(11) The expert information management platform automatically evaluates the participation degree of the experts, wherein the evaluation indexes comprise news bulletin access quantity, literature data access quantity, evaluation distribution quantity, evaluation completion quantity, submission report quantity and the like, each index is endowed with weight, the evaluation and the scoring are regularly carried out for the reference of managers, unqualified evaluation is removed from the expert database, and the hiring is stopped.
Claims (10)
1. The utility model provides an expert information management platform based on cloud, its characterized in that: the system comprises a user side, an information management platform, a database and a cloud server, wherein the user side, the information management platform and the database are deployed on the cloud server;
the user side comprises a visitor side, an expert side and a management side, wherein the visitor side authority comprises the functions of browsing news bulletins on line after user registration verification and declaring to enter an expert database, and the expert side authority can be obtained after the declaration is successful; the expert end authority comprises operations of online browsing news bulletin, online participation in evaluation, reporting work summary, downloading and looking up document data, updating personal information and the like of an expert; the authority of the management end comprises the authority for an administrator to perform expert database data management, expert information management, news bulletin release, review task release and literature data management after identity verification;
the information management platform comprises a presentation layer, an application layer and a data layer, wherein the presentation layer comprises a Web page, and a user side is connected to the information management platform through the Web page;
the application layer comprises an expert declaration module, an expert information management module, a news bulletin module, an evaluation module, a summary report module and a document data module;
the data layer is used for calling data in the database according to the operation request information of the user side to perform operations such as adding, deleting, modifying, inquiring and the like;
the database comprises an registration information base, an expert information base, a news bulletin base, an evaluation base, a summary report base and a document database, and various types of bases store various types of data.

The cloud service-based expert information management platform of claim 1, wherein: the authority auditing process of the visitor end and the expert end is as follows: when a user logs in the platform, the user needs to register, the registration information is completely filled and standardized, namely the registration is successful, the visitor end authority can be obtained, otherwise, the user needs to register again; the visitor terminal can declare and join the expert database, the background manager will examine the declaration information of the user, if the declaration information accords with the warehousing condition, the expert terminal authority will be opened for the user, otherwise, the application is rejected, the user visitor terminal authority is reserved, and the expert database can be declared again.

The cloud service-based expert information management platform of claim 1, wherein: the expert declaring module is used for filling personal information when a user applies for joining the expert database and submitting the personal information to the management terminal; the expert information management module is used for an administrator to obtain information filled by a user when applying for adding into the expert database, and whether the qualification of the user meets the warehousing condition is checked according to the information, if so, the information is added into the expert database, otherwise, the application is rejected; subdividing the research field of the experts added into the expert database, and examining the experts according to the workload of the experts, wherein the examination indexes comprise but are not limited to news bulletins and literature data access amount, participation evaluation amount, submission report amount and the like, and the examination failure is removed from the expert database, and the engagement is terminated; the news bulletin module is used for the administrator to release news and bulletins for experts and visitors to browse; the review module is used for the administrator to issue the review tasks and setting the expert check and acceptance authority, the review tasks can be seen only by the experts selected by the administrator, and the server automatically sends a short message task prompt to the tuning experts, so that the experts can complete the review tasks on line in time; the summary report module is used for experts to report work summaries regularly and administrators to review and report the work summaries; the document data module is used for the administrator to upload the relevant document data for the expert to download and consult.

