In the embodiment of the invention, a first device sends a distribution strategy to a second device, wherein the distribution strategy comprises a default access instruction and a routing rule; and the first equipment receives and stores the confirmed shunting strategy returned by the second equipment aiming at the shunting strategy, and transmits the data stream based on the confirmed shunting strategy. Therefore, when the data stream splitting strategy is updated, a routing rule which can be accepted by both sides can be obtained through negotiation between the network side and the UE, the data stream transmission efficiency is improved, and the problems that in the prior art, the method for switching the data stream initiated by the UE is low in applicability, the network side cannot control and manage the UE, and user experience is reduced are solved.

Detailed Description
By adopting the technical scheme of the invention, after the first equipment generates the new shunting strategy, the generated new shunting strategy is sent to the second equipment, after the second equipment confirms and stores the generated new shunting strategy, the confirmed shunting strategy is returned to the first equipment, and after the first equipment stores the confirmed shunting strategy, the first equipment and the second equipment transmit data streams based on the confirmed shunting strategy.
In the embodiment of the present invention, the offloading policy includes at least one of a routing rule and a default access instruction, where the default access instruction is that when a data flow is matched, if a corresponding routing rule is not found in all routing rules stored locally and the data flow is matched, an access technology specified in the default access instruction is selected to transmit the data flow, and if the default access instruction may take a value of 3GPP, WLAN, or the like.
The embodiment of the invention provides an extended routing rule, which comprises the following steps: the method comprises the steps of route access technology, flow description information, negotiation indication and first routing rule identification information, wherein the first routing rule identification information is at least one of a rule name and rule priority. Optionally, the routing rule may further include a route access technology priority. In this embodiment, only the routing rule including the routing access technology, the flow description information, the negotiation indication, the rule name, and the rule priority is taken as an example, and refer to table 1.

When selecting an access technology to transmit a data stream, the access technology used for transmitting the data stream may be determined according to the routing rule in table 1.
Specifically, the characteristics of the received data stream are acquired, matching is performed according to the acquired characteristics of the data stream and the stream description information of the locally stored routing rule, and the routing rule containing the stream description information corresponding to the characteristics of the data stream is used as an alternative routing rule;
when the number of the obtained alternative routing rules is 0, selecting a routing access technology set in a default access instruction stored locally to transmit the data stream;
when the number of the obtained alternative routing rules is 1, directly selecting a routing access technology contained in the routing rules to transmit the data stream;
when the number of the obtained alternative routing rules is greater than 1, the routing rule with the highest rule priority in the alternative routing rules may be selected as the target routing rule, and the routing access technology included in the target routing rule is selected to transmit the data stream.
For example, also taking the routing rule in table 1 as an example, if the UE receives a data flow whose characteristic of the data flow is data flow description information 1, the UE may retrieve a routing rule with a rule name of 1 from the locally stored routing rules, and transmit the data flow according to the routing access technology 3GPP specified in the routing rule.
The embodiment of the invention also provides another extended routing rule, which comprises the following steps: the routing method includes the steps of routing access technology, flow description information, routing access technology indication and second routing rule identification information, wherein the second routing rule identification information is at least one of a rule name and rule priority. In this embodiment, for example, the routing rule includes a routing access technology, flow description information, a rule name, a routing access technology indication, and a rule priority, as shown in table 2.

