SYSTEME SECURISE POUR LE TRANSPORT OU LA CONSERVATION DE VALEURS TELLES QUE DES BILLETS DE BANQUE SECURE SYSTEM FOR THE TRANSPORT OR STORAGE OF SECURITIES SUCH AS BANK NOTES
La présente invention concerne un système sécurisé pour le transport ou la conservation de valeurs notamment de billets de banque, de chèques, de cartes bancaires ou similaires enfermées dans un conteneur muni de moyens de gestion internes et de moyens de dégradation desdites valeurs en cas d'agression. Dans le domaine des systèmes sécurisés pour le transport de billets de banque, on connaît bien des systèmes comprenant un conteneur muni de moyens de dégradation consistant plus particulièrement en des moyens de maculation des billets avec une encre indélébile; c'est le cas, par exemple, du brevet européen EP 0 409 725. Ce brevet décrit un système dans lequel un conteneur est pourvu de moyens de gestion internes fonctionnant à la manière d'une « machine à modes limités » dont le cycle de fonctionnement comporte un nombre restreint d' états logiques appelés « modes », la transition d'un premier mode vers un second mode étant la conséquence d'un événement ponctuel dont la licéité est, ou a été, préalablement vérifiée par un moyen autonome pouvant se mettre en relation avec Lesdits moyens de gestion internes du conteneur, ladite transition s' accompagnant alors de la perte de mémoire du mode antérieur. Ce système est destiné à être utilisé pour la protection de fonds placés dans un conteneur par le responsable d'une agence bancaire, par exemple, nommé expéditeur afin d'être transporté par un convoyeur", par exemple vers une succursale de cette agence bancaire. La succession des états logiques du conteneur et par conséquent, le transfert de la responsabilité est confié à un ordinateur unique de supervision pour gérer la sécurité logique des conteneurs, c'est-à-dire pour vérifier la licéité des transitions de certains modes de fonctionnement de leurs moyens de gestion internes vers certains autres modes. Un tel système est particulièrement adapté pour tous les transferts de fonds répétitifs tels que par exemple, les transferts entre une banque et ses diverses agences ; toutefois, ce système n'est pas adapté pour le transfert ou la collecte de fonds de manière occasionnelle ou provisoire pour des raisons évidentes de coûts. En effet, ce système nécessite l'installation sur chaque lieu de collecte d'une station qui est particulièrement onéreuse. Afin de remédier à cet inconvénient, on a déjà imaginé un système de transport sécurisé d'objets en conteneurs inviolables dont au moins une station destinataire est mobile et transportable afin de permettre le transfert ou la collecte de fonds de manière occasionnelle ou provisoire ; c'est le cas, par exemple, du brevet français FR 2 751 111. Ce brevet décrit un système sécurisé de transport de valeurs enfermées dans un conteneur qui, en cas d'agression, provoque leur dégradation. Le conteneur est pourvu de moyens de gestion internes fonctionnant également à la manière d'une machine à « modes limités » pouvant comporter successivement, totalement ou en partie seulement, les éléments d'un ensemble constitué par un utilisateur des valeurs, c'est-à- dire un expéditeur, un destinataire ou un convoyeur, un conteneur et un centre serveur unique situé à distance qui peut se mettre en relation avec les moyens de gestion internes dudit conteneur lorsqu'il est sur son lieu de départ. L'utilisateur de valeurs, le conteneur et le centre serveur sont reliés entre eux par l'intermédiaire d'une borne unique formant une station en réseau étoile dont ladite station est le centre. Afin de permettre le transfert ou la collecte de fonds de manière occasionnelle ou provisoire, la station d'au moins un destinataire n'est pas une station résidente mais une station mobile et transportable. Cette station mobile du destinataire est un terminal à clavier et écran pourvu d'un micro-processeur et d'un lecteur de cartes à mémoire, entièrement autonome c'est-à-dire non relié au centre serveur et apte à être reliée par une interface de communication avec le conteneur, ladite interface possédant avantageusement la source d'énergie permettant d'alimenter le terminal et le conteneur, et notamment son verrou électromagnétique. Ainsi, les systèmes de l'art antérieur permettent d'effectuer le transport et la collecte de valeurs non seulement pour les transferts répétitifs mais également pour les transferts occasionnels ou provisoires ; néanmoins, pour la conservation des valeurs, ces systèmes sont inadaptés et les utilisateurs sont obligés de s'équiper de coffre-forts fixes pour conserver leurs valeurs dans un lieu fixe, ce qui grève les coûts d'équipement. L'un des buts de l'invention est donc de remédier à cet inconvénient en proposant un système sécurisé pour le transport ou la conservation de valeurs notamment de billets de banque, de chèques, de cartes bancaires ou similaires permettant d'utiliser le système soit à la manière d'un coffre permanent pour la conservation de valeurs soit pour le transport desdites valeurs depuis un site de départ jusqu'à un destinataire. A cet effet, et conformément à l'invention, il est proposé un système sécurisé