s3, controlling the drainage pipeline of the flood control block to be opened and controlling a first water drawing pump connected with the drainage pipeline to start and draw liquid in the drainage pipeline to be dispersed in a circulating pipeline arranged underground in a city through a pipeline diverter;
s4, controlling a liquid level measuring instrument arranged at an inner position of the flood control tank to start to obtain liquid height information in the flood control tank in real time, and analyzing whether liquid in the flood control tank is lower than a first preset height or not according to the liquid height information;
s5, if yes, controlling the fixing mechanism to drive the fixing bolt to completely contract and controlling the flood control reinforcing plate which is driven and connected by the telescopic mechanism to completely contract;
s6, acquiring weather information of the current city in real time and analyzing whether the current city is in dry weather for more than preset time in real time according to the weather information;
and S7, if so, controlling an electric one-way valve connected with the circulating pipeline and positioned in the drainage pipeline to start to seep the liquid in the circulating pipeline to the urban ground through the seepage port of the drainage pipeline.
2. The intelligent waterproof control method based on computer information technology as claimed in claim 1, wherein in S3, the method further comprises the following steps:
s30, if the flood control groove is identified to be arranged at the underground garage position, controlling a second water drawing pump arranged inside the flood control plate to start to draw liquid inside the flood control groove through a connected water drawing pipe;
and S31, controlling a drainage head arranged at the top end of the flood control plate and connected with a second water drawing pump to discharge the liquid drawn by the second water drawing pump to the outer area of the flood control reinforcing plate.

s300, controlling an ultrasonic ranging sensor arranged at the side position of the top end of the flood control plate to start to acquire accumulated water height information of an external area of the flood control plate in real time and analyzing whether the accumulated water height information exceeds a second preset height or not according to the accumulated water height information;
s301, if so, controlling a water outlet arranged at the bottom end of the flood control tank to open and discharge accumulated water in the flood control tank to an underground water storage bin through a water drainage pipeline, and controlling a first water suction pump arranged at the position of a first discharge port of the underground water storage bin to start and discharge the accumulated water to an adjacent river channel region through a connected water guide pipe.