The rule name, the routing access technology, the rule priority, and the flow description information are the same as those in the first extended routing rule, and are not described herein again.
In the first extended routing rule provided in the embodiment of the present invention, negotiation of the routing rule is implemented by setting a negotiation instruction, and in the second extended routing rule provided in the embodiment of the present invention, negotiation of the routing rule is implemented by a routing access technology instruction.
The routing access technology indication embodies whether the routing access technology is allowed to be used or forbidden to be used, the routing access technology indication is used for identifying the use permission of the routing access technology in the routing rule, when the routing access technology indication value is a forbidden value, the routing access technology in the routing rule is forbidden to be used, and when the routing access technology indication value is an allowed value, the routing access technology in the routing rule is allowed to be used; and when the routing access technology indication value is a forbidden value, the routing rule to which the routing access technology indication belongs is a routing rule forbidden to negotiate. The rule priority of the routing rule corresponding to the forbidden value indicated by the routing access technology is higher than the rule priority of the routing rule corresponding to the allowed value indicated by the routing access technology. In particular, when the routing access technology indicates as allowed, data flows indicating matching upstream description information may be transmitted using the access technology indicated in the routing access technology. Conversely, when the routing access technology indication is forbidden, the data flow matching the upstream description information is forbidden to be transmitted by using the access technology indicated in the routing access technology. In this embodiment, still taking the boolean value as an example, when the value is 1, it indicates that transmission using the corresponding routing access technology is allowed, and when the value is 0, it indicates that transmission using the routing access technology is prohibited. In addition, when the value is 0, the UE must strictly comply with the policy indication, and prohibit transmission of a matching data stream on the corresponding access technology, that is, the policy cannot be modified by the UE, so as to prohibit negotiation of the policy. Conversely, if the value is 1, the UE may also select another access technology to transmit the matching data stream, so as to allow the policy negotiation.
And when the routing access technology indication value is a forbidden value, the routing rule to which the routing access technology indication belongs is a routing rule forbidden to negotiate.
Further, if the received data flow is matched with the negotiation-prohibited routing rule whose routing access technology indication value is 0, other routing access technologies except the routing access technology included in the negotiation-prohibited routing rule are selected to transmit the data flow. The UE cannot modify the negotiation-prohibited routing rule, and may modify other routing rules except the negotiation-permitted routing rule whose value indicated by the routing access technology is 1, that is, the UE must transmit the data stream by using other routing access technologies except the routing access technology specified in the negotiation-prohibited routing rule, may transmit the data stream by using the routing access technology specified in the negotiation-permitted routing rule, and may also transmit the data stream by using other routing access technologies except the routing access technology specified in the negotiation-permitted routing rule.
When selecting an access technology to transmit a data stream, the access technology used for transmitting the data stream may be determined according to the routing rule in table 2.
Specifically, the characteristics of the received data stream are acquired, matching is performed according to the acquired characteristics of the data stream and the stream description information of the locally stored routing rule, and the routing rule containing the stream description information corresponding to the characteristics of the data stream is used as an alternative routing rule;
when the number of the obtained alternative routing rules is 0, selecting a routing access technology set in a default access instruction stored locally to transmit the data stream;
when the number of the alternative routing rules is 1 and the routing access technology is indicated to be a non-specified value 0, transmitting the data stream according to the routing access technology contained in the alternative routing rules, and if the device receiving the data stream is the UE, the UE can also transmit the data stream by using other routing access technologies;
when the number of the alternative routing rules is 1 and the routing access technology is indicated to be a designated numerical value 0, that is, the alternative routing rules are the routing rules prohibited from negotiation, selecting the routing access technology except the routing access technology included in the prohibited routing rules to transmit the data stream;
when the number of the alternative routing rules is greater than 1, the routing rule with the highest rule priority can be selected from the alternative routing rules as a target routing rule, and the data stream is transmitted according to the routing access technology contained in the target routing rule.
Generally, the rule priority of the routing rule for which negotiation is prohibited may be set higher than the rule priority of the routing rule for which negotiation is permitted, that is, the rule priority of the routing rule for which the routing access technology indicates a prohibited value is higher than the rule priority of the routing rule for which the routing access technology indicates an allowable value.
The embodiment of the present invention provides a method for negotiating a offloading policy, which is applicable to a UE and a network device, such as a P-GW, for processing a data offloading service.
Referring to fig. 1, a specific processing flow of a method for negotiating a offloading policy provided in an embodiment of the present invention includes:
step 101: the first device sends a offloading policy to the second device, wherein the offloading policy comprises at least one of the following default access indication and at least one routing rule.
The classification policy sent by the first device is generally a classification policy generated by the first device.
The offloading policy generated by the first device may include a newly established offloading policy and a new offloading policy obtained by modifying an original offloading policy.
The first device is a device that performs data stream transmission according to a offloading policy, and specifically may be a core network device (such as a P-GW) or a UE, and in this embodiment, only the first device is taken as the P-GW or the UE as an example.
Similarly, the second device is also a device that performs data stream transmission according to the offloading policy, and since the first device performs routing rule negotiation with the second device, when the first device is a core network device, the second device is a UE; and when the first equipment is the UE, the second equipment is core network equipment.
Since the first device may be a core network device or a UE, the first device generates the offloading policy, which includes two ways:
the first mode is as follows: when the first device is a core network device, the first device generates or modifies at least one routing rule as a offloading policy according to at least one of received rule information (e.g., a PCC rule sent by a PCRF, or UE sending indication information, etc.), local configuration information, and a current network state; or
The second mode is as follows: when the first device is a UE, the first device generates or modifies at least one of at least one routing rule and a default access indication as a offloading policy according to at least one of its configuration information and a current network state.
Specifically, when the first device is a core network device, for example, when the first device is a P-GW, the P-GW may determine to create or modify a routing rule based on at least one of rule information (e.g., PCC rules) issued by the PCRF, indication information (e.g., a default access indication sent by the UE), local configuration information, and a current network state, where the information includes, for example, that some data flows must be transmitted through a 3GPP network, and the current network state includes, for example, that the 3GPP network is clear, a non-3 GPP network fault or a signal quality is poor.
And when the second device is a UE, its own configuration information, such as the specific application set in the UE by the user, selects which access technology. When the UE runs in the application, a routing rule is generated or modified according to the self configuration information and the current network state.
In this embodiment, two new extended routing rule forms are defined, such as the extended routing rules in tables 1 and 2 above:
in a first form: the routing rule generated by the first device comprises: the method comprises the steps of routing access technology, flow description information, negotiation indication and first routing rule identification information, wherein the first routing rule identification information is at least one of a rule name and rule priority;
in a second form: the routing rule generated by the first device comprises: the routing method includes the steps of routing access technology, flow description information, routing access technology indication and second routing rule identification information, wherein the second routing rule identification information is at least one of rule name and rule priority.
In order to better implement the effect of routing rule negotiation, in this embodiment, only the routing rule including the routing access technology, the flow description information, the negotiation indication, the rule name, and the rule priority is taken as an example in the first form; and only the routing rules of the second form, including route access technology, flow description information, rule name, route access technology indication, and rule priority, are exemplified.
When the routing rule includes: when the negotiation indication is taken as the negotiation-allowed identification, the UE is indicated to select the routing access technology or other access technologies in the routing rule; when the negotiation indication value is the negotiation forbidding identification, indicating that the UE selects the routing access technology in the routing rule; alternatively, the first and second liquid crystal display panels may be,
when the routing rule includes: when the route access technology, the flow description information, the route access technology indication and the second route rule identification information are used, the route access technology indication is used for identifying the use permission of the route access technology in the route rule and takes the value as a forbidden value or an allowable value, and when the route access technology indication takes the value as the forbidden value, the route access technology in the route rule is forbidden to use; or, when the routing access technology indication takes on the allowed value, the routing access technology in the routing rule is allowed to be used.

