Organic pollutants in water are removed under the degradation action of aerobic microorganisms in high-concentration activated sludge, ammonia nitrogen in the sewage is converted into nitrate nitrogen by nitrifying bacteria, and meanwhile phosphorus-accumulating bacteria absorb phosphorus in the sewage by utilizing power generated under an anaerobic condition. On the surface and inside of the biological membrane, because of different dissolved oxygen concentrations, an aerobic zone and an anoxic zone can be formed, and nitrification and denitrification can be simultaneously carried out. Part of the nitrified liquid flows back to the anaerobic tank 4 through a nitrified liquid air stripping device 53. The upper end and the lower end of the aerobic filler 51 are respectively provided with a filler intercepting screen 52 for intercepting.
