The high-grade electric energy meter is a cost control electric energy meter which meets the national grid company standard. Compared with low-end electric energy meters, the electric energy meter has the advantages of stronger function, higher safety and more communication means. The prepayment electric energy meter (low-grade electric energy meter) is only a single-rate electric energy meter, and has no rate electricity price, step electricity price, electricity price in the rich and low water period, no multi-month settlement electric quantity record and no event record. The cost control electric energy meter (high-grade electric energy meter) has the functions; the data encryption of the communication process of the prepayment electric energy meter is carried out by software in a CPU, the fee control electric energy meter is carried out by an ESAM chip which is specially responsible for encryption and decryption in the electric energy meter, and a secret key and an encryption algorithm of the fee control electric energy meter are independent of a program, so that the safety is higher; the charge control electric energy meter is provided with an RS485 infrared communication interface as a prepayment electric energy meter, and is also provided with a modularized communication interface. The modularized communication interface can be plugged with different carrier modules and wireless communication modules according to needs so as to realize the centralized collection of regional electric energy meter information.

wherein, the charging card electricity-selling system comprises a charging card, an electricity-selling computer, a card reading-writing module and an electric energy meter, and completes the electricity charging and selling process by the cooperation of electricity-selling software and the modules,
the remote electricity selling system comprises a cloud server, electricity selling software, a network encryption machine and an electric energy meter; the cloud server is connected with the electricity selling computer and the network encryption machine, and the electric energy meter is downloaded with the private key;
the electricity selling system comprises a key management platform, wherein the key management platform comprises a master control UKEY, a key UKEY and a user UKEY;
the master control UKEY is used for issuing a user UKEY and a key UKEY;
the user UKEY is used for encrypting data of a terminal user and authorizing a terminal electricity selling end;
the key UKEY is responsible for downloading or recovering the key of the electric energy meter of the electricity selling system;
the charging card electricity selling system is divided into a single machine version and a network version, wherein the single machine version charging card electricity selling system reads a user UKEY by using an electric energy meter;
the network version charging card electricity selling system uses an electricity selling computer to read the UKEY of the user in a matching way.
2. The scalable modular electricity vending system of claim 1, wherein: the UKEY of the user in the charging card electricity selling system is a physical form card used for storing user information and charging balance,
and the user UKEY in the remote electricity selling system is a network version user UKEY and is communicated through remote acquisition.
3. The expandable modular electricity selling system and the using method thereof according to claim 1, wherein: the use method of the electricity selling system in communication connection with the electric energy meter comprises the following steps:
s1: downloading a key to the electric energy meter through the key UKEY issued by the master control UKEY;
s2: the user UKEY issued by the user through the master control UKEY carries out remote parameter read-write encryption on electricity selling software or an electricity selling computer, and data of a local read-write card is encrypted;
s3: the electricity selling software or the electricity selling computer writes the encrypted data into the electric energy meter;
s4: and the electric energy meter decrypts the data and writes the data into the electric energy meter.
4. The expandable modular electricity selling system and the using method thereof according to claim 3, wherein the expandable modular electricity selling system comprises: the method for downloading the key for the electric energy meter by the key UKEY in the step S1 comprises the following steps:
s11: the key UKEY is accessed into a computer, and the electric energy meter is connected with the computer through an adapter;
s12: the method comprises the steps that the computer uses electric energy meter secret key downloading software to obtain a communication address of the electric energy meter through a converter;
s13: then communicating with a secret key UKEY to obtain an authentication ciphertext, a random number and a dispersion factor;
s14: then, performing public key identity authentication on the electric energy meter according to a protocol;
s15: the electric energy meter key downloads software to determine whether the authentication is passed or not;
s17: after passing, communicating with a secret key UKEY to obtain a private key;
s18: and then the private key is issued to the electric energy meter through the converter.

The expandable modular electricity selling system and the using method thereof according to claim 3, wherein the expandable modular electricity selling system comprises: the method for encrypting the read-write of the electricity selling software or the electricity selling computer to the electricity selling card in the step S2 comprises the following steps:
s21: (single-machine charging card electricity selling system) inserts user UKEY into computer, charging card is connected with computer through card reader/writer;
s22: (network version charging card electricity selling system) the charging card is connected with the computer through the card reader-writer, and the computer is connected with the network encryption machine through the cloud server;
s23: transmitting data to be written into a user UKEY (or a network encryption machine) and returning encrypted data;
s24: and writing the encrypted data into the charging card.

The expandable modular electricity selling system and the using method thereof according to claim 3, wherein the expandable modular electricity selling system comprises: the encryption method for remotely writing data into the electric energy meter by the electricity selling software in the remote electricity selling system in the step S3 comprises the following steps:
s31: the power selling computer is connected with the cloud server, and the network encryption machine is also connected with the cloud server;
s32: transmitting the data to be written into a network encryption machine, and returning the encrypted data;
s33: and writing the encrypted data into the electric energy meter through the remote communication system.
7. The scalable modular electricity vending system of claim 1, wherein: the electric energy meter is divided into a low-grade electric energy meter and a high-grade electric energy meter,
the low-grade electric energy meter is a prepayment electric energy meter, and the electric energy meter state information of the low-grade electric energy meter comprises a local account opening state, a remote account opening state, an electricity protection state, an arrearage state, an overdraft state, an available credit amount state, an alarm amount state, a card insertion state when the electric charge is 0, a three-phase voltage open-phase state and an electric brake state.
