Abstract
The invention provides a traffic emergency satellite-based traffic early warning and control method, which carries out early warning and service control from multiple dimensions such as voice, data, short messages, package expenses and the like, can timely warn a user, limits payment service, avoids generation of high communication expenses and protects rights and interests of the user.

In the prior art, traffic emergency satellite data service routes cover the world, and a beijing ground station control system can only receive partial user traffic and cannot completely block the user traffic, so that a user satellite terminal can still initiate a traffic service request, and communication cost may be generated. Through further analysis and research on a maritime satellite service support system (BOSS), a flow early warning and control system for the full-billing factor of a satellite terminal is developed, effective statistics and monitoring are expected to be carried out on voice calls and data services of users in a service area by the aid of a ticket processing mechanism of the service support system, early warning and service control are carried out on four dimensions of voice, data, short messages and package cost of traffic emergency satellite communication, and high communication cost is effectively prevented.

The traffic emergency satellite-based traffic early warning and control method comprises five substeps, namely user acceptance, charging, rule judgment, early warning and control; the method is characterized in that:

then entering a rule judging process, and loading the rules of flow early warning and control into a memory in a charging system for execution; according to different rules set by a user, if a specific rule is triggered, calling a remote database storage process, and according to different early warning types required by the user, entering an early warning process or a control process;
in the early warning process, the traffic early warning information is notified to the user, and data or voice service is not suspended; preferably, the early warning information is sent to the user in a short message, mail or ticket mode;
in the control flow, the user is reminded that the current flow is excessively consumed, and data and voice services are controlled to be suspended. Preferably, if the user needs to enter the control flow, the user needs to generate a corresponding business transaction order to the business acceptance system while sending the early warning message to the user, and when initiating the transaction order, the current user state needs to be queried, and if the user is already in the data flow suspension state, the repeated flow is not initiated.

The traffic emergency service desk working personnel is responsible for the opening and acceptance of the SIM card of the user terminal and gives the end user self-service customization of the early warning or control threshold of four dimensions of voice, data, flow and cost on the Internet service platform, and after the user starts service use, the traffic emergency core network equipment continuously monitors the use behavior of the user and generates a charging ticket.
In the charging process, according to the ticket cutting rule, after a certain data flow and voice duration are reached, a corresponding single charging ticket record is generated. Because the traffic emergency satellite data service route covers the world, the Beijing ground station control system can only receive partial user flow and can not realize the complete blocking of the user flow, and the application determines the data source of flow early warning as the charging bill of the maritime satellite service support system. The charging ticket record is transmitted to a local charging server through an international data internet (DPI) interface of a traffic emergency satellite (beijing to london, uk, china). When the user uses the satellite communication service, the gateway station acquires the charging ticket from the satellite communication network in real time. After the original call ticket file is stored in the base, the related charging field can not be directly used, and the data field which can be identified by the charging system needs to be analyzed according to the call ticket rule (namely, the decoding process). After decoding is completed, the service support system carries out ticket pricing according to the tariff information of the package selected by the current user.

When monitoring the flow, the triggering conditions for the early warning and suspension may be: the flow usage amount used for free in the package reaches a preset value; the flow rate used for free in the package reaches a preset percentage; the flow consumption amount of the month reaches a preset value; the daily flow usage reaches a preset numerical value and the like. And when the trigger condition is achieved, sending flow early warning information to the user or suspending the related service of the user.
Because there may be multiple channels for the reminder to the user, such as short message, mail, ticket, etc., a unified channel management is needed to control multiple ways, such as the user only needs the short message to remind, and the channel only triggers the corresponding flow. If the user needs to enter the control flow, the user needs to generate a corresponding business transaction order to the business acceptance system while initiating the prompt to the channel, and when initiating the transaction order, the user needs to inquire the current user state, and if the user is already in the data flow suspension state, the repeated flow is not initiated.
For the pre-warning process, the triggering condition may also be: the user-set traffic report transmission period is reached, for example, daily, weekly, or monthly.
It is also possible for the control process to automatically resume a service that has been suspended, for example the next day or the next accounting period. Manual recovery may also be performed manually by a user or service personnel.
Similarly, for the aspects of voice, short message and total consumption, the monitoring and early warning control can be carried out in a manner similar to the flow early warning and control. And will not be described in detail herein.
In the early warning process, the traffic early warning information is notified to the user, and the service is not limited.
In the control flow, the user is not only reminded that the current flow is excessively consumed, but also services such as voice and the like can be paused. The flow is based on a quasi-real-time call ticket interface, the usage information of a user is collected, the quasi-real-time pricing is carried out on the call ticket of the user according to the price package condition selected by the user, and the operations such as flow report, threshold value reminding, service pause, service cancellation and the like are carried out on the service opening state of the user according to the pre-warning rule customized by the user.
The flow early warning process mainly comprises three functions of flow monitoring, flow recovery and periodic pushing. The flow monitoring function scans bills such as voice, flow and short messages after price approval, monitors and calculates the real-time consumption condition of the user, and triggers different actions according to the early warning rules:
