the operating tool comprises an insulating rod body, an operating rod movably arranged in the insulating rod body and a limiting pin in inserting fit with the top end of the operating rod;
the outer wall of the insulating rod body is provided with a clamping piece;
the two arm holding pieces are respectively pivoted on two sides of the main body piece, and warning parts are arranged on the outer walls of the two arm holding pieces;
elastic pieces are connected between the two arm holding pieces and the main body piece, so that a clamping space is formed between the inner walls of the two arm holding pieces;
a fixing part is arranged on one side of the main body part, which is far away from the clamping space, and the fixing part is provided with a through hole for the insulation rod body and the clamping part to pass through;
the side wall of the through hole is provided with a clamping groove for the rotary clamping of the clamping piece;
the two arm holding pieces are respectively provided with a connecting piece positioned above the fixing piece, and the two connecting pieces are arranged along the vertical direction;
the two connecting pieces are respectively provided with a switching hole for the operating rod to pass through, and the switching hole is provided with a first hole site matched with the operating rod and a second hole site matched with the limiting pin;

s2, the arm embracing member with the lower position of the connecting member is broken off outwards, and the operating rod is pushed forwards at the same time until the operating rod is matched with the first hole position of the switching hole of the arm embracing member;
s3, the arm-holding piece with the higher position of the connecting piece is broken off outwards, and the operating rod is pushed forwards at the same time until the operating rod is matched with the first hole position of the switching hole of the arm-holding piece;
s4, inserting a limit pin into the top end of the operating rod;
s5, lifting the main body piece to the position of the electric pole with the required height through the insulating rod body, holding the insulating rod body and pulling the operating rod backwards until the operating rod is completely separated from the connecting piece with the higher position;
s6, continuously pulling the operating rod backwards until the operating rod is completely separated from the connecting piece with the lower position;
s7, continuously pulling the operating rod backwards to enable the limiting pins to fall into second hole positions of the switching holes of the two arm-holding pieces in sequence, and then continuously pulling the operating rod backwards until the limiting pins are separated from the operating rod;
