the herbaceous plants are mostly dry products, the surfaces of the herbaceous plants are dry and fine, water is difficult to stretch into the herbaceous plants, the herbaceous plants are soaked for a proper time before boiling, the herbaceous plants can be softened, active ingredients are more easily dissolved out in the subsequent boiling process, however, unstable active ingredients in the herbaceous plants can be influenced by soaking for too long time, the leaf herbaceous plants are loose in texture compared with the root herbaceous plants, the soaking time and the boiling time of the leaf herbaceous plants are shorter than those of the root herbaceous plants, the root herbaceous plants are soaked for 6 hours through multiple tests, the best soaking effect can be achieved by soaking the leaf herbaceous plants for 3 hours, and the effect of the finished products is higher than that of finished products prepared by soaking for other times under the same boiling condition.
3) Pouring the mixture A obtained in the step 1) into a decocting pot, decocting for 3 hours, then pouring the mixture B, and continuously heating and decocting for 2 hours to obtain a plant extracting solution.
The boiling of overlength time causes the influence to unstable active ingredient easily, and wastes the unnecessary energy, causes the improvement of manufacturing cost, in this application, control root and fruit class herbaceous plant boils for 5 hours, and leaf class herbaceous plant soaks for 2 hours, when guaranteeing that the more soup that dissolves out of active ingredient, effective control manufacturing cost and production time are favorable to the industrial production.

4. The plant-active peptide hair conditioner of any one of claims 1 to 3, wherein said hair conditioner further comprises guar gum and carbomer.
5. A plant-active peptide hair conditioner according to claims 1 to 3, characterized in that said conditioner further comprises DMDM hydantoin.
6. A process for preparing a plant-active peptide hair conditioner according to claim 4, comprising the steps of:
1) weighing the tuber fleeceflower root, the turmeric, the soapberry, the lightyellow sophora root, the lucid ganoderma and the ligusticum chuanxiong hort according to the weight parts, filling the materials into a bag body, and soaking the bag body in deionized water for 6 hours to obtain a mixture A;
2) weighing cacumen Platycladi, folium Mori, and folium Ilicis according to weight parts, placing into another bag, and soaking in deionized water for 3 hr to obtain mixture B;

The method according to claim 6, further comprising the steps of: the addition amount of the deionized water in the step 1) is 6-10 times of the total weight of the fleece-flower root, the turmeric, the soapberry, the sophora flavescens, the lucid ganoderma and the ligusticum chuanxiong hort; the addition amount of the deionized water in the step 2) is 6-10 times of the total weight of the cacumen biotae, the mulberry leaves and the broadleaf holly leaves.
9. The method of claim 7, wherein step 3) further comprises the steps of: heating and decocting for 2 hr, taking out the bag, filtering to obtain filtrate, and sterilizing the filtrate to obtain plant extractive solution.
