Erfindungsgemäß wird die Aufgabe dadurch gelöst, daß zuerst ein Schaummittel -zusammen mit einem Stabilisator, wenig Wasser und dem Zement (oder auch in der Reihenfolge: Zement, Wasser, Schaummittel) so lange gemischt werden, bis die Bildung einer stabilen Schaummasse im wesentlichen beendet ist, und daß danach der Schaummasse allmählich das Kunstharz und/oder Bitumen in Form einer Dispersion oder Emulsion zusammen mit dem Restwasser und dem Füllmittel zugesetzt werden. Hierbei hat sich als wichtig herausgestellt, daß alle diese Zuschlagstoffe einen Feinanteil (o,o bis o,2 mm Körnung) von 2o °/o haben müssen.
