The waste rubber is desulfurized to produce regenerated rubber, which is produced by crushing waste tires or adhesive tapes, removing impurities, grinding, mixing and stirring the crushed waste tires or adhesive tapes with water, softened oil and the like in a desulfurization tank, uniformly stirring rubber powder and an auxiliary agent in a suspension state, heating the rubber powder and the auxiliary agent, and carrying out high-temperature and high-pressure desulfurization. The high-temperature regenerated rubber powder from the desulfurization tank is required to be kneaded after being cooled to increase the plasticity of the rubber and restore the original performance of the rubber, so that the rubber powder can be applied to industrial production.