The cloud service-based expert information management platform of claim 1, wherein: the registration information base stores identity data and access data of visitors; the expert information base stores data such as expert filling information, resumes, access records, operation records, assessment results and the like; the news bulletin library stores all news bulletins and access record data released by the information management platform; the review library stores review task data, review expert data, review result data and access record data which are issued by the information management platform; the summary report library stores summary report data, indication result data and access data; the document database stores all papers, white papers and official document data and access data issued by the information management platform.
5. The expert information management method of the cloud service-based expert information management platform according to any one of claims 1 to 4, characterized by comprising the following steps:
(1) a user fills in registration information on a registration page, and logs in with the identity of a visitor after the registration is successful; the personnel responsible for the expert management work enter the management end and log in by the identity of the administrator or super administrator;
(2) a management end user adds, deletes, modifies, inquires and checks news bulletin in a news bulletin module, then submits the news bulletin to a super manager for examination and verification, and after the examination and the release, the user can check the news and the bulletin released by a home page of an expert information management platform after logging in a visitor end; the management background counts the reading amount and the access user of each news bulletin;
(3) when a user applies for adding into an expert database, expert information is filled in an expert declaration module at a visitor terminal, the expert declaration module is provided with a data verification module and is used for checking the content and format of the filled information one by one, and if the content and format of basic information filled in by the user are incorrect, the basic information cannot be input into the expert declaration module;
(4) the management background generates an expert resume according to the information filled by the user, and all management end users can check and download the expert resume online;
(5) the management end user checks the resume to be audited in the expert information management module, audits whether the qualification of the user meets the condition of the expert database, and if the qualification meets the condition, the audit is passed, and the information filled by the user and the resume generated by the background are automatically added to the expert database; if the condition is not met, rejecting the application; the server sends a short message to remind the user of the verification result;
(6) the management end user performs operations such as adding, deleting, importing, exporting, inquiring and the like on the expert information in the expert information management module; subdividing the research field of the experts, and dividing the experts into at least one field;
(7) the management end user adds and issues a review task in the review module, uploads accessories such as a review report and a review template and submits the review task, after the super administrator passes the review and issues, the expert receives a short message task prompt, logs in an expert information management platform, can check the review task, download the review report and the review template and submit the review result before the task deadline through the review module;
(8) the management end user checks the detail of the evaluation result on line in the evaluation module through the management end, and the management end user can download the evaluation result one by one or in batches;
(9) the management end user performs operations such as addition, deletion, modification, query and the like on the document data in the management end document data module, submits the document data to a super manager for examination and then releases the document data; the expert checks and downloads the document data on line in the document data module at the expert end, and the management background counts the reading amount and the access user of each record for the management end user to check;
(10) the expert fills in and uploads a summary report in a summary report module through an expert end; the management end user checks the details of the summary report on line, can download the summary report, and selects to pass or not to pass after the summary report is checked; the expert checks the auditing result through the expert end, and if the auditing result does not pass through the expert end, the expert needs to modify and submit the editing summary report again;
(11) and the information management platform automatically assesses the expert participation degree, removes unqualified assessment from the expert database and terminates the hiring.
6. The method of claim 5, wherein: in the step (1), a user enters a visitor end of an expert information management platform, and name, mobile phone number and password information are filled in a registration page; the super administrator has the authority to cover the operation authority of the administrator and additionally has the authority to check news bulletins, check and review tasks and check document data; when the password is forgotten, the password can be retrieved through the mobile phone number and the verification code.

The method of claim 5, wherein: in the step (3), when a user applies for adding into an expert database, basic information, an education background, a work experience, academic groups, social duties, and hosted projects and topics and main articles and works are filled in an expert declaration module of a visitor terminal, and an electronic version 1 inch photo is uploaded to a management terminal; the basic information comprises the necessary items such as name, gender, birth date, identification card number, academic position, title, job title, foreign language level, work unit, recommendation department, recommendation direction, professional field, mobile phone number, email and the like, and the optional items such as fixed-line phone, place of residence and the like; the education background comprises mandatory items such as time, colleges and universities, academic degrees and the like; the work experience comprises mandatory items such as time, work units, jobs and the like; the academic groups and the social duties comprise options such as time, duties and the like; the host project and topic comprise mandatory items such as time, project and topic names, project and topic contents and the like; the main articles and writings include time, article and writing names, publishers and other mandatory items;
the expert declaration module is provided with a data verification module and is used for checking the contents and formats of the filled information one by one, and if the contents and formats of the basic information filled by the user are incorrect, the basic information cannot be input into the expert declaration module.

The method of claim 7, wherein: in the step (6), the management end user subdivides the research field of the expert according to the recommendation direction, the professional field, the work experience, the hosted project and subject, and the main articles and works, and divides the expert into at least one field.

The method of claim 5, wherein: in the step (7), the management end user fills in the name of the evaluation task, the evaluation content, the task release time and the task deadline when adding the evaluation task; in the step (8), the management end user checks the details of the evaluation result on line in the evaluation module through the management end, wherein the details comprise the evaluation task name, the evaluation content, the reading amount, the access user, the completion amount, the evaluation opinion, the evaluation expert name, the submission time and the deadline.

The method of claim 5, wherein: in step (9), the management end user fills in the name and content when adding the literature, uploads the literature, and selects the category of the literature, wherein the category includes but is not limited to thesis, report, and bulletin; in the step (10), an expert fills in a summary report title and summary report contents in a summary report module through an expert end, and uploads a summary report word version; the management end user checks the summary report details on line, wherein the summary report details comprise a summary report title, summary report contents, submission time and an expert name; in the step (11), the assessment indexes comprise news bulletin access quantity, literature data access quantity, assessment distribution quantity, assessment completion quantity, submission report quantity and the like, each index is given weight, assessment scores are periodically given for managers to refer to, unqualified assessment is removed from the expert database, and hiring is stopped.