pour le transport ou la conservation de valeurs, notamment de billets de banque, de chèques, de cartes bancaires ou similaires, enfermés dans un conteneur muni de moyens de gestion internes et de moyens de dégradation des valeurs en cas d'agression, lesdits moyens de gestion internes fonctionnant par exemple à la manière d'une « machine à modes limités » dont le cycle de fonctionnement comporte un nombre restreint d'états logiques, appelé modes, la transition d'un premier mode à un second mode résultant d'un événement ponctuel dont la licéité est, ou a été, préalablement vérifiée par un centre serveur situé à distance pouvant se mettre en relation avec les moyens de gestion internes du conteneur par tous moyens appropriés, ladite transition s' accompagnant alors de la perte de mémoire du mode antérieur ; ledit système est remarquable en ce qu' il est constitué d'une part d'au moins un conteneur muni d'un lecteur de cartes à mémoire relié aux moyens de gestion internes, ladite carte à mémoire comprenant au moins un code d'identification de l'utilisateur des conteneurs, et d'autre part, d'au moins un socle muni d'une carte électronique, ladite carte étant alimentée par une source d'énergie, dans laquelle sont enregistrées des données relatives à la localisation dudit socle qui est apte à recevoir le conteneur muni d'un moyen de connection mâle ou femelle relié aux moyens de gestion internes coopérant avec un moyen de connection complémentaire femelle ou respectivement mâle, relié à la carte électronique du socle de telle sorte qu'un utilisateur puisse utiliser le conteneur soit à la manière d'un coffre permanent pour la conservation de valeurs en introduisant, pour ouvrir et fermer le conteneur, la carte à mémoire dans le lecteur de cartes dudit conteneur qui est alors positionné sur le socle, l'ouverture et la fermeture du conteneur ne pouvant être réalisée que si les données relatives à la localisation du socle sont conformes aux données enregistrées dans la carte à mémoire et/ou dans les moyens de gestion internes du conteneur, soit pour le transport des valeurs depuis le socle fixe localisé à un point de départ jusqu'à un second socle positionné chez le destinataire. D'autres avantages et caractéristiques ressortiront mieux de la description qui va suivre de plusieurs variantes d'exécution, données à titre d'exemple non limitatif, du système sécurisé pour le transport ou la conservation de valeurs conforme à l'invention en référence aux dessins annexés sur lesquels : - la figure 1 est un schéma synoptique de l'organisation du système conforme à l'invention, - la figure 2 est une vue en perspective déchirée d'un conteneur du système conforme à l'invention, - la figure 3 est une vue de face du conteneur conforme à l'invention représenté à la figure 2, - la figure 4 est une vue de face d'une variante d'exécution du conteneur suivant l'invention, - la figure 5 est une vue en perspective d'un socle apte, à recevoir un conteneur du système conforme à 1' invention, - la figure 6 est une vue en perspective d'une pluralité de socles solidaires d'une armature verticale modulaire, - la figure 7 est une vue en perspective des montants et des plateaux de support de l'armature verticale modulaire portant les socles du système suivant 1' invention, - la figure 8 est une vue en perspective d'une variante d'exécution consistant en une pluralité d'armatures verticales accolées les unes aux autres, - la figure 9 est une vue en perspective de l'intérieur du véhicule de transport des conteneurs montrant les caissons dans lesquels sont placés les conteneurs lors du transport. On décrira ci-après un exemple particulier d'utilisation du système sécurisé pour le transport ou la conservation de valeurs conforme à l'invention entre un site central tel qu'une banque centrale et un seul destinataire tel qu'une agence bancaire ; néanmoins, il est bien évident que cet exemple n'est donné qu'à titre d'illustration non limitative du système selon l'invention qui peut comprendre plusieurs destinataires notamment. En référence à la figure 1, le système conforme à l'invention est destiné à protéger des valeurs qui ont été placées dans un conteneur 1 dans la banque centrale, c'est- à-dire l'expéditeur 2. Ledit conteneur 1 rempli de valeurs est alors transporté par un convoyeur 3 au moyen d'un véhicule 4 jusqu'au destinataire 5, en l'occurrence une agence bancaire. Il est bien évident que tous les événements précédents le transport par le convoyeur 3 des valeurs qui occasionnent un nombre de transition d'un mode vers un autre du conteneur 1 conformément aux enseignements du brevet européen EP 0 409 725 et/ou du brevet français FR 2 751 111, ne seront pas explicités ci-après. Il conviendra de se reporter aux brevets sus-mentionnés pour plus de précision. Cependant les transitions d'un mode vers un autre entraînant les transferts de responsabilité du conteneur 1 sont contrôlés par un centre serveur 6 qui gère la sécurité logique du conteneur 1 lorsqu'il est dans son lieu de départ chez l'expéditeur 2. Ainsi, le centre serveur 6 vérifie la licéité des transitions de certains modes de fonctionnement des moyens de gestion internes du conteneur 1 vers d'autres