Description

Infectious disease close contact person tracking system and method
Technical Field
The invention relates to the technical field of information processing, in particular to a system and a method for tracking infectious disease close contact personnel.
Background
Infectious diseases are characterized in that infectious patients or suspected patients are infected and spread rapidly by contacting with others in close range. Therefore, once the epidemic situation of the infectious disease (such as new coronary pneumonia) occurs, the key point for controlling the spread of the epidemic situation is to quickly determine the close contact persons, the sub-close contact persons (if necessary: the sub-close contact persons), and the epidemic situation space-time spread chain diagram (including the trace tracks of the close contact persons) of the patients or suspected patients, and can dynamically update, automatically notify the relevant departments in the corresponding areas (such as the corresponding level of disease control center and/or emergency management department) and take necessary control measures (such as the implementation of forced centralized isolation on the close contact persons) by the departments (matched by police parties if necessary) according to the corresponding law regulations of the state, thereby realizing effective and accurate epidemic resistance and saving a large amount of social cost.
The determination and dynamic update of the patient and the epidemic situation space-time propagation chain diagram are technical problems, and the rapid tracking of close contacts and sub-close contacts which leave an epidemic situation occurrence area and the necessary measures for the close contacts and the sub-close contacts are particularly important for epidemic situation prevention and control.
At present, a large amount of manpower and material resources are input into local governments for epidemic prevention, and the work of whole-person nucleic acid detection, whole-person sealing, risk person tracking and the like is carried out. In the investigation, tracking and prevention and control of epidemiology of new coronavirus epidemic situation, manual registration (such as nucleic acid detection, entering and exiting offices, public places and residential places) is still adopted in a large quantity or part of the cases, and the defects are that writing or data are unclear, incomplete and even wrong easily, the subsequent data storage and processing burden is heavy, the information circulation and use efficiency are low, and the like. For the contact of residents who have once gone to high-risk areas, the phenomena of multi-head contact and multi-head declaration (usually, the contact is realized through a telephone or a mobile phone) occur, and the contacted residents cannot clearly contact the real identities of the residents, so that potential safety hazards and risks exist. The information of multi-head contact and multi-head declaration is often manual (readability is difficult to guarantee and error is easy), manual arrangement is also needed, and the information is further reported layer by layer through different government sub-management channels, so that the accuracy, integrity and consistency cannot be guaranteed.
In addition, it is difficult to quickly track and take necessary measures for closely contacting persons and persons who have left the epidemic situation occurrence area by current epidemic prevention means. Therefore, it is necessary to develop a tracking system and method for close contact persons of infectious diseases, so as to quickly determine the close contact person, the sub-close contact person (if necessary: the sub-close contact person), and their epidemic situation space-time propagation chain diagram of the confirmed or suspected confirmed person, and dynamically update, automatically notify the relevant departments (such as the corresponding level of the centers for disease control and/or the emergency management department) in the corresponding areas, and take necessary control measures (such as performing forced centralized isolation on the close contact person) by these departments (if necessary, by police) according to the corresponding laws and regulations of the country, so as to achieve effective and accurate epidemic prevention and save a lot of social costs.

A situation where all persons in a mass transit vehicle in which a given person is riding are considered to be close or sub-close persons may be riding in a bus, airplane, etc., with all persons riding the same bus or airplane as the given person being considered to be close or sub-close persons. A situation where all persons co-located in the same enclosed space with a given person riding a mass transit vehicle are considered to be close contacts or sub-close contacts may be where all persons co-located in the same compartment with the given person are considered to be close contacts or sub-close contacts in the train.
When the given person rides in a private vehicle, all persons in that private vehicle are considered unknown or secondary close contacts. Here the private vehicle may be a domestic car, a private helicopter or the like.
When the given person is present in the enclosed location, persons within a predetermined distance of the given person are considered unknown or secondary close contacts or all persons in the enclosed location are considered unknown or secondary close contacts. This is similar to the situation where the given person is riding a public transportation vehicle.
When the given person appears in an open place, the person which is within a preset certain distance from the given person and exceeds a preset time determined by mobile phone signaling or satellite positioning is regarded as an unknown close contact person or a secondary close contact person. The specific value of the preset distance can be specifically set according to different infectious diseases and different infectious forces, can be a safe distance which is published by the national health department and is easy to cause infectious diseases infection, and can also be larger than the safe distance. For example, for the current new coronavirus, the safety distance between people given by the national health department is about 1.5 m to 2 m, and the preset distance can be set to 2 m, even 3 m. The specific value of the preset time can be specifically set according to different infectious diseases and different infectious forces, and the preset time can be set to be shorter for infectious diseases with strong transmission capability, such as 10 seconds; for infectious diseases with poor spreading ability, the preset time may be set to be long, for example, 5 minutes. For example, for a new crown epidemic, a person who stays within 2 meters of a given person for more than 1 minute may be considered an intimate contacter.
