本申请实施例提供了一种无线通信方法、终端设备和网络设备，可以降低辅小区的激活时延，提升用户体验。该方法包括：终端设备接收第一配置信息，该第一配置信息包括以下信息中的至少一种：M个TAG的配置信息、N个辅小区中每个辅小区所属的TAG信息、该N个辅小区中每个辅小区的状态信息、该M个TAG中每个TAG对应的用于获取TA的随机接入资源、该随机接入资源所在的辅小区的标识信息，M和N为正整数；该终端设备根据该第一配置信息确定该N个辅小区中每个辅小区的上行链路状态和/或下行链路状态。
