receiving a service quality grade identification Qci2 video special bearer establishment request issued by a service gateway SGW, and refusing to establish a Qci2 video special bearer if judging that system resources and a calling user terminal meet matching conditions according to the Qci2 video special bearer establishment request;
wherein the matching condition includes: the system resources are busy and the calling subscriber terminal is in a weak coverage area.
2. The method of establishing a Qci2 video dedicated bearer according to claim 1, wherein the system resource being busy comprises:
the number of the RRC connections of the cell is larger than a first threshold value, and the utilization rate of the PRB is larger than a second threshold value.
3. The method of establishing a Qci2 video dedicated bearer according to claim 1, wherein the calling user terminal being in a weak coverage area comprises:
and the Reference Signal Received Power (RSRP) value is smaller than a third threshold value, and the RSRP value is determined according to the uplink path loss and the signal quality of the user terminal.
4. The method of establishing a Qci2 video dedicated bearer according to claim 1, wherein after said refusing to establish a Qci2 video dedicated bearer, further comprising:
and feeding back a Qci2 video special bearer establishment failure message to the color ring server through the SIP message so as to enable the color ring server to degrade the color ring service into the audio service.
5. An apparatus for establishing a Qci2 video dedicated bearer, comprising:
the first processing module is used for receiving a service quality grade identification Qci2 video special bearer establishment request issued by a service gateway SGW, and refusing to establish a Qci2 video special bearer if the system resources and the calling user terminal meet matching conditions according to the Qci2 video special bearer establishment request;

An electronic device comprising a memory, a processor and a computer program stored on the memory and executable on the processor, characterized in that the processor implements the method steps of establishing a Qci2 video specific bearer according to any one of claims 1 to 4 when executing the program.

A non-transitory computer readable storage medium, having stored thereon a computer program, characterized in that the computer program, when being executed by a processor, is adapted to carry out the method steps of establishing a Qci2 video specific bearer according to any one of claims 1 to 4.