modes de fonctionnement. Ledit centre serveur β vérifie la licéité en communiquant avec un dispositif de programmation et de gestion 7 des conteneurs 1, comme il sera détaillé un peu plus loin. En référence aux figures 1, 2 et 5, le système est constitué d'un conteneur 1 muni d'un lecteur 8 de cartes à mémoire 9 relié aux moyens de gestion internes 10 du conteneur 1, ladite carte à mémoire 9 consistant de préférence en une carte à puce qui comprend en mémoire au moins un code d'identification de l'utilisateur du conteneur 1, c'est-à-dire le destinataire. Le système comprend, par ailleurs, au moins un socle 11 muni d'une carte électronique 12, ladite carte 12 étant alimentée par une source d'énergie, en l'espèce le réseau électrique conventionnel à 230 volts, dans laquelle sont enregistrées des données relatives à la localisation dudit socle 11 qui est apte à recevoir le conteneur 1. Ledit conteneur 1 est muni d'un moyen de connection mâle, non représenté sur les figures, relié aux moyens de gestion internes coopérant avec un moyen de connection complémentaire femelle 13 relié à la carte électronique 12 du socle 11 de telle manière qu'un utilisateur puisse utiliser le conteneur 1 soit à la manière d'un coffre permanent pour la conservation de valeurs en introduisant, pour ouvrir et fermer le conteneur 1, la carte à mémoire 9 dans le lecteur de cartes 8 dudit conteneur 1 qui est alors positionné sur son socle 11, l'ouverture et la fermeture du conteneur 1 ne pouvant être réalisées que si les données relatives à la localisation du socle 11 sont conformes aux données enregistrées dans la carte à mémoire 9 et/ou dans les moyens de gestion internes 10 du conteneur 1 soit pour le transport des valeurs depuis le socle 11 fixe de l'expéditeur 2 jusqu'au second socle 11 fixe du destinataire 5. Par ailleurs, le conteneur 1 consiste en un casier 14 globalement parallélépipédique muni sur sa paroi supérieure d'une poignée de préhension 15 et ouvert sur sa face dite avant, de telle sorte qu'au moins un tiroir 16 formant un compartiment dans lequel sont positionnées les valeurs soit apte à coulisser depuis une première position fermée où ledit tiroir 16 s'étend à l'intérieur du casier 14 jusqu'à une seconde position d'ouverture où ledit tiroir 16 s'étend intégralement ou partiellement à l'extérieur dudit casier 14. Le tiroir 16 et/ou le casier 14 comprend des capteurs anti-intrusions, non représentés sur les figures, tels que, par exemple, un capteur de contrôle de l'intégrité d'une paroi telle que décrit dans le brevet français FR 2.615.987 de la demanderesse. Ces capteurs sont connectés aux moyens de gestion internes du conteneur 1 afin de permettre, lorsqu'une dégradation est constatée par les capteurs d'activer le moyens de dégradation des valeurs comme on le verra plus loin. En référence aux figures 2 et 3, le conteneur 1 comprend sur sa face avant une fente 17 d'introduction de la carte à mémoire 9 s' étendant au-dessus du tiroir 16, le lecteur 8 de cartes à mémoire 9 connecté aux moyens de gestion internes 10 s'étendant au droit de la fente 17 à l'intérieur du casier 14. Le conteneur 1 comprend, par ailleurs,' sur sa face avant, un écran de visualisation 18 et des boutons de commande 19 reliés aux moyens de gestion internes 10 dudit conteneur 1 et s' étendant au-dessus de la fente 17 d'introduction de la carte à mémoire 9. Selon une variante d'exécution du conteneur du système conforme à l'invention, ledit conteneur 1 consiste en un casier 14 globalement parallélépipédique muni de préférence sur sa paroi supérieure d'une poignée de préhension 15 et ouvert sur sa face dite avant de telle sorte que deux tiroirs 16a, 16b formant deux compartiments superposés dans lesquels sont positionnées les valeurs soient aptes à coulisser depuis une première position fermée où lesdits tiroirs 16a, 16b s'étendent à l'intérieur du casier 14 jusqu'à une seconde position d'ouverture où lesdits tiroirs 16a, 16b s'étendent intégralement ou partiellement à l'extérieur dudit casier 14. On notera que le tiroir supérieur 16a peut s'ouvrir indépendamment du tiroir inférieur 16b et inversement. Il va de soi que le conteneur 1 peut comprendre plus de deux tiroirs 16 sans pour autant sortir du cadre de l' invention. En référence à la figure 2, les moyens de dégradation des valeurs pilotés par les moyens de gestion internes 10 lors d'une dégradation du conteneur 1 consistent en des pochettes souples 20 remplies d'une encre indélébile positionnées dans le casier 14 de telle sorte qu'elles s'étendent au-dessus des valeurs lorsque le tiroir 16 est fermé. Ces pochettes souples 20 sont aptes à être déchirées par des moyens pyrotechniques 21 activés par les moyens de gestion internes 10 du conteneur 1 en cas d'agression. De manière particulièrement avantageuse, afin de procurer une parfaite traçabilité des billets après leur maculation, un traceur ADN, tel que décrit dans la demande de brevet international WO 02/090581 par exemple, est mélangé à l'encre indélébile contenue dans les pochettes souples 20, l'encre de chaque conteneur 1 comprenant un traceur ADN spécifique permettant ainsi de connaître à posteriori le conteneur 1 qui a subi une dégradation et qui a maculé les valeurs . Par ailleurs, en référence à la figure 2, chaque conteneur 1 comprend une unité d'enregistrement 22 dite boîte noire dans laquelle toutes les opérations effectuées sur le conteneur 1 entre le socle 11 de départ de l'expéditeur et le socle 11 d'arrivé du destinataire. Cette unité d'enregistrement 22 consiste, par exemple, en un composant électronique de mémoire EPROM(Erase Programmable Read Only) . Les données sauvegardées dans l'unité d'enregistrement 22 sont intégralement effacées lorsque le conteneur 1 est positionné sur le socle d'arrivé chez le destinataire. En référence à la figure 5, le socle 11 est constitué d'une platine rectangulaire horizontale 23 munie de deux rebords longitudinaux 24 et d'un rebord latéral 25 formant la partie arrière dudit socle 11. La platine horizontale 23 comprend sur sa face supérieure deux rails longitudinaux 26 parallèles coopérant avec deux gorges longitudinales 27 parallèles complémentaires s' étendant sous le casier 14 du conteneur 1 (figure 3) . Lesdits rails 26 comprennent à leurs extrémités supérieures respectives un contact longitudinal 28 prenant appui sur un patin 29 respectivement positionné au fond des gorges 27 du casier 14, les contacts 28 et les patins 29 étant connectés à la source d'énergie du socle et respectivement à la source d'alimentation des moyens de gestion internes 10 du conteneur 1 (figure 2) . On observera que les contacts 28 sont maintenus en appui sur les patins 29 lorsque le conteneur 1 est positionné sur son socle 11 par des moyens résilients non représentés sur les figures. Par ailleurs, la source d'alimentation des moyens de gestion internes 10 qui n'est pas représentée sur la figure 5 consiste en une batterie rechargeable bien connue de l'Homme de l'Art. Dans une version minimale, le système peut ne comprendre qu'un seul socle 11 sur le lieu de départ et un unique socle 11 sur le lieu d'arrivée des conteneurs 1 ; néanmoins, les activités bancaires nécessitent habituellement l'utilisation de plusieurs conteneurs 1 et donc de plusieurs socles 11. A cet égard, en référence aux figures 1 et 6 , le système peut avantageusement comprendre une pluralité de socles 11 solidaires d'au moins une armature verticale 30 modulaire comprenant une embase horizontale 31 globalement rectangulaire sur laquelle prend appui un premier socle 11 et depuis laquelle s'étend trois montants 32 depuis les rebords longitudinaux 24 et le rebord latéral 25 du premier socle 11, des plateaux horizontaux 33 de support (figure 7) aptes à recevoir respectivement un socle 11 étant fixés sur les montants 32. On notera que lesdits plateaux de support 33 sont positionnés à intervalles réguliers , la distance séparant deux plateaux 33 consécutifs étant juste supérieure à la hauteur d'un conteneur 1, et assurent une bonne rigidité à l'armature verticale 30. Les montants 32 consistent en des éléments tubulaires dont les extrémités sont aptes à venir s'emmancher sur des ergots s' étendant depuis la face supérieure de l'embase 31 ou des pièces de raccord en fonction de la hauteur de l'armature 30 souhaitée. Afin d'éviter des blessures, les extrémités supérieures des montants 32 comprennent des pièces 34 obtenues dans une matière plastique venant s'emmancher aux extrémités desdits montants 32. En référence à la figure 8, suivant une variante d'exécution du système conforme à l'invention, plusieurs armatures verticales 30 telles que décrites précédemment peuvent être jointes deux à deux par exemple. On peut ainsi moduler le nombre de socles 11 en fonction de l'activité du client. En référence à la figure 1, le système comprend un dispositif de programmation et de gestion 7 des conteneurs 1 positionnés dans leur socle 11 du lieu de départ, c'est-à-dire chez l'expéditeur 2, apte à communiquer des données aux cartes électroniques 12 des socles 11 sur lesquels les conteneurs sont positionnés et au centre serveur 6. Ce dispositif de programmation et de gestion 7 des conteneurs 1 consistent par exemple en un ordinateur du type PC muni d'un écran plat tactile et de moyens de communication du type Ethernet. Il est bien évident que le centre serveur 6 peut être intégré aux moyens de programmation et de gestion 7 des conteneurs 1 sans sortir du cadre de l'invention. De plus, en référence à la figure 1, le système peut comprendre plusieurs moyens de programmation et de gestion 7,7', etc.. sans sortir du cadre de l'invention. Par ailleurs, en référence aux figures 1 et 9, le système comprend un véhicule 4 équipé de caissons 35 dans lesquels sont positionnés des socles 11 dont les cartes électroniques 12 sont connectés les unes aux autres afin que les moyens de gestion internes 10 desdits conteneurs 1 puissent s'échanger des informations. Ledit véhicule 4 comprend un système GPS dont les données sont transmises aux conteneurs positionnés dans les caissons 35. Ainsi, lorsque un convoyeur doit décharger un conteneur 1, il lui suffit d'introduire sa carte à mémoire 9 dans l'un quelconque des conteneurs 1 positionnés dans les caissons 35. Le lecteur de carte 8 et les moyens de gestion internes 10 dudit conteneur 1 lisent alors la carte portant les informations relatives au(x) conteneur (s) qui doit être livré et transmettent lesdites informations à l'ensemble des autres conteneurs 1 positionnés dans les caissons 35. Le conteneur 1 qui doit être livré signale alors sa présence par un signal lumineux et/ou sonore par exemple. Le convoyeur peut ensuite aisément sortir le conteneur 1 de son caisson 35 si la position du véhicule 4 fournie par le système GPS correspond bien au parcours enregistré dans les moyens de gestion internes dudit conteneur 1. Enfin, il est bien évident que les exemples que l'on vient de donner ne sont que des illustrations particulières en aucun cas limitatives quant au domaine d'application de 1' invention. In the field of secure systems for transporting banknotes, systems are well known including a container provided with degradation means consisting more particularly of means for staining the notes with an indelible ink; this is the case, for example, of the European patent EP 0 409 725. This patent describes a system in which a container is provided with internal management means operating in the manner of a “machine with limited modes” whose cycle of operation includes a limited number of logical states called "modes", the transition from a first mode to a second mode being the consequence of a one-off event the legality of which is, or has been, previously verified by an autonomous means which can be relate to said internal container management means, said transition being accompanied by memory loss of the previous mode. This system is intended to be used for the protection of funds placed in a container by the manager of a bank agency, for example, appointed sender in order to be transported by a conveyor " , for example to a branch of this bank agency. The succession of logical states of the container and therefore, the transfer of responsibility is entrusted to a single supervision computer to manage the logical security of the containers, that is to say to verify the legality of the transitions of certain operating modes of their internal management resources towards certain other modes. Such a system is particularly suitable for all repetitive transfers of funds such as for example, transfers between a bank and its various agencies; however, this system is not suitable for the occasional or temporary transfer or fundraising for obvious cost reasons. Indeed, this system requires the installation at each collection site of a station which is particularly expensive. In order to remedy this drawback, a system has already been devised for the secure transport of objects in tamper-evident containers of which at least one recipient station is mobile and transportable in order to allow the transfer or the collection of funds occasionally or temporarily; this is the case, for example, of the French patent FR 2 751 111. This patent describes a secure system for transporting valuables enclosed in a container which, in the event of aggression, causes their degradation. The container is provided with internal management means also operating in the manner of a machine with “limited modes” which may successively include, totally or in part only, the elements of a set constituted by a user of values, that is to say that is to say a sender, a recipient or a conveyor, a container and a single remote server center which can get in touch with the internal management means of said container when it is at its place of departure. The value user, the container and the server center are linked together by means of a single terminal forming a star network station of which said station is the center. In order to allow the transfer or fundraising occasionally or temporarily, the station of at least one recipient is not a resident station but a mobile and transportable station. This recipient's mobile station is a keyboard and screen terminal provided with a microprocessor and a memory card reader, entirely autonomous, that is to say not connected to the server center and capable of being connected by a communication interface with the container, said interface advantageously having the energy source making it possible to supply the terminal and the container, and in particular its electromagnetic lock. Thus, the prior art systems make it possible to carry out and collect values not only for repetitive transfers but also for occasional or temporary transfers; however, for the conservation of valuables, these systems are unsuitable and users are forced to equip themselves with fixed safes to keep their valuables in a fixed place, which increases equipment costs. One of the aims of the invention is therefore to remedy this drawback by proposing a secure system for transporting or storing securities, in particular banknotes, checks, bank cards or the like, making it possible to use the system either in the manner of a permanent safe for storing securities or for transporting said securities from a departure site to a recipient. With reference to FIG. 1, the system according to the invention is intended to protect securities which have been placed in a container 1 in the central bank, that is to say the sender 2. Said container 1 filled with securities is then transported by a conveyor 3 by means of a vehicle 4 to the recipient 5, in this case a bank agency. It is quite obvious that all the events preceding the transport by the conveyor 3 of the values which cause a number of transition from one mode to another of the container 1 in accordance with the teachings of European patent EP 0 409 725 and / or French patent FR 2,751,111, will not be explained below. However the transitions from one mode to another involving the transfer of responsibility for the container 1 is controlled by a server center 6 which manages the logical security of the container 1 when it is in its place of departure from the sender 2. Said container 1 is provided with a male connection means, not shown in the figures, connected to the internal management means cooperating with a complementary female connection means 13 connected to the electronic card 12 of the base 11 so that a user can use the container 1 either in the manner of a permanent safe for storing values by inserting, to open and close the container 1, the memory card 9 in the card reader 8 of said container 1 which is then positioned on its base 11, the opening and closing of container 1 can only be carried out if the data relating to the location of the base 11 conforms to the data recorded in the memory card 9 and / or in the internal management means 10 of the container 1, ie for the transport of values from the fixed base 11 of the sender 2 up to the second fixed base 11 of the recipient 5. Furthermore, the container 1 consists of a generally parallelepipedal rack 14 provided on its upper wall with a grip handle 15 and open on its so-called front face, such so that at least one drawer 16 forming a compartment in which the values are positioned is able to slide from a first closed position where said drawer 16 extends inside the rack 14 to a second open position where said drawer 16 extends entirely or partially outside said rack 14. The drawer 16 and / or the rack 14 comprises anti-intrusion sensors, not shown in the figures, such as, for example, a sensor for monitoring the integrity of a wall as described in French patent FR 2,615,987 of the applicant. These sensors are connected to the internal management means of the container 1 so as to allow, when a deterioration is observed by the sensors, to activate the means for degrading the values as will be seen below. With reference to FIGS. 2 and 3, the container 1 comprises on its front face a slot 17 for introducing the memory card 9 extending above the drawer 16, the reader 8 for memory cards 9 connected to the means of internal management 10 extending to the right of the slot 17 inside the rack 14. The container 1 also comprises, on its front face, a display screen 18 and control buttons 19 connected to the management means internal 10 of said container 1 and extending above the slot 17 for inserting the memory card 9. According to an alternative embodiment of the container of the system according to the invention, said container 1 consists of a rack 14 generally parallelepipedal preferably provided on its upper wall with a gripping handle 15 and open on its so-called front face so that two drawers 16a, 16b forming two superimposed compartments in which the values are positioned are capable of sliding d since a first position closed where said drawers 16a, 16b extend inside the crate 14 to a second open position where said drawers 16a, 16b extend entirely or partially outside of said crate 14. The data saved in the recording unit 22 is completely erased when the container 1 is positioned on the arrival base at the recipient. With reference to FIG. 5, the base 11 consists of a horizontal rectangular plate 23 provided with two longitudinal edges 24 and a lateral edge 25 forming the rear part of said base 11. The horizontal plate 23 comprises on its upper face two parallel longitudinal rails 26 cooperating with two complementary parallel longitudinal grooves 27 extending under the rack 14 of the container 1 (FIG. 3). It will be observed that the contacts 28 are kept in abutment on the pads 29 when the container 1 is positioned on its base 11 by resilient means not shown in the figures. Furthermore, the power source of the internal management means 10 which is not shown in FIG. 5 consists of a rechargeable battery well known to those skilled in the art. In a minimum version, the system may comprise only a single base 11 at the place of departure and a single base 11 at the place of arrival of the containers 1; nevertheless, banking activities usually require the use of several containers 1 and therefore of several bases 11. In this regard, with reference to FIGS. 1 and 6, the system can advantageously include a plurality of bases 11 secured to at least one frame vertical 30 modular comprising a generally rectangular horizontal base 31 on which a first base 11 is supported and from which extends three uprights 32 from the longitudinal edges 24 and the lateral edge 25 of the first base 11, horizontal support plates 33 (FIG. 7) capable of receiving respectively a base 11 being fixed on the uprights 32. It will be noted that said support plates 33 are positioned at regular intervals, the distance separating two consecutive trays 33 being just