The working principle is as follows: when the portable cable unwinding device is used, the fixing bottom plate 9 is placed at a proper position, then a worker only needs to shake the rotating hand 10 to drive the connecting shaft 2 to rotate, and the connecting shaft 2 drives the unwinding wheel disc 1 to rotate and simultaneously unwinds a cable.
