1. A method for assessing leaving audit of land resource assets is characterized by comprising the following steps:
acquiring an operation instruction of each member end, extracting corresponding indexes from a preset system index library according to the operation instruction of each member end to generate each member index system, solving a union set of each member index system, and generating a public index system;
acquiring the judgment scale of each member terminal on each index in the public index system, and calculating and generating the final weight of each index in the public index system according to the judgment scale of each member terminal on each index in the public index system;
acquiring land resource asset leaving data corresponding to each index in a public index system, wherein the land resource asset leaving data comprises land resource space data;
performing spatial analysis according to the land resource spatial data, judging the land resource asset change condition, generating an analysis result map layer, and performing visual display on the analysis result map layer to each member end;
obtaining the mark of each member end to each index in the public index system, and calculating to obtain the score of each index in the public index system according to the mark of each index in the public index system and the final weight of each index;
obtaining basic information of an audit project, evidence obtaining information and evaluation draft information, importing scores of all indexes in a public index system, the basic information of the audit project, the evidence obtaining information and the evaluation draft information into a preset audit opinion template, and generating an audit evaluation file.

The method according to claim 1, wherein the extracting of the corresponding index from the preset system index library according to the operation instruction of each member end to generate each member index system comprises: and extracting corresponding indexes from a preset system index library according to the operation instructions of each member end to increase and improve, and generating each member index system.
3. The method according to claim 1, wherein a Delphi expert scoring method is used to obtain the judgment scale of each index of each member in the public index system.
4. The method of claim 3, wherein the step of calculating and generating a final weight of each index in the common index system according to the judgment scale of each member on each index in the common index system comprises:
calculating the weight of each member end given to each index in the public index system by adopting an analytic hierarchy process according to the judgment scale of each member end to each index in the public index system;
and averaging the weights of all the indexes in the public index system given to all the member terminals to obtain the final weight of each index in the public index system.
5. The method as claimed in claim 1, further comprising storing and classifying the obtained land resource asset leaving data in association with corresponding indexes in a common index system, wherein the land resource asset leaving data comprises land resource space data and attribute data.
6. The method according to claim 5, wherein the visually displaying the analysis result graph layer to each member end comprises:
issuing an analysis result layer by utilizing a Rest API service provided by the GeoServer;
after the successful release, the Rest API service provided by the GeoServer is used for carrying out slicing on an analysis result layer;
and visually loading corresponding attribute data and the analysis result layer which is published and sliced in the GeoServer at the front end of the Web for each member end to access and view.

The method as claimed in claim 1, wherein the step of importing the scores of the indexes in the common index system, the basic information of the audit project, the evidence obtaining information and the evaluation draft information into a preset audit opinion template to generate an audit evaluation file comprises:
filling basic information of an audit project into a first region of an audit opinion template according to a set format;
filling the evidence obtaining information and the evaluation manuscript information into a second area of the audit opinion template according to a set format;
and finally, filling the public index system and the scores corresponding to the indexes into a third area of the audit opinion template according to a set format to generate an audit evaluation file.
8. The device for assessing the leaving audit of the land resource assets is characterized by comprising the following steps:
