A wheeled pay-off stand with a moisture resistant canvas drum as claimed in claim 4, in which the cable spool width is an integer fraction of the moisture resistant canvas drum width, such that the total width is equal to the moisture resistant canvas drum width after several cable spools are connected in parallel.
6. A wheeled pay-off stand with moisture resistant canvas reel as claimed in claim 1, wherein said canvas reel is of equal outside diameter to the central axis of the cable spool.

A wheeled pay-off stand with a moisture resistant canvas drum as claimed in claim 1, wherein said intermeshing single toothed timing belt rotates the canvas drum and cable drum in opposite directions and at equal linear velocities at the outer edges of the sidewalls, and during pay-off operation, equal lengths of moisture resistant canvas and cable are synchronously paid-off from between the moisture resistant canvas drum and cable drum.
