The tensioning device 2 comprises a second frame 2-3 and a first rotary roller 2-1 and a second rotary roller 2-2 which are arranged on the second frame 2-3 through bearings. The first rotary roller 2-1 close to the cloth placing device 1 is higher than the second rotary roller 2-2, and the carbon cloth 4 is led out from the cloth placing device 1, firstly bypasses the top of the first rotary roller 2-1, and then is led out from the bottom of the second rotary roller 2-2 to the die 3-1 for winding.