greater than the height of a container 1, and ensuring good rigidity of the vertical frame 30. The uprights 32 consist of tubular elements the ends of which are capable of being fitted onto pins extending from the upper face of the base 31 or of the connecting pieces as a function of the height of the desired frame 30. In order to avoid injuries, the upper ends of the uprights 32 comprise parts 34 obtained from a plastic material which is fitted at the ends of said uprights 32. With reference to FIG. 8, according to an alternative embodiment of the system in accordance with l invention, several vertical frames 30 as described above can be joined in pairs for example. It is thus possible to modulate the number of bases 11 according to the activity of the client. With reference to FIG. 1, the system comprises a programming and management device 7 for the containers 1 positioned in their base 11 of the place of departure, that is to say at the sender 2, able to communicate data to the electronic cards 12 of the bases 11 on which the containers are positioned and at the server center 6. This programming and management device 7 of the containers 1 consists, for example, of a PC type computer provided with a flat touch screen and communication means Ethernet type. It is obvious that the server center 6 can be integrated into the programming and management means 7 of the containers 1 without departing from the scope of the invention. The container 1 which must be delivered then signals its presence by a light and / or sound signal for example. The conveyor can then easily remove the container 1 from its box 35 if the position of the vehicle 4 provided by the GPS system corresponds well to the route recorded in the internal management means of said container 1. 1 - Système sécurisé pour le transport ou la conservation de valeurs notamment de billets de banque, de chèques, de cartes bancaires ou similaires, enfermées dans un conteneur (1) muni de moyens de gestion internes (10) et de moyens de dégradation (20,21) des valeurs en cas d'agression, lesdits moyens de gestion internes (10) fonctionnant par exemple à la manière d'une « machine à modes limités » dont le cycle de fonctionnement comporte un nombre restreint d'états logiques, appelés modes, la transition d'un premier mode à un second mode résultant d'un événement ponctuel dont la licéité est, ou a été, préalablement vérifiée par un centre serveur (6) situé à distance pouvant se mettre en relation avec les moyens de gestion internes (10) du conteneur (1) par tout moyen approprié, ladite transition s' accompagnant alors de la perte de mémoire du mode antérieur, caractérisé en ce qu'il est constitué d'une part d'au moins un conteneur (1) muni d'un lecteur (8) de carte à mémoire (9) relié aux moyens de gestion internes (10), ladite carte à mémoire (9) comprenant en mémoire au moins un code d' identification de l'utilisateur du conteneur (1), et d'autre part, d'au moins un socle (11) muni d'une carte électronique (12), ladite carte (12) étant alimentée par une source d'énergie, dans laquelle sont enregistrées des données relatives à la localisation dudit socle (11) qui est apte à recevoir le conteneur (1) muni d'un moyen de connection mâle ou femelle relié aux moyens de gestion internes (10) coopérant avec un moyen de connection complémentaire femelle ou respectivement mâle (13) relié à la carte électronique (12) du socle (11) de telle sorte qu'un utilisateur puisse utiliser le conteneur (1) soit à la manière d'un coffre permanent pour la conservation de valeurs en introduisant, pour ouvrir et fermer le conteneur (1), la carte à mémoire (9) dans le lecteur (8) de carte dudit conteneur (1) qui est alors positionné sur le socle (11) , l'ouverture et la fermeture du conteneur (1) ne pouvant être réalisée que si les données relatives à la localisation du socle (11) sont conformes aux données enregistrées dans la carte à mémoire (9) et/ou dans les moyens de gestion internes (10) du conteneur (1) soit pour le transport des valeurs depuis le socle (11) fixe localisé à un point de départ localisé chez l'expéditeur (2) jusqu'à un second socle (11) chez le destinataire (5) . 2 - Système suivant la revendication précédente caractérisé en ce que le conteneur (1) consiste en un casier (14) globalement parallélépipédique muni sur sa paroi supérieure d'une poignée de préhension (15) et ouvert sur sa face dite avant de telle sorte qu'au moins un tiroir (16, 16a, 16b) , formant un compartiment dans lequel sont positionnés les valeurs, soit apte à coulisser depuis une première position fermée où ledit tiroir (16,16a, 16b) s'étend à l'intérieur du casier (14) jusqu'à une seconde position d'ouverture où ledit tiroir (16, 16a, 16b) s'étend intégralement ou partiellement à l'extérieur du casier (14) . 3 - Système suivant la revendication 2 caractérisé en ce que le conteneur (1) comprend sur sa face avant une fente d'introduction (17) de la carte à mémoire (9) s'étendant au dessus du tiroir (16, 16a, 16b) , le lecteur (8) de carte à mémoire (9) connecté aux moyens de gestion internes (10) s'étendant au droit de la fente (17) à l'intérieur du casier (14). 