a first rotating wheel (18) in rotating connection is arranged on the frame; the first rotating wheel (18) is coaxially connected with the second belt pulley (6); a second rotating wheel (20) in rotating connection is arranged on the rack; the second rotating wheel (20) is coaxially connected with the first belt pulley (5); a third flat belt (19) is wound between the first rotating wheel (18) and the second rotating wheel (20); an electromagnet is arranged in the third flat belt (19); a torsion spring (16) is arranged on the surface of the first flat belt (4); the torsion spring (16) is connected with an iron sheet (15);
and a control switch (21) for controlling the electromagnet to be switched on and off is arranged on the chair (14).