The rule priority of the routing rule corresponding to the forbidden value indicated by the routing access technology is higher than the rule priority of the routing rule corresponding to the allowed value indicated by the routing access technology.
When the first device is UE, the negotiation indication in the routing rule generated by the first device is null; or
The route access technology indication contained in the routing rule generated by the first device is equal to the allowed value.
Specifically, when the first device is a core network device (e.g., P-GW), the offloading policy generated or modified by the first device is a routing rule, and the first device sends the offloading policy to the second device, including:
the first equipment transmits the routing rule carried by the bearer update request or the bearer new establishment request to the MME; after receiving the routing rule, the MME transmits a Non Access Stratum (NAS) message carrying the routing rule to the second device; or alternatively
The first device carries the routing rule in a bearer update request or a bearer new establishment request and transmits the routing rule to a Trusted Access Gateway (TWAG); after receiving the routing rule, the TWAG carries the routing rule in a designated wlan control plane protocol WLCP message and transmits the WLCP message to the second device; or
The first device carries the routing rule in a bearer update request or a bearer new request and transmits the bearer update request or the bearer new request to an untrusted access Gateway (ePDG), so that after receiving the routing rule, the ePDG carries the routing rule in a network Key agreement protocol (Internet Key Exchange version 2, IKEv2) message and transmits the message to the second device; or

