s4, according to the historical data and the alarm decision model which are called in the step S3, an alarm processing decision is set up and displayed on a display device;
s5, forming an alarm processing flow according to the alarm processing decision provided in the step S4, and displaying on a display device;
s6, recording the alarm processing decision set forth in the step S4 and the alarm processing flow formed in the step S5 to form an alarm event report, and storing the alarm event report into a storage database.
