本申请提供了一种切换方法和通信装置。该方法包括：目标接入网设备获取第一消息和用于传输多播数据的信息；该第一消息用于请求为终端设备切换至目标接入网设备建立资源；该目标接入网设备发送第二消息，该第二消息用于指示目标接入网设备上已建立的资源；接收来自用户面网元的第一数据包，该第一数据包对应于所述用于传输多播数据的信息；向终端设备发送该第一数据包。从而使得终端设备在接收多播数据的情况下实现从源接入网设备至目标接入网设备的切换。
