本实用新型包括碎砖垫层、混凝土垫层、油毡层、防水砂浆层、防潮层，地基土上部为20～30cm的碎砖垫层，碎砖垫层上部为15～20cm的混凝土垫层，混凝土垫层上部为油毡层，在墙角处铺设油毡加强层，油毡层上部为5～7cm的防水砂浆层，在室外混凝土垫层中间部位墙体设置水平防潮层、在碎砖垫层中间部位设置水平防潮层，碎砖垫层水平防潮层和墙体水平防潮层之间的墙体均设置垂直防潮层，水平防潮层和垂直防潮层连续设置，防潮层厚度为8～10mm，采用水泥砂浆掺加3％防水剂。