Wherein the designated WLCP message includes: WLCP NB _ IFOM Request/Response message, WLCP Create Bearer Request/Response, WLCP Update Bearer Request/Response, etc. If the generated routing rule is sent to the UE from a non-3 GPP side (e.g., a TWAN network), a message between a Trusted WLAN Access Network (TWAN) and the UE needs to be defined as a formulated signaling message, for example, a WLCP NB _ IFOM Request/Response message is defined, and then the message carries the generated routing rule and is sent to the UE.
The bearer update request or the bearer new establishment request may transmit the routing rule in the following forms:
first, the first device adds a routing rule as a new parameter to the bearer update request or the bearer new establishment request for transmission.
And secondly, the first equipment adds the routing rule to the bearer context in the bearer updating request or the bearer new establishment request for transmission.
Thirdly, the first device adds the routing rule to a Protocol Configuration Option (PCO) in the bearer update request or the bearer new establishment request for transmission.
NAS messages transport routing rules in two ways:
first, the first device causes the MME to add the routing rule as a new parameter to the NAS message for transmission, i.e. the routing rule may be delivered as a separate parameter in the NAS message.
Second, the first device causes the MME to add the routing rule to the PCO in the NAS message for transmission.
Preferably, after the routing rule is transmitted to the MME in the PCO stored in the bearer update request or the bearer new request, the MME continues to store the routing rule in the PCO in the NAS message for delivery.
Specifically, when the first device is a UE, the offloading policy generated by the first device includes at least one of a routing rule and a default access instruction, and the first device sends the generated offloading policy to the second device, including:
when the offloading policy at least comprises the routing rule, the first device sends the offloading policy to the MME by carrying the offloading policy in the NAS message, so that the MME carries the offloading policy in the bearer resource command after receiving the offloading policy and sends the bearer resource command to the second device; or
When the shunting policy is a default access indication, the first device sends the generated default access indication carried with NAS information to the MME, so that after the MME receives the default access indication, the default access indication carried with a session new request is sent to the second device; or, the first device sends the WLCP PDN connection request carried with the default access instruction to the TWAG, so that after receiving the default access instruction, the TWAG sends the session new request carried with the default access instruction to the second device; or, the first device carries the default access instruction in a network Key Exchange version 2 (IKEv 2) message and sends the message to an untrusted access Gateway (ePDG), so that the ePDG carries the default access instruction in a session new request and sends the session new request to the second device after receiving the default access instruction.
When the offloading policy includes the routing rule, the first device adds the offloading policy as a new parameter to the NAS message and sends the new parameter, or the first device adds the offloading policy to the PCO in the NAS message and sends the new parameter, that is, the offloading policy may be transmitted in the NAS message as an individual parameter or may be stored in the PCO in the NAS message and transmitted.
When the offloading policy is a default access indication, carrying the default access indication in an NAS message, a session new request, or a WLCP PDN connection request, and sending the default access indication includes: adding the default access instruction into a PCO (packet control over Ethernet) in an NAS message, a session new establishment request or a WLCP (wireless local area network) PDN (packet data network) connection request and sending the default access instruction; the default access indication is carried in an IKEv2 message and sent, and the method comprises the following steps: the default access indication is sent as a new parameter added to the IKEv2 message.
Step 102: and the first equipment receives and stores the confirmed shunting strategy returned by the second equipment aiming at the shunting strategy, and transmits the data stream based on the confirmed shunting strategy.
Specifically, when the first device is a core network device, the offloading policy generated by the first device is a routing rule, and therefore, the determined offloading policy is the determined routing rule, and the receiving, by the first device, the determined offloading policy returned by the second device includes:

In this way, after receiving the routing rule generated by the UE, the network side confirms the routing rule, that is, when the network side does not allow a certain routing access technology to transmit a certain data stream, the network side forcibly modifies the corresponding routing rule, and sets the modified updated routing rule as the routing rule that prohibits the UE from modifying again, and the UE must perform data stream transmission according to the rule of the routing rule.

