本申请涉及一种通信场景切换方法、装置、用户终端和网络设备，通过获取终端设备的功率开关通信场景切换时的过渡时长，以及第一通信场景下第一时域资源的最后一个符号的符号长度，进而根据过渡时长和符号长度，确定在目标资源位置上终端设备能够执行的从第一通信场景切换至第二通信场景所需的至少一个操作的信号切换操作，其中，目标资源位置包括第一时域资源，或者，包括第一时域资源和终端设备切换至第二通信场景下的第二时域资源，所确定的用于终端设备执行通信场景切换操作的目标资源位置，可以根据过渡时长及符号长度，灵活的设置在第一时域资源上，或者在第一时域资源和第二时域资源上，提高了目标资源所在位置的灵活性。