4 - Système suivant la revendication 3 caractérisé en ce que le conteneur (1) comprend sur sa face avant un écran de visualisation (18) et des boutons de commande (19) reliés aux moyens de gestion internes (10) dudit conteneur (1) et s'étendant au dessus de la fente d'introduction (17) de la carte à mémoire (9). 5 - Système suivant l'une quelconque des revendications 2 à 4 caractérisé en ce que les moyens de dégradation (20,21) des valeurs consistent en des pochettes souples (20) remplies d'une encre indélébile positionnées dans le casier (14) de telle sorte qu'elles s'étendent au dessus des valeurs lorsque le tiroir (16, 16a, 16b) est fermé et aptes à être déchirées par des moyens pyrotechniques (21) activés par les moyens de gestion internes (10) en cas d'agression. 6 - Système suivant la revendication 5 caractérisé en ce qu'il comprend un traceur ADN mélangé à l'encre indélébile. 7 - Système suivant la revendication 6 caractérisé en ce que le traceur ADN est spécifique à chaque conteneur. 8 - Système suivant l'une quelconque des revendications précédentes caractérisé en ce que chaque conteneur (1) comprend une unité d'enregistrement (22), dite boite noire, de toutes les opérations effectuées sur ledit conteneur (1) entre le socle (11) de départ et le socle (11) d'arrivée. 9 - Système suivant la revendication 8 caractérisé en ce que l'unité d'enregistrement (22) consiste en un composant électronique de mémoire EPROM. 10 - Système suivant l'une quelconque des revendications 8 ou 9 caractérisé en ce que les données sauvegardées dans l'unité d'enregistrement (22) sont intégralement effacées lorsque le conteneur (1) est positionné sur le socle (11) d'arrivée. 11 - Système suivant l'une quelconque des revendications précédentes caractérisé en ce que le socle (11) est constitué d'une platine rectangulaire horizontale (23) muni de deux rebords longitudinaux (24) et d'un rebord latéral (25) formant la partie arrière dudit socle (11) . 12 - Système suivant la revendication 11 caractérisé en ce que la platine (23) comprend sur sa face supérieure deux rails (26) longitudinaux parallèles coopérant avec deux gorges (27) longitudinales parallèles complémentaires s'étendant sous le casier (14) du conteneur (1) . 13 - Système suivant la revendication 12 caractérisé en ce que les rails (26) comprennent à leurs extrémités supérieures respectives un contact longitudinal (28) prenant appui sur un patin (29) respectivement positionné au fond des gorges (27) du casier (14) du conteneur (1) , les contacts (28) et les patins (29) étant connectés à la source d'énergie du socle (11) et respectivement à la source d'alimentation des moyens de gestion internes (10) du conteneur (1) . 14 - Système suivant l'une quelconque des revendications 11 à 13 caractérisé en ce qu'il comprend une pluralité de socles (11) solidaires d'au moins une armature verticale modulaire (30) comprenant une embase horizontale (31) globalement rectangulaire sur laquelle prend appui un premier socle (11) et depuis laquelle s'étendent trois montants (32) depuis les rebords longitudinaux (24) et le rebord latéral (25) du premier socle (11) , des plateaux horizontaux (33) de support aptes à recevoir respectivement un socle (11) étant fixés sur les montants (32) à intervalles réguliers. 15 - Système suivant la revendication 14 caractérisé en ce que les montants (32) consistent en des éléments tubulaires dont les extrémités sont aptes à venir s'emmancher sur des ergots s'étendant depuis la face supérieure de l'embase (31) ou sur des pièces de raccord. 16 - Système suivant l'une quelconque des revendications précédentes caractérisé en ce qu'il comprend un dispositif de programmation et de gestion (7) des conteneurs (1) , ces derniers étant positionnés dans leurs socles (11) chez l'expéditeur (2), apte à communiquer des données aux cartes électroniques (12) desdits socles (11) et au centre serveur (6) . 17 - Système suivant la revendication 16 caractérisé en ce que le dispositif de programmation et de gestion (7) des conteneurs (1) consistent en un ordinateur PC muni d'un écran plat tactile et de moyens de communication. 18 - Système suivant l'une quelconque des revendications précédentes caractérisé en ce qu'il comprend un véhicule (4) équipé de caissons (35) dans lesquels sont positionnés des socles (11) dont les cartes électroniques (12) sont connectées les unes aux autres afin que les moyens de gestion internes (10) desdits conteneurs (10) puissent échanger des informations. 19 - System according to claim 11 characterized in that the plate (23) comprises on its upper face two parallel longitudinal rails (26) cooperating with two complementary parallel longitudinal grooves (27) extending under the rack (14) of the container ( 1). 13 - System according to any one of the preceding claims, characterized in that it comprises a vehicle (4) equipped with boxes (35) in which are positioned bases (11) whose electronic cards (12) are connected to each other others so that the internal management means (10) of said containers (10) can exchange information. 19 - System according to claim 18 characterized in that the vehicle (4) comprises a GPS system, the data of which is transmitted to the containers (1) positioned in the boxes (35).
