and sending a fourth multi-user identification card information notification message to the second service disclosure entity, wherein the fourth multi-user identification card information notification message comprises the international mobile equipment identification code and the first voice service state.
8. The system of claim 1, wherein when the service type is data service, the first access management function entity is further configured to, after sending a second paging message to the terminal:
receiving a data service request message sent by the terminal;