The P-GW generates a new routing rule, such as the first extended routing rule or the second extended routing rule provided in the above embodiments. The number of the new routing rules generated by the P-GW may be 1 or more.
The bearer update procedure may be triggered on the 3GPP side, may also be triggered on the non-3 GPP side, or may be triggered on both the 3GPP side and the non-3 GPP side.
Step 303: and the P-GW sends an Update Bearer Request message to the S-GW at the 3GPP side, wherein the Update Bearer Request carries a new routing rule generated by the P-GW.
In the embodiment of the present invention, the routing rule is not limited to be transmitted through a newly added parameter in the Update Bearer Request message, the routing rule may also be transmitted through a Bearer context in the Update Bearer Request message, and may also be transmitted through a Protocol Configuration Option (PCO) in the Update Bearer Request message. In this embodiment, only the routing rule is transmitted through the Update Bearer Request as an example.
Step 304: and the S-GW sends the routing rule to the MME through the Update Bearer Request.
Step 305: and the MME transmits the routing rule to a base station eNB through a Downlink NAS transport message transmitted by a Downlink non-access stratum. The NAS message in the Downlink NAS transport message carries the routing rule, but the routing rule may be, but is not limited to, stored in the NAS message as a newly added parameter, and may also be stored in a PCO in the NAS message.

For the first extended routing rule provided in the embodiment of the present invention, the UE may modify a negotiation indication included in the routing rule into a routing rule allowing negotiation of an identifier; for the second extended routing rule provided in the embodiment of the present invention, the UE may modify the routing rule whose routing access technology indication is a non-specified value (non-prohibited routing rule).
The UE may modify the routing rule that can be modified according to at least one of its configuration information and a current network state, and generally, the UE modifies a routing access technology in the routing rule to an access technology selected by the UE, such as 3GPP or WLAN. For the routing rule which does not need to be modified or can not be modified, the UE keeps the original routing table entry unchanged.
And after the UE confirms that the routing is finished, the updated routing rules including the routing rules which are maintained unchanged and the routing rules which are modified are sent to the network side.
For example, the UE receives 10 routing rules, modifies 2 routing rules according to its configuration, and finally the updated routing rules of the UE are 8 routing rules that remain unchanged and 2 modified routing rules, and the UE sends the 10 updated routing rules to the network side.
When the UE sends the routing rule that remains unchanged to the network side, the UE may also return an identifier corresponding to the routing rule that remains unchanged to the network side, so as to save network resources.
Step 308: and the eNB receives the updated routing rule and transmits the updated routing rule to the MME through an Uplink NAS Transport message transmitted by an Uplink non-access stratum.
In the embodiment of the present invention, the updated routing rule is transmitted as a separate parameter in the NAS message in the Uplink NAS Transport message or transmitted by the PCO message in the NAS message.
Step 309: and after receiving the updated routing rule, the MME sends the updated routing rule to the S-GW by sending a Bearer Update Response (Update Bearer Response) message.