The intimate contacts are classified as known intimate contacts and unknown intimate contacts based on whether they are recognized by the given person. The known close contact person is the close contact person known by the given person, and preferably the known close contact person can know the direct or indirect contact way, wherein the direct contact way is the contact way of the known close contact person, and the contact way comprises but is not limited to a telephone number, a WeChat and/or QQ or/Paibao network communication way, an address, a work unit, a frequent activity place and the like; by knowing indirect contact means, it is meant to know the contact means of others who may contact the contactee, including but not limited to telephone numbers, WeChat and/or QQ or and/or Payment, web communication means, addresses, work units, frequent activity locations, etc., including family members, friends, relatives, colleagues, classmates, partners of the contactee, and others who may be able to contact the contactee.
For an open location, in addition to using cell phone signaling or satellite positioning means to determine the persons present, an electronic map-based electronic fence means can be used to determine unknown or secondary contactees, where persons within a preset distance from the given person and exceeding a preset time are considered as unknown or secondary contactees.
When a video acquisition device is arranged in a certain travel section environment, an unknown close contact person or a sub close contact person can be determined through a video identification technology, wherein through the video identification technology, if necessary, mobile phone signaling data and map data of an operator are gathered, and people within a preset certain distance from a given person and exceeding a preset time are analyzed to be regarded as the unknown close contact person or the sub close contact person.
Fig. 2 is a schematic block diagram of an infectious disease close contact person tracking system according to a second embodiment of the present invention.
The infectious disease close contact person tracking system further comprises a journey electronic map module, and the journey electronic map module is used for marking the journey track information of the given person on an electronic map.
The electronic map module of the journey comprises an electronic fence function supporting mobile phone or satellite positioning.
Fig. 3 is a schematic block diagram of an infectious disease close contact person tracking system according to a third embodiment of the present invention.
As shown in fig. 3, the infectious disease close contact person tracking system according to the third embodiment of the present invention further includes a journey verification client for verifying and refining or correcting the journey trace information of the given person, which has been entered, based on an information source such as an electronic map, and if the journey trace crosses an administrative area, immediately starting a notification module to notify relevant departments and/or relevant persons of the relevant administrative area. Namely, the trip (section) information of the given person is verified, and the entered trip (section) information is corrected when the verified trip (section) information is inconsistent with the entered trip (section) information of the given person. The correction here includes, in addition to changing the wrong information into the correct information, making a supplementary improvement on the travel information, for example, the entered travel information of the given person only includes the location a and the location B, and the given person has passed through the location C after verification, so that the location C needs to be supplementary recorded and the travel section of the given person passed through the location C needs to be marked on the electronic map. In addition, if it is verified that the entered journey (segment) information of the given person is not actually present, the correction further includes deleting the journey (segment) information that is not actually present, for example, the entered journey (segment) information of the given person includes a visit to a location a, a location B and a location C, and it is verified that the given person has not visited the location C, so that the journey (segment) information of the location C needs to be deleted. The verification, replacement, addition, and deletion correction functions recited herein may all be operable on the itinerary verification client having data entry functionality.
Since the trip trajectory information for a given person over a period of time, obtained by determining known close-contact modules (including the manual entry module, the RPA robot interrogation module, the patient filling module, and the connected external systems) is not necessarily accurate and complete, the present invention also provides for the one-by-one verification of such trip trajectory information by the trip verification client. The verification mode comprises the steps of carrying out consistency analysis on the acquired travel track of a given person based on an electronic map, researching relevant units or persons related to a specific travel section through a telephone or on site, wherein the travel section information is acquired by scanning a health treasure, and when the verified travel section information is inconsistent with the entered travel section information of the given person, correcting the travel section marked by the electronic map through a travel verification client, namely replacing incorrect or incomplete travel section information with correct travel section information, wherein the incorrect or incomplete travel section information comprises changing error information, supplementing and perfecting travel section information which is not entered, and deleting travel section information which is entered but does not actually occur. In addition, the journey verification client also has access to a database, and the journey track information of the given person recorded in the database is updated through operations of re-recording correct journey segment information, supplementing and recording journey segment information which is not recorded, deleting journey segment information which is recorded but does not actually occur, and the like. In order to improve the efficiency, multiple workers can be used for respectively carrying out verification work on different journey sections, and each worker can verify and correct the journey section information which is responsible for the worker at a journey verification client which is used by the worker, so that the journey track information of the same given worker can be corrected through multiple journey verification clients.
