Alternatively, after the whole heat generating layer 42 is formed on the porous substrate 41 by using the electronic paste, the carbon powder, the metal powder, or the like, a mesh-like tool such as a wire mesh is placed, and the whole heat generating layer 42 is processed by using a chemical etching or laser cutting method to form a mesh-like structure.