For a certain data flow, the updated routing rule indicates that it is transmitted at the 3GPP side, but no Bearer at the current 3GPP side can be used to transmit the data flow, the P-GW initiates a Bearer resource creation or Bearer resource Update procedure at the 3GPP side, that is, sends a Bearer creation Request message or Update Bearer Request to the S-GW and the MME for creating or modifying a dedicated Bearer, the specific operation is the same as the existing procedure, and details are not repeated here.
If an updated routing rule indicates that a certain data flow is transmitted at a non-3 GPP side, but a current 3GPP side has a dedicated Bearer corresponding to the data flow, the P-GW initiates a Bearer resource new establishment flow or a Bearer update flow at the non-3 GGP, and then deletes the dedicated Bearer corresponding to the 3GPP, that is, sends a Bearer deletion Request Delete Request message to the S-GW and the MME to Delete the dedicated Bearer, which is the same as the current flow for specific operations, and is not described herein again.
The embodiment 1 is applicable to a network architecture for interworking between 3GPP and non-3 GPP networks, however, the embodiment of the present invention may also be applicable to an architecture for interworking between 2/3G networks and non-3 GPP networks, and in this architecture, a new routing rule generated by the P-GW may be sent to the UE through a Packet Data Protocol (PDP) context modification request.
The embodiment of the invention can send a new routing rule to the UE from the 3GPP side and can also send a new routing rule to the UE from the non-3 GPP side, and in this case, a specified signaling message is required to transmit the routing rule. For example, if the routing rule is sent to the UE from the non-3 GPP side, a new message between the TWAN and the UE needs to be defined for interaction, for example, a WLCP NB _ IFOM Request/Response message is defined, and the routing rule is carried in the message.
It should be noted that: all procedures involving extended routing rule transmissions require that the protocol be enhanced by extensions to support extended routing rule transmissions.
In example 2, another routing rule negotiation mechanism initiated by the network side is further provided in the embodiments of the present invention, where the network side performs routing rule negotiation with the UE through a bearer resource new establishment procedure or a bearer update procedure, and as shown in fig. 4, the specific routing rule negotiation procedure is as follows:
first, the UE accesses a PDN connection from both a 3GPP network and a non-3 GPP network, i.e., TWAN.
Step 401: the hPCRF initiates an IP-CAN Session Modification procedure, modifies parameters of certain data flows, such as changing the access technology of a certain data flow from 3GPP to non-3 GPP, and generates a new routing rule.
The P-GW determines to create or modify a routing rule based on at least one of rule information (such as PCC rules and the like) issued by the PCRF, local configuration information, a current network state, and the like, so as to generate a new routing rule, and initiate subsequent bearer creation procedures and bearer update procedures according to the new routing rule: for a certain data flow, the new routing rule generated by the P-GW indicates that it is transmitted at the 3GPP side, but no Bearer can be used for transmitting the data flow at the current 3GPP side, the P-GW initiates a Bearer resource new establishment or Bearer resource Update procedure at the 3GPP side, that is, sends a Bearer new establishment Request message or a Bearer Update Request Update Bearer Request to the S-GW to establish a new establishment or modify a dedicated Bearer.
The bearer new establishment flow and the bearer modification update flow may be triggered at the 3GPP side, may also be triggered at the non-3 GPP side, or may be triggered at both the 3GPP side and the non-3 GPP side.
Specifically, the P-GW generates a new routing rule, such as the first extended routing rule or the second extended routing rule provided in the foregoing embodiments. The number of the new routing rules generated by the P-GW may be 1 or more.
Step 402: the P-GW sends a Create Bearer Request or an Update Bearer Request to the S-GW, and the S-GW sends the Create Bearer Request or the Update Bearer Request to the MME. Wherein, the Create Bearer Request or the Update Bearer Request carries a new routing rule generated by the P-GW.
Specifically, the Create router Request or the Update router Request also carries new or updated Flow description Template (TFT) information, where the TFT information includes related Flow description information.
For example, if a data flow needs to Create a new dedicated bearer on the 3GPP side based on the routing rule, a TFT carrying description information of the data flow is sent in a Create bearer Request message, where the TFT includes: at least one parameter of source and destination IP address, source and destination port number, and type of protocol used.
For another example, if a certain data flow needs to modify a dedicated bearer on the 3GPP side based on the routing rule, a TFT carrying the description of the data flow is sent in an Update bearer Request message, where the TFT also includes: at least one parameter of source and destination IP address, source and destination port number, and type of protocol used.
In the embodiment of the present invention, the routing rule is not limited to be transmitted through a separate parameter in the Create Bearer Request or the Update Bearer Request, the routing rule may also be transmitted through a Bearer context in the Create Bearer Request or the Update Bearer Request, or may also be transmitted through a Protocol Configuration Option (PCO) message in the Create Bearer Request or the Update Bearer Request. In this embodiment, only the routing rule is transmitted through the Update Bearer Request as an example.
Step 403: and the MME transmits the routing rule to the eNB through a Downlink NAS transport message transmitted by a Downlink non-access stratum.
Specifically, the MME transmits the routing rule through a NAS message in a Downlink NAS transport message, where the NAS message in the Downlink NAS transport message carries the routing rule, and the routing rule may be but is not limited to be stored in the NAS message as a newly added parameter, and may also be stored in a PCO in the NAS message.

