Abstract
一种无线通信方法和终端设备，方法包括：终端设备对至少一个参考信号进行测量，以确定用于非竞争的两步随机接入过程的目标参考信号；若所述至少一个参考信号中不存在满足条件的参考信号，所述终端设备确定采用基于竞争的随机接入过程；所述终端设备指示复用和组包实体包含小区无线网络临时标识符C‑RNTI MAC控制元素CE以及至少一个媒体接入控制MAC子协议数据单元PDU，以得到目标MAC PDU，其中，所述至少一个MAC子PDU包括缓存的MAC PDU中的MAC服务数据单元SDU，并且所述缓存的MAC PDU不包括C‑RNTI MAC CE；所述终端设备发起基于竞争的随机接入过程，将所述目标MAC PDU承载在物理上行共享信道PUSCH中发送给网络设备。
