本申请实施例提供了一种资源分配方法及装置，该方法包括第一控制节点确定超帧中子载波集合的位置信息，所述位置信息包括所述子载波集合的数量N和所述子载波集合的频域位置；第一控制节点向第一通信设备发送第一配置信息，第一配置信息包括位置信息；第一通信设备接收来自第一控制节点的第一配置信息，并基于第一配置信息确定超帧中子载波集合的位置信息。在本申请中，第一控制节点根据预配置可以确定第一***中第一通信设备可以使用的时频资源，实现了第一***内的资源分配，并且通过第一控制节点统一分配资源，能够避免与其他***的干扰。
