wherein the communication terminal does not receive the second sounding reference signal transmitted by the second transmission receiving point any more for a second given time after receiving the radio link failure message, and wherein the communication terminal resumes receiving the second sounding reference signal transmitted by the second transmission receiving point after the second given time.
6. The utility model provides a wisdom community management alarm system based on public information which characterized in that: the intelligent community management alarm system based on public information comprises:
a unit for collecting common information by the communication terminal;
means for receiving, by the communication terminal, a first sounding reference signal transmitted by a first transmission reception point while receiving, by the communication terminal, a second sounding reference signal transmitted by a second transmission reception point, wherein the communication terminal is maintaining an RRC connection with the first transmission reception point;
means for comparing, by the communication terminal, a received strength of the first sounding reference signal and a received strength of the second sounding reference signal;
means for transmitting, by the communication terminal, a handover request to the first transmission reception point if a difference between the reception strength of the first sounding reference signal and the reception strength of the second sounding reference signal is greater than 25% for a first given time and if the reception strength of the first sounding reference signal is smaller than the reception strength of the second sounding reference signal;
means for determining, by the first transmit receive point, whether to perform a handover in response to receiving the handover request;
means for forwarding, by the first transmission receiving point, the handover request to the second transmission receiving point if handover is determined to be performed.
7. The intelligent community management alarm system based on public information as claimed in claim 6, wherein: the intelligent community management alarm system based on public information comprises:
means for receiving, by the first transmission receiving point, MIB information and SIB information of the second transmission receiving point, the MIB information and SIB information being sent by the second transmission receiving point in response to receiving the handover request;
means for transmitting, by the first transmission reception point, a handover command to the communication terminal after receiving the MIB information and SIB information, wherein the handover command includes the MIB information and SIB information;
means for establishing, by the communication terminal, a communication connection with the second transmission reception point based on the MIB information and SIB information after the communication terminal receives the handover command;
a unit for transmitting, by the communication terminal, common information to the second transmission reception point, wherein the second transmission reception point transmits the common information to a community management center server;
wherein the MIB information and SIB information comprise at least a second transmission receiver point specific identification sequence and a frequency band used by the second transmission receiver point, and wherein the second transmission receiver point specific identification sequence is pre-generated, the second transmission receiver point specific identification sequence being stored in the second transmission receiver point.
8. The intelligent community management alarm system based on public information as claimed in claim 7, wherein: the intelligent community management alarm system based on public information comprises:
means for parsing the MIB information and SIB information to obtain the identification sequence specific to a second transmission receiver point and a frequency band used by the second transmission receiver point;
means for determining a second transmission receiver point based on the second transmission receiver point-specific identification sequence;
means for transmitting an RRC connection setup request message to the second transmission and reception point over a frequency band used by the second transmission and reception point;
means for receiving RRC connection setup confirmation information transmitted by the second transmission receiving point after receiving the RRC connection setup request message.

The intelligent community management alarm system based on public information as claimed in claim 8, wherein: after receiving the MIB information and SIB information, forwarding, by the first transmission reception point, data packets received by the first transmission reception point from the communication terminal to the second transmission reception point.
10. The intelligent community management alarm system based on public information as claimed in claim 9, wherein: the intelligent community management alarm system based on public information comprises:
means for transmitting, by the first transmission reception point, a radio link failure message to the communication terminal and disconnecting, by the first transmission reception point, an RRC connection with the communication terminal if it is determined not to perform handover;
wherein the communication terminal does not receive the second sounding reference signal transmitted by the second transmission receiving point any more for a second given time after receiving the radio link failure message, and wherein the communication terminal resumes receiving the second sounding reference signal transmitted by the second transmission receiving point after the second given time.
