The storage state of the switch operation handle is determined according to various in-place signals and unlocking state signals, and the storage state of the switch operation handle is uploaded in real time, so that the determination of the storage state of the switch operation handle is more accurate, prompt can be timely carried out when the state is abnormal, people information is clearly taken according to unlocking state signals when the handle is taken, the clear and timely recovery of the switch operation handle is ensured, the working efficiency of an electric power system is improved, the operation time of the switch operation handle caused by out-of-place condition is prolonged when an emergency occurs, meanwhile, the temperature difference power generation sheet is used for charging a storage battery, and the energy utilization efficiency is improved.