The NAS message carries the routing rule, but not limited to, the routing rule may be stored in the NAS message as a new parameter, and may also be stored in a PCO in the NAS message.
Step 405: and after receiving the routing rule, the UE confirms the routing rule, and after the confirmation is completed, the UE sends the updated routing rule to the eNB through the NAS message.
The process of the UE confirming the received routing rule is the same as step 307, and only the routing rule whose negotiation indication is the allowed negotiation identifier or the included routing access technology indication is the unspecified value is modified, which is not described herein again.
And after the UE confirms that the routing rule is finished, the updated routing rule including the routing rule which is maintained unchanged and the modified routing rule is sent to the network side.
In addition, the UE determines whether to accept a bearer new establishment procedure or a bearer update procedure initiated by the network side based on the confirmed routing rule.
For example, if the characteristics of the data flow corresponding to the bearer new establishment flow or the bearer update flow initiated by the network side are matched with the flow description information in the routing rule which cannot be modified in the routing rule, the UE accepts the bearer new establishment flow or the bearer update; otherwise, the UE may reject the bearer new establishment procedure or the bearer update request. When the UE selects the non-3 GPP as the transmission channel of the corresponding data stream in the bearer new establishment flow or the bearer update flow, the UE carries a special cause value to instruct the network side to reject the bearer new establishment flow and the bearer update flow, where the special cause value may be UE returns (existing cause value), IP traffic move, N3GPP predicted, and the like, and the embodiment of the present invention is not limited.
Step 406: and the eNB receives the updated routing rule and transmits the updated routing rule to the MME through an Uplink NAS Transport message transmitted by an Uplink non-access stratum.
In the embodiment of the present invention, the updated routing rule may be transmitted not only as a separate parameter in the NAS message, but also through the PCO message.
Step 407: and after receiving the updated routing rule, the MME sends a Bearer newly-built Response Create Bearer Response or a Bearer Update Response Update Bearer Response to the S-GW/P-GW.
The Create Bearer Response or Update Bearer Response message not only carries the routing rule after the UE confirms, but also includes a message processing result, that is, whether the Bearer new establishment flow or the Bearer Update flow is accepted by the UE. If the UE rejects the bearer new establishment procedure or the bearer update procedure, the MME, S-GW, and P-GW further need to delete the new bearer or recover the modified bearer resource based on the cause value indicated by the UE.
The network architecture in example 2 is the same as that in example 1, and both are the network architecture in which 3GPP and non-3 GPP networks are intercommunicated, however, the embodiment of the present invention may also be used in the architecture in which 2/3G networks and non-3 GPP networks are intercommunicated, and in this architecture, a new routing rule generated by a P-GW may be sent to a UE through a Packet Data Protocol (PDP) context modification request.
The embodiment of the invention can send a new routing rule to the UE from the 3GPP side and can also send a new routing rule to the UE from the non-3 GPP side, and in this case, a specified signaling message is required to transmit the routing rule. For example, if a new routing rule is sent to the UE from the non-3 GPP side, a new message between the TWAN and the UE needs to be defined for interaction, for example, a WLCP Create Bearer Request/Response or a WLCP Update Bearer Request/Response message is defined, and the message carries the routing rule.

The number of the new routing rules generated by the UE may be 1 or more. If the new routing rule generated by the UE is the first expanded routing rule, the negotiation indication contained in the routing rule is null; if the new routing rule generated by the UE is the second extended routing rule, the routing access technology priority included in the routing rule is an unspecified value, that is, all the new routing rules generated by the UE are non-prohibited routing rules. The Request Bearer Resource Modification message sent by the UE includes not only a new offloading policy generated by the UE, but also Bearer Resource Modification information such as a Traffic Aggregation Description (TAD).

