como
15 se usa en el presente documento, incluye suplantación y/o interferencia de la señal, fallos mecánicos o de software, paradas generales del sistema, etc. Adicionalmente, los rasgos, operaciones o características descritos pueden ser combinados de cualquier manera adecuada en una o más realizaciones. La Figura 1 ilustra un diagrama unifilar de un sistema de suministro de energía eléctrica 10.
25 El sistema de suministro 10 incluye unos dispositivos electrónicos inteligentes (IED) 102, 104 y 106 que utilizan una referencia de tiempo de precisión para monitorizar, proteger y/o controlar componentes del sistema. El sistema de suministro de energía eléctrica 10 ilustrado en la Figura 1 incluye tres subestaciones 16, 22 y 35 geográficamente separadas. Las subestaciones 16 y 35 incluyen unos generadores 12a, 12b y 12c. Los generadores
30 12a, 12b y 12c generan energía eléctrica a una tensión relativamente baja, tal como 12 kV. Las subestaciones incluyen unos transfomadores elevadores 14a, 14b y 14c para elevar la tensión a un nivel apropiado para la transmisión. Las subestaciones incluyen varios disyuntores 18 y unas barras 19, 23 y 25 para la adecuada transmisión y distribución de la energía eléctrica. La energía eléctrica puede transmitirse a largas distancias usando unas
35 líneas de transmisión 20a, 20b y 20c. Las subestaciones 22 y 35 incluyen unos transformadores reductores 24a, 24b y 24c para

reducir la energía eléctrica a un nivel adecuado para su distribución a varias cargas 30, 32 y 34 usando unas líneas de distribución 26, 28 y 29. En las subestaciones 16, 22 y 35 hay ilustrados unos IED 102, 104 y 106 configurados para proteger, controlar, medir y/o automatizar ciertos equipos o dispositivos del sistema de
5 energía. De acuerdo con varias realizaciones, en cada subestación se usan numerosos IED; sin embargo, por claridad sólo se ilustra un IED en cada subestación. Los IED 102, 104 y 106 pueden estar configurados para efectuar diversas tareas dependientes del tiempo que incluyen, sin limitarse a las mismas, monitorizar y/o proteger una línea de transmisión, una línea de distribución y/o un generador. Otros IED incluidos en la subestación pueden estar
10 configurados como relés de protección de barras, relés de distancia, procesadores de comunicaciones, controladores de automatización, relés de protección de transformadores, y similares. Como cada IED o grupo de IED puede ser configurado para comunicarse por una red de área local (LAN) o una red de área amplia (WAN), cada IED o grupo de IED puede ser considerado un nodo de una red de comunicaciones.
15 Como se indicó anteriormente, un IED puede ser configurado para calcular y comunicar sincrofasores con otros IED. Para comparar exactamente los sincrofasores obtenidos por IED geográficamente separados, es preciso sincronizar cada IED con una referencia de tiempo de precisión con exactitud mayor de un milisegundo para permitir comparaciones alineadas en el tiempo. De acuerdo con diversas realizaciones, una sincronización de
20 tiempo con una exactitud del orden del microsegundo o nanosegundo puede permitir a los IED efectuar comparaciones exactas de sincrofasores. La Figura 2 ilustra un sistema 200 configurado para ser un sistema altamente fiable, redundante y distribuido de unos dispositivos de distribución de tiempo 204, 206 y 208 capaces de proporcionar una referencia de tiempo de precisión a diversos IED dependientes
25 del tiempo 212, 214 y 216. Cada dispositivo de distribución de tiempo 204, 206 y 208 puede estar configurado para recibir y comunicar señales de tiempo a través de múltiples protocolos y procedimientos. Aunque el sistema 200 se describe como capaz de efectuar numerosos procedimientos y funciones, deberá entenderse que diversos sistemas pueden tener más o menos capacidades. Específicamente, un sistema 200 puede funcionar como
30 se desee usando un sólo protocolo, o teniendo menos entradas de señales de tiempo externas o locales. Según se ilustra en la Figura 2, tres dispositivos de distribución de tiempo 204, 206 y 208 tienen capacidades WAN y están comunicativamente conectados a una WAN 218, que puede comprender una o mas conexiones físicas y protocolos. Cada dispositivo de
35 distribución de tiempo 204, 206 y 208 puede estar también conectado a uno o más IED dentro de una red local. Por ejemplo, el dispositivo de distribución de tiempo 204 está

como segunda fuente de tiempo, un experto en la técnica reconocerá que pueden usarse otras fuentes de tiempo, como las descritas anteriormente, en lugar de la emisión WWVB. En 406 el módulo de calidad de tiempo compara la primera señal de tiempo con la segunda señal de tiempo. Cada una de las señales de tiempo recibidas por el móduloo de calidad de
5 tiempo tiene un límite de error inherente relacionado con la exactitud de la señal de tiempo. En una realización, el módulo de calidad de tiempo compara las señales de tiempo con relación a sus respectivos límites de error para determinar si la primera fuente de tiempo ha fallado. Por ejemplo, dado el relativamente menor límite de error hallado en el tiempo derivado de una señal GNSS en comparación con el hallado en un tiempo derivado de una
10 emisión WWVB, el tiempo basado en la señal GTNSS debería caer dentro del límite de error del tiempo basado en la emisión WWVB. Sin embargo, si la señal de tiempo basada en GNSS cae fuera del límite de error de la señal de tiempo basada en WWVB, el módulo de calidad de tiempo detecta, en 408, que hay un error con la señal de tiempo basada en GNSS.
15 Si, en 408, el módulo de calidad de tiempo determina que la primera fuente de tiempo no ha fallado, el módulo de calidad de tiempo distribuye el tiempo procedente de la primera señal de tiempo como referencia de tiempo de precisión en 410. Si, en 408, el módulo de calidad de tiempo determina que la primera fuente de tiempo ha fallado, en 412 el módulo de calidad de tiempo alerta a un usuario de que la mejor fuente de tiempo disponible ha fallado y de
20 que el tiempo puede no ser exacto. Además de alertar del fallo a un usuario, el módulo de calidad de tiempo puede determinar en 414 una mejor fuente de tiempo disponible y en 416 distribuir la mejor fuente de tiempo disponible como referencia de tiempo de precisión. El proceso para determinar la mejor fuente de tiempo disponible se describe en mayor detalle más adelante con referencia a la Figura 7.
25 Aunque el ejemplo de la Figura 4 está limitado a una primera y una segunda señales de tiempo, el módulo de calidad de tiempo puede seguir comparando señales de tiempo por orden de límites de error relativos más allá de una primera y una segunda señales de tiempo. Por ejemplo, puede compararse el tiempo basado en WWVB con el tiempo de un oscilador local (teniendo en cuenta la tasa de desviación del oscilador) para determinar si la
30 fuente WWVB ha fallado, etc. La Figura 5 ilustra una segunda realización para determinar si ha fallado una fuente principal
