The long-acting cosmetic foundation of any one of claims 1 to 3, consisting of the following components in weight percent: 4 to 8 percent of humectant, 20 to 25 percent of emollient, 0.5 to 1 percent of white chinlon oil, 1 to 2 percent of plant squalane, 4 to 6 percent of emulsifier, 1.5 to 2.5 percent of preservative, 0.5 to 1 percent of distearyl dimethyl ammonium hectorite, 1.5 to 2 percent of colorant, 8 to 12 percent of titanium dioxide, 1 to 3 percent of acrylic acid (ester)/polydimethylsiloxane copolymer, 1 to 2 percent of hydrogenated polycyclopentadiene, 1.5 to 3 percent of acrylic acid (ester)/ethylhexyl acrylate copolymer, 3 to 5 percent of silica, 1 to 2 percent of cellulose, 0.7 to 1.5 percent of magnesium sulfate, 0.05 to 0.2 percent of dipotassium glycyrrhizinate, 0.1 to 0.4 percent of allantoin and the balance of water.
5. The long acting cosmetic foundation of claim 4 wherein the humectant is 1, 3-butanediol.
6. The long-acting cosmetic powder base of claim 4 wherein the emollient consists of isononyl isononanoate and polydimethylsiloxane; preferably, the mass ratio of isononyl isononanoate to polydimethylsiloxane is 1: 1.

The long acting cosmetic powder base of claim 4 wherein the emulsifier consists of cetyl PEG/PPG-10/1 dimethicone, sorbitan isostearate, and PEG-10 dimethicone; preferably, the mass ratio of the cetyl PEG/PPG-10/1 polydimethylsiloxane to the sorbitan isostearate to the PEG-10 polydimethylsiloxane is 2-3: 1-1.5.
8. The long-acting cosmetic powder base of claim 4, wherein the preservative is comprised of p-hydroxyacetophenone, phenoxyethanol, and 1, 2-hexanediol; preferably, the mass ratio of the p-hydroxyacetophenone to the phenoxyethanol to the 1, 2-hexanediol is 0.6-1: 0.2-0.5: 0.7-1.
9. A method of preparing a long acting cosmetic powder base according to any one of claims 4 to 8, comprising the steps of:
(1) uniformly mixing disteardimonium hectorite, a coloring agent, titanium dioxide, silica and cellulose to obtain a mixture A;
(2) mixing an emulsifier, an emollient, an acrylic acid (ester)/polydimethylsiloxane copolymer, hydrogenated polycyclopentadiene, plant squalane and meadowfoam seed oil, heating to 70-75 ℃, homogenizing, adding the mixture A, continuing to homogenize to obtain a mixture B, and keeping the temperature for later use;
(3) mixing a humectant, a preservative, an acrylic acid (ester)/ethylhexyl acrylate copolymer, magnesium sulfate, dipotassium glycyrrhizinate, allantoin and water, heating to 70-75 ℃ for dissolution, uniformly stirring to obtain a mixture C, and keeping the temperature for later use;
(4) and adding the mixture C into the mixture B under stirring, emulsifying, cooling and discharging to obtain the long-acting makeup holding powder base solution.
