Description

Case planning method and device, electronic device, and storage medium
Technical Field
The present application relates to the field of computers, and in particular, to a case filing method and apparatus, an electronic device, and a non-transitory computer-readable storage medium.
Background
At present, various legal related litigation cases are increasing, and due to the limited manpower resources of the legal system, cases are treated in time with the increase of cases. Especially, in the case-setting stage before case-examination, a lot of manpower and time are consumed.
The conventional case filing process needs a judge to manually inquire a plurality of litigation information of different cases, and whether the litigation information is matched with the information of the party or not is manually compared, so that great inconvenience is brought to the judge, and the energy and time of the judge are greatly consumed. On one hand, the scheme causes the litigation cost of the party to be increased, on the other hand, the scheme greatly slows down the scheme efficiency of the case, causes a large amount of overstocked cases, and is too original and completely fails to progress with the development of science and technology.
In the prior art, in order to realize the electronization of the filing process, a filing system of case is appeared, in which the materials required for filing submitted by the party are scanned by a fixed scanning device of the case department of authority and then transferred to a fixed terminal device (for example, a computer) for the judge to view and operate.
However, this kind of filing system not only does not reduce the work of the judge, but also increases the burden. This is because the judge still needs to scan the file and transfer it to the terminal device manually, which is more time-consuming and labor-consuming than the original scheme procedure. Moreover, the judge viewing and reviewing the docket material on the terminal device does not save time and effort as compared to directly viewing paper.

FIG. 1 shows a flow chart of a case filing method according to an embodiment of the present application. As shown in fig. 1, the method 100 may include steps S110 to S130.
In step S110, case key information is extracted from the case file uploaded by the user. First, embodiments according to the present application allow a principal of a case or an agent thereof to upload proposal material in electronic form over a network. When a user (i.e., the party of a case or an agent thereof) uploads the filing material to the filing system or platform provided herein, the system or platform may extract critical information of the case. According to one embodiment of the present application, the critical information of a case may include: one or more of a prosecution identifier, an agent attorney identifier, a certificate identifier, information for an original, information for an addressee, information for an agent for an original, and litigation content information. How to extract the key information of the case will be described in detail below.
According to an embodiment of the present application, after a user logs in a filing system or platform provided by the present application through a network (e.g., internet or local area network, even mobile internet), a filing file can be uploaded to the system or platform, and during the uploading of the filing file, the user is further required to fill in case key information in an interactive interface, for example, indicating which file is a prose, which file is an agent submission, which file is a certificate copy, and further, for example, fill in original information, reported information, original agent information, litigation content information, and the like. The case key information filled by the user can be transmitted to the filing system or platform as a single file, or can be bound to the corresponding file as additional information, for example, binding the prosecution identifier to the prosecution file, binding the proxy principal identifier to the proxy principal file, binding the certificate identifier to the certificate copy file, so as to be extracted by the filing system or platform.
According to another embodiment of the present application, the filing system or platform may utilize Character Recognition technology (e.g., OCR (Optical Character Recognition)) to extract case key information from the filing file uploaded by the user, which may simplify the operation of the user in submitting the filing information. For example, the filing system or platform may utilize character recognition techniques to extract textual information from a filing document uploaded by a user to confirm whether the document uploaded by the user contains a prosecution, an agent order, and/or a copy of a certificate. In addition, one or more of the original information, the reported information, the information of the original agent and the litigation content information can be extracted by using the character recognition technology.
In step S120, the case key information is processed according to a preset case setting rule. In the filing system or platform according to the present application, a filing rule can be preset for determining whether the filing document uploaded by the user meets the relevant regulations and requirements and can grant the filing. The filing rules may be pre-set in the filing system or platform by a judge or operator according to relevant regulations and requirements, and may be modified or adjusted by the judge or operator according to changes in laws or relevant regulations. As for the preset protocol rule, details will be described below.
In step S130, the plan presentation information is generated based on the processing result in step S120. If the processing result in step S120 shows that the user uploaded the filing document in compliance with the preset filing rule, and the filing should be granted, the filing system or platform according to the present application will generate a prompt message indicating that the filing is granted, so as to be viewed by the judge, the system operator, the party and/or the agent thereof. On the contrary, if the processing result of step S120 shows that the user uploaded the filing document does not conform to the preset filing rule, then the filing should not be filed, and the filing system or platform according to the present application will generate a prompt message indicating that the filing should not be filed for the judge, the system operator, the party and/or the agent thereof to view. In addition, the prompt message may also include information indicating the reason for the non-proposal, such as the lack of a prosecution, inconsistency between the original message and the certificate copy, etc., for subsequent communication and/or processing by the judge, system operator, principal and/or agent thereof.
Therefore, according to the case filing method, the case information in the case file is automatically extracted and processed according to the case filing rule, the workload of court system workers such as a judge can be greatly reduced, the situation file is prevented from being analyzed and judged manually, the manpower resource of a court system is saved, the judgment error caused by manual negligence can be avoided, and the case handling efficiency and accuracy are improved. The method and the system allow a user to upload the proposal file in an electronic form through a network (such as the Internet or a local area network, even a mobile Internet), are convenient for both parties and personnel handling the proposal, and can save time and funds of both parties.
According to the case filing method, the case can be realized by using a host or a server arranged in a court or a specific place as a filing system or a platform, and can also be realized by using a cloud terminal as long as a user can access the case through a network.
According to an embodiment of the present application, the preset filing rule may include a preset content identification rule. For example, the filing document should contain a content such as a prosecution book and a certificate copy material, and if a lawyer or an agent is requested, an agent submission book. The content recognition rules then define at least which file content should be included in the proposal file. In step S120, it may be determined whether the extracted case key information includes a prosecution identifier, an agent committee identifier and/or a certificate identifier according to a preset content identification rule. As described in the above embodiments, some of the documentation uploaded by the user may have an identifier, such as a prosecution identifier, an agent letter identifier, or a certificate identifier. Then it can be determined directly according to the identifiers whether the file content required by the preset content identification rule is included in the project file uploaded by the user. On the other hand, if the record file uploaded by the user is not bound with the identifier, the character recognition technology such as OCR can be used to extract the character information in the record file, and then the character comparison is performed, so as to determine whether the record file uploaded by the user contains the file content required by the preset content recognition rule.
According to another embodiment of the present application, the preset filing rule may include a preset information analysis rule. For example, the case file should contain information on the original report, the information on the reported subject, and the information on the litigant content, and if a lawyer or an agent is requested, information on the original report agent. In step S120, it is determined whether the case key information includes the original information, the reported information, the information of the original agent, and/or the litigation content information according to a preset information analysis rule. As described in the above embodiment, if there is a separate file containing the original information, the reported information, the information of the original agent, and/or the litigation content information in the case file uploaded by the user, the information can be confirmed directly from the file. On the other hand, if the project file uploaded by the user does not contain such a separate file, the text information in the project file can be extracted by using a character recognition technology such as OCR, and then text comparison is performed, so as to determine whether the project file uploaded by the user contains the information required by the preset information analysis rule.
According to another embodiment of the present invention, the preset filing rule may include a preset information comparison rule. For example, in a filing document, the original information in the prosecution book should be consistent with the information in the certificate copy file, and if a lawyer or agent is committed, the agent information in the agent committee should be consistent with the information in the certificate copy file. In step S120, the consistency between the certificate information and the original information, the defended information, the agent letter information and/or the original agent information in the case key information can be determined according to the preset information comparison rule. As described in the above embodiments, in a proposal file uploaded by a user, if there is a separate file containing the original information, the reported information, and/or the agent information, these information in the file can be compared with information extracted from a document copy file using character recognition techniques such as OCR. On the other hand, if the proposal document uploaded by the user does not contain such a separate document, information such as original information can be recognized from the prosecution of the proposal document using a character recognition technique such as OCR and compared with information extracted from the document copy document using a character recognition technique such as OCR.
The aforementioned filing rules, such as the preset content identification rule, the information analysis rule, and the information comparison rule, may be stored in advance in a filing system or platform as a rule engine unit.
FIG. 2 shows a flow chart of a case filing method according to another embodiment of the present application. As shown in fig. 2, the method 100 may further include a step S115 in addition to the steps S110 to S130. For the sake of brevity, only the differences of the embodiment shown in fig. 2 from fig. 1 will be described below, and detailed descriptions of the same parts will be omitted.
In step S115, a preset program or code is called to obtain a preset filing rule. In a filing system or platform according to the present application, filing rules may be set in the form of a pre-handler, a default handler, or adjustable dynamic program code for invocation. Also, the pre-handlers, default handlers, or dynamic program code may be modifiable or adjustable so that a judge or system operator may modify or adjust the filing rules in response to changes in legal or related regulations.
FIG. 3 shows a flow chart of a case filing method according to another embodiment of the present application. As shown in fig. 3, the method 100 may further include steps S102, S104, and S106 in addition to steps S110 to S130. For the sake of brevity, only the differences of the embodiment shown in fig. 3 from fig. 1 will be described below, and detailed descriptions of the same parts will be omitted.
In step S102, the project file uploaded by the user is stored in a preset database. In the filing system or platform provided by the application, a database for storing filing files can be preset, and the data organization form in the database is designed according to the characteristics of the filing files. When the system receives the proposal file uploaded by the user, the proposal file can be stored in a preset database.
In step S104, a hash code corresponding to the proposal file is generated. After the proposal file is stored in the database, a hash code corresponding to the proposal file may be generated. Subsequently, in step S106, the storage address of the proposal file and the corresponding hash code are recorded in a preset hash table. Therefore, the storage address of a certain scheme file can be conveniently and quickly searched from the hash table, and the calling and processing are convenient.
FIG. 4 shows a flow chart of a case filing method according to another embodiment of the present application. As shown in fig. 4, the method 100 may further include steps S107 and S109 in addition to steps S102 to S130. For the sake of brevity, only the differences of the embodiment shown in fig. 4 from fig. 3 will be described below, and detailed descriptions of the same parts will be omitted.
In step S107, the storage address of the proposal file is searched for in a preset hash table by using the hash code corresponding to the proposal file. Subsequently, in step S109, the proposal file is acquired in the database storing the proposal file according to the found storage address. Therefore, the scheme file can be quickly searched and acquired by utilizing the corresponding relation in the hash table, and the subsequent processing is carried out.
