本公开实施例是关于波束确定方法、装置和通信设备。确定与终端进行下行通信的第一波束;根据波束偏移参数,确定所述基站的扫描波束;其中,所述扫描波束包括:所述第一波束,及与所述第一波束之间的偏移量在所述波束偏移参数指示的波束偏移范围内的第二波束;在所述扫描波束上,接收终端发送的参考信号;根据所述参考信号的接收质量,从所述扫描波束中选择上行波束;向所述终端发送指示所述上行波束的波束信息。
