6. The hermetic inspection lid parking mount cart of claim 1, wherein the lifting bracket is rotatably disposed to the chassis by a swing mechanism.

The hermetic inspection lid parking mount cart of claim 6, wherein the swing mechanism comprises a support plate and a swing support, the swing support being disposed on the chassis, the support plate being disposed on top of the swing support, the lifting bracket being disposed on the support plate.
8. The airtight inspection cap parking mount carriage of claim 1 wherein said lifting means is a chain block.
9. The airtight inspection lid parking mount cart of claim 1 wherein said chassis includes a base, tires and a support foot;
