9. The method according to claim 8, comprising: mixing and stirring hydrogen peroxide, acetic acid, a coal phenol soap solution, glutaraldehyde, triglyceryl bis (diphenylamine), a surfactant and water for 2-4 hours to obtain the water-soluble organic silicon dioxide.