In the process that the P-GW confirms the default access indication generated by the UE, when the P-GW judges that at least one item of received rule information, local configuration information and the current network state is not matched with the default access indication, the P-GW modifies the default access indication and takes the modified default access indication as the confirmed default access indication; otherwise, the default access indication is not modified, and the unmodified default access indication is used as the confirmed default access indication.
Step 507: the P-GW indicates the end of the IP-CAN Session Modification procedure.
Example 3 is the same as the network architectures of examples 1 and 2, and both are the network architectures of interworking between 3GPP and non-3 GPP networks, however, the embodiment of the present invention may also be used in an architecture of interworking between 2/3G network and non-3 GPP network, and in this architecture, the offloading policy confirmed by the P-GW may be sent to the UE through the PDP context modification request.

In summary, with the method and the apparatus for negotiating a offloading policy provided in the embodiments of the present invention, the method includes: the method comprises the steps that a first device sends a shunting strategy to a second device, wherein the shunting strategy comprises a default access instruction and a routing rule; and the first equipment receives and stores the confirmed shunting strategy returned by the second equipment aiming at the shunting strategy, and transmits the data stream based on the confirmed shunting strategy. Therefore, when the data stream splitting strategy is updated, a routing rule which can be accepted by both sides can be obtained through negotiation between the network side and the UE, the data stream transmission efficiency is improved, and the problems that in the prior art, the method for switching the data stream initiated by the UE is low in applicability, the network side cannot control and manage the UE, and user experience is reduced are solved.

Claims (29)

1. A method for negotiating a streaming policy, comprising:
the method comprises the steps that a first device sends a first default access indication expected by the first device to a second device, wherein the first default access indication is used for transmitting a data flow when the data flow does not match with all routing rules stored locally;
the first equipment receives and stores a second default access instruction after confirmation returned by the second equipment aiming at the first default access instruction, wherein the second default access instruction is different from the first default access instruction;
and when the data stream does not match with all the routing rules stored locally, selecting the confirmed second default access indication for data stream transmission.
2. The method of claim 1, wherein the first device is a User Equipment (UE).
3. The method of claim 2, wherein prior to the first device sending a first default access indication to the second device that the first device desires, further comprising:
the first device generates the first default access indication according to at least one of configuration information of the first device and a current network state.
4. The method of claim 3, wherein the first device sending a first default access indication to a second device that the first device desires comprises:
the first device carries the first default access instruction in a non-access stratum message and sends the non-access stratum message to a mobility management network element, so that the mobility management network element carries the first default access instruction in a session new request and sends the session new request to the second device after receiving the first default access instruction; or
The first device carries the first default access instruction in a wireless local area network control plane protocol packet data network connection request and sends the first default access instruction to a trusted access gateway, so that the trusted access gateway carries the first default access instruction in a session new request and sends the session new request to the second device after receiving the first default access instruction; or
And the first equipment carries the first default access instruction in a network key negotiation protocol message and sends the message to an untrusted access gateway, so that the untrusted access gateway carries the first default access instruction in a session new request and sends the session new request to the second equipment after receiving the first default access instruction.
5. a receiving unit, configured to receive and store a second default access indication after acknowledgement returned by the second device for the first default access indication, where the second default access indication is different from the first default access indication, and when a data flow does not match all locally stored routing rules, select the second default access indication after acknowledgement for data flow transmission.
17. The apparatus of claim 16, wherein the offloading policy negotiation apparatus is a User Equipment (UE).
18. The apparatus of claim 17, wherein the offloading policy negotiation apparatus further comprises:
a generating unit, configured to generate a first default access indication according to at least one of configuration information of the offloading policy negotiation apparatus and a current network state before the sending unit sends the first default access indication expected by the first device to the second device.
19. The apparatus as claimed in claim 18, wherein said sending unit is specifically configured to:
the sending unit carries the first default access instruction in a non-access stratum message and sends the first default access instruction to a mobility management network element, so that the mobility management network element carries the first default access instruction in a session new request and sends the session new request to second equipment after receiving the first default access instruction; or

a processing unit, configured to store the second default access indication, and return the second default access indication to the first device, where the second default access indication is used to transmit a data stream when the data stream does not match with all locally stored routing rules, and the second default access indication is different from the first default access indication.
24. The apparatus of claim 23, wherein the offloading policy negotiation apparatus is a core network device.
