The ratchet locking mechanism 5 is composed of a ratchet wheel arranged on the ratchet wheel mounting seat 4 and a locking handle 3, the locking handle 3 is mechanically connected with a ratchet wheel shaft, the ratchet wheel rotates to drive the tensioning steel rope 6 to tighten when the locking handle 3 is rotated in the forward direction, the opening end of the fixing sleeve ring 8 is furled, the fixing sleeve ring 8 is tightly clamped on the circumference of the concrete pole, the tensioning steel rope 6 rotates freely along with the ratchet wheel when the locking handle 3 is rotated in the reverse direction, the tensioning steel rope 6 is loosened, the restriction of the opening end of the fixing sleeve ring 8 is released, and therefore the opening end of the fixing sleeve ring 8 can be opened, and the fixing sleeve ring 8 is taken down from the concrete pole.
Each telescopic support sleeve 2 is of a telescopic structure formed by sleeving a plurality of steel pipes with different diameters together, and the telescopic support sleeves are fixed through sleeve locking bolts 7 after being stretched; an anti-slip base 1 is hinged at the lower end of each telescopic support sleeve 2, and is suitable for building a bracket on a flat hard bottom surface; if on the soft bottom surface, the ground anchors can be hinged at the lower end of each telescopic support sleeve, and the ground anchors can be inserted into the ground for fixation.
