The invention can issue EPLMN list differently according to the capability information of terminal and visiting network, so it can ensure that when terminal can not use visiting network voice service, it can not use reselecting or redirecting roaming to visiting network, and can reduce frequent network selecting operation of terminal, or can ensure terminal can not use voice service under visiting network, and can actively return to home network, solving the problem that current EPLMN list setting method can not set differently for terminal and visiting network capability information, which can easily result in terminal unable to use voice service after moving to visiting network, or terminal unable to actively return to home network when terminal unable to use voice service under visiting network, seriously affecting user experience.

And if the terminal meets the condition that the roaming PLMN of the visiting network and the home PLMN of the home network are set to be equivalent, carrying the roaming PLMN of the visiting network or the home PLMN of the home network in an EPLMN list and sending the roaming PLMN or the home PLMN of the home network to the terminal.
2. The method for setting an EPLMN list according to claim 1, wherein before the acquiring the capability information of the terminal, the method further comprises:
