The braking member 22 is provided with a disc 26 in a radial direction, the two grooves 24 are radially recessed in the disc 26, and the first tooth portion 23 is annularly provided on the disc 26, so that the locking protrusion 51 can be smoothly locked in one of the grooves 24.
