After the winding drum is installed, the transverse pipe 201 is horizontally placed on the driving riding wheel group 4 and the driven riding wheel group 5, and then the rotating arms 7 on one sides of the driving riding wheel group 4 and the driven riding wheel group 5 are respectively pressed down through the handles 701, so that the pressing wheels 13 are in contact with the top of the transverse pipe 201; the rotating arm 7 can play a role of stopping the rotating arm 7 through the matching of the ratchet wheel 9 and the pawl 8 when rotating, thereby avoiding the bouncing of the rotating arm 7 when the pressure spring 12 contracts.
