The different network roaming service adopts the shared base station to provide the roaming service, and the shared base station provides the shared frequency point, so that the different network roaming service can be accessed by the mobile terminals of different operators.

The terminal access control method can balance the residence rates of the home network terminal and the different network terminal in a roaming scene aiming at the network areas such as 5G SA covered by only one operator; when the shared base station of the service cell simultaneously bears the services of the home network terminal and the different network terminal, the user experience of the home network user can be ensured by distinguishing the services developed by different operators and controlling and reducing the residence of the different network user in the home cell.

In one embodiment, a local network traffic threshold value Q1 (first traffic threshold value) and a heterogeneous network traffic threshold value Q2 (second traffic threshold value) are set. The shared base station respectively judges whether the real-time traffic of the home network terminal and the different network terminal reaches the corresponding threshold value, if any condition is satisfied, the different network user is stopped roaming and resides in the current cell.
For the different network terminal, the service cell is marked as a barred cell in the system message SIB1, so that the different network terminal reselects to the neighboring cell of the service cell to perform roaming service. If the real-time traffic of the local network terminal and the different network terminal does not reach the set threshold value, the service flow is continued, meanwhile, the base station periodically monitors the traffic and periodically judges whether the traffic of the local network user and the different network user reaches the threshold value.
In an embodiment, as shown in fig. 3, in a 5G SA networking scenario established by an operator a, a cell 1 and a cell 2 are configured with a neighbor relation. The UE of operator B has no network coverage of operator B in the area, and resides in cell 1 by means of inter-network roaming.
The network side of the operator A identifies the PLMN ID of the UE of the operator B, and judges the current loaded service volume. 10. The apparatus of claim 9, wherein,
the terminal control module comprises:
a service analysis unit, configured to determine a first traffic threshold corresponding to the local network traffic and a second traffic threshold corresponding to the heterogeneous network traffic; judging whether the local network traffic is greater than the first traffic threshold and/or whether the different network traffic is greater than the second traffic threshold;
and the access control unit is used for controlling the different network terminal to stay in the service cell or reselect to other cells according to the judgment result.
11. The apparatus of claim 10, wherein,
and the access control unit is configured to control the different network terminal to reselect to another cell if the local network traffic is greater than the first traffic threshold, or the different network traffic is greater than the second traffic threshold.
12. The apparatus of claim 11, wherein,
the access control unit is configured to mark the serving cell as a barring cell in a system message, and send the system message to the heterogeneous network terminal, so that the heterogeneous network terminal reselects another cell.
13. The apparatus of claim 12, wherein,
the system message includes: system information block SIB1 message; the other cells include: a neighbor cell of the serving cell.
14. The apparatus of claim 10, wherein,
the access control unit is configured to control the different-network terminal to reside in the serving cell if the local network traffic is less than or equal to the first traffic threshold and the different-network traffic is less than or equal to the second traffic threshold.
15. The apparatus of claim 10, wherein,
the traffic acquiring module is used for periodically acquiring the local network traffic and the different network traffic according to a preset time length;
the service analysis unit is configured to periodically determine whether the local network traffic is greater than the first traffic threshold and/or whether the heterogeneous network traffic is greater than the second traffic threshold.
16. The apparatus of any one of claims 9 to 15,
the identification information includes: a public land mobile network PLMN ID; the serving cell includes: sharing the cells of the base station.
17. A terminal access control apparatus, comprising:
a memory; and a processor coupled to the memory, the processor configured to perform the method of any of claims 1-8 based on instructions stored in the memory.
18. A network-side device, comprising:
a terminal access control device according to any one of claims 9 to 17.
19. A computer-readable storage medium having stored thereon computer instructions for execution by a processor of the method of any one of claims 1 to 8.
